Short-term rental laws in Hawaii

Hawaii runs the opposite of preemption: Act 17 of 2024 (SB 2919) expanded county authority to phase out nonconforming STRs. Maui used it in Bill 9, signed December 15, 2025, phasing out roughly 6,200 Minatoya-list units effective 2029 in West Maui and 2031 countywide; the ordinance is in litigation but not enjoined.
