House Hacking in Lee County, FL: Strategies and Numbers
Lee County is a mixed verdict for house hacking right now. The buyer's market conditions are favorable for acquisition: prices are down 6–9% year-over-year, homes sit on the market for a median 79–125 days depending on the submarket, and sellers are closing at 95.8% of list price. Florida's new ADU law (SB 184) opened a legal path to add rental income on almost any single-family lot as of July 2025. No rent control exists here. The homestead exemption rewards owner-occupants with a 3% annual assessment cap. All of that is working in your favor.
The honest complication is insurance. Florida homeowners insurance averages $7,136 per year for $300,000 in coverage, more than double the national average, and 64% of Lee County properties carry severe flood risk over a 30-year horizon. If you buy on a canal in Cape Coral or anywhere near Mullock Creek in Estero, your combined hazard and flood insurance bill can exceed $10,000 annually before you collect a dollar of rent. That single line item is what separates a house hack that frees up cash from one that merely breaks even. Run every property through insurance underwriting before you fall in love with it.
Strategy 1: Single-Family Home Plus ADU
This is the most accessible strategy in Lee County right now, and SB 184 makes it viable on any standard single-family lot.
How the law works. Florida Senate Bill 184, effective July 1, 2025, requires all local governments to permit at least one ADU per single-family residential lot. Lee County caps ADU size at 750 square feet or 35% of the primary home's living area, whichever is less restrictive. One ADU per property is the limit. Permit and impact fees average about $10,047. The law also protects your homestead exemption when you add an ADU, so you keep the 3% annual assessment cap on the main home's assessed value.
What the numbers look like. The countywide ZHVI sits at $338,437. Fort Myers single-family homes are running about $325,000 as of late 2025. Buy at $325,000, put 5% down as an owner-occupant (about $16,250 down), finance $308,750 at a 30-year rate. At current mortgage rates, principal and interest runs roughly $1,900–$2,000 per month. Add property taxes at 1.04% of assessed value (about $282/month), plus homeowners insurance underwritten at $595/month as a starting estimate for a non-canal home in this cost environment. PITI lands in the range of $2,800–$2,900 per month before flood insurance.
Budget about $10,047 in permitting costs plus construction for a 600–750 sq ft ADU. A completed ADU in the Fort Myers area will rent for something close to the county's median rent of $1,874 per month, though a smaller detached unit may clear $1,400–$1,600.
If your ADU rents for $1,500/month, your effective out-of-pocket carrying cost drops to $1,300–$1,400 per month to live in the main house. That is the core appeal of this strategy.
Best submarket for it. Fort Myers offers the lowest entry price ($325,000 median) and enough lot sizes to accommodate ADU construction. Avoid downtown-adjacent neighborhoods like Dunbar without a careful crime, school-rating, and flood-zone check first. The more stabilized residential pockets of the city offer better risk-adjusted outcomes for a first-time house hacker.
Strategy 2: Duplex or Small Multifamily
Lee County's zoning is actively expanding to permit duplexes, triplexes, and small apartment buildings in corridors where only single-family homes were previously allowed. If you can find a legal duplex or locate a parcel in an upzoning corridor, this is a more cash-flow efficient structure than the ADU play because the rental unit is already built and rent-ready at closing.
The math on a duplex. True duplexes are less common in Lee County's suburban sprawl, so expect to pay a premium over a comparable single-family home. A duplex in the Fort Myers market priced at $380,000–$420,000 with an owner-occupant FHA loan (3.5% down, about $14,000–$14,700 out of pocket) gives you a two-unit structure where the second unit carries a market rent near $1,874/month or potentially higher for a two-bedroom.
At $400,000 purchase, PITI runs roughly $3,000–$3,200 per month (including taxes at 1.04% and insurance costs that are elevated by Florida's premium environment). With one unit renting at $1,800, your effective housing cost falls to $1,200–$1,400 per month. FHA financing on a duplex is legal when you occupy one unit.
Note on upzoning corridors. The brief confirms that certain corridors are being rezoned for small multifamily. Ask your agent and an attorney specifically which parcels or streets are affected before bidding. Buying a single-family home in an upzoning corridor at the right price could mean a future triplex conversion, but underwrite it as a single-family purchase until the zoning change is confirmed in writing.
