Payment reconciliation

Gross rent = owner rent + allowance. Total assistance = max(0, min(standard, gross rent) − TTP). Owner HAP = min(owner rent, assistance). Tenant rent = owner rent − owner HAP. Reimbursement = max(0, assistance − owner rent).

Use only PHA-confirmed ordinary unprorated inputs. The allowance is not an owner payment or the actual utility bill. Check initial affordability and approval separately.