Strategy 3: Bonita Springs / Estero for the Exit-Liquid Buyer
If you want a house hack with a cleaner exit within three to five years, Bonita Springs and Estero are showing stronger sales velocity than the broader county. Closed sales in that submarket jumped 21% year-over-year in December 2025, compared to the stagnant broader Lee County market. Proximity to Florida Gulf Coast University (FGCU), RSW Airport, and the area's resort and golf communities supports rental demand from students, seasonal workers, and visiting professionals.
The trade-off is price. Bonita/Estero median sale prices came in near $520,000 in late 2025, down from $575,000 a year prior. That correction creates an opening, but it also raises your PITI. An owner-occupant buying at $520,000 with 5% down is financing about $494,000, which puts principal and interest near $3,000–$3,100 before taxes and insurance. FGCU proximity supports a room-rental strategy (see below) or an ADU play if the lot and HOA rules allow.
Before targeting this corridor, verify HOA rules. Cape Harbour, Trafalgar, Burnt Store (in Cape Coral), and many Bonita/Estero communities carry HOA documents that may prohibit ADU construction, short-term rentals, or even room rentals. Pull the CC&Rs before you make an offer.
Strategy 4: Room Rental in Fort Myers
Fort Myers' healthcare and education employment base (Lee Health at 16,506 employees, Lee County School District at 12,264) creates a steady pool of working renters who need affordable housing. Travel nurses, school staff, and service workers often prefer furnished rooms near their employers over leasing an entire apartment.
This strategy requires the least capital to start: buy a three- or four-bedroom home in the $300,000–$340,000 range, occupy one bedroom, and rent the others at $700–$900 per room per month. Two rented rooms at $800 each generate $1,600/month against a PITI of roughly $2,500–$2,700 on a $330,000 purchase, putting your out-of-pocket near $900–$1,100/month.
Room rentals are legal in Lee County but check municipal rules for Fort Myers city limits separately from unincorporated county. No short-term rental or occupancy permit requirements have been flagged in the brief for standard room rentals, but confirm locally before advertising.
Regulatory Gotchas to Know Before Closing
Homestead exemption and the investor tax problem. Florida's Save Our Homes cap (3% annual assessment increase limit) applies only to your homesteaded unit. If you own a non-homestead investment property, it is fully reassessed to market value annually. On a house hack, you get the cap on the portion you occupy, but any separately assessed rental unit (as in a duplex assessed as two parcels) may face full reassessment. Confirm the assessment structure with the Lee County Property Appraiser before closing.
FEMA flood maps in flux. Revised preliminary Flood Insurance Rate Maps for portions of Lee County were issued December 4, 2025, covering the Mullock Creek Basin in Estero and unincorporated areas. About 722 properties were added to the Special Flood Hazard Area in that update alone, with new maps taking effect summer 2026. Pull the current and preliminary FIRM panel for any property you are serious about. A property not in the SFHA today could be reclassified by the time you close.
HOA restrictions on ADUs and rentals. SB 184 overrides municipal zoning, but HOA rules are private contracts and are not preempted by the state ADU law. Many Cape Coral canal-front communities, golf communities in Bonita/Estero, and Cape Harbour-area HOAs explicitly prohibit rentals under 30 days, ADU construction, or room rentals. Read the CC&Rs before writing an offer.
Cape Coral's inventory overhang. Active for-sale inventory in Cape Coral hit 14,580 listings in 2025, the highest level in over a decade. If you house hack in Cape Coral and need to sell within two to three years, plan for 125 days or more on market. This is not a deal-killer, but it means your capital is less liquid than in Bonita/Estero.
Getting Started: Your Checklist
-
Get insurance quotes before you get excited about a property. Contact two to three Florida-admitted insurers and one NFIP flood specialist with the property address and flood zone designation. Do this before your inspection period ends, not after.
-
Pull the FEMA FIRM panel and the December 2025 preliminary map for any property in Estero or unincorporated Lee County. Confirm whether the parcel is in or near the Mullock Creek Basin update area.
-
Request the HOA CC&Rs on day one of any purchase that involves a community association. Confirm whether ADU construction, room rentals, and long-term (30+ day) rentals are permitted in writing.
-
Verify ADU feasibility for your specific lot with Lee County Development Services. Confirm your lot qualifies under SB 184, get the current fee schedule (about $10,047 average), and ask about setback requirements for detached structures.
-
Ask the Lee County Property Appraiser's office how a duplex or ADU addition will affect your property's assessment structure, and confirm you qualify for the homestead exemption on the unit you will occupy.
-
Run your specific scenario through our House Hack calculator to model PITI, insurance, ADU rent, and net out-of-pocket across different purchase prices and down payment sizes before you commit.
