El Paso County is one of the better house-hack markets in Texas right now, and the numbers explain why: a $233,320 median home price, a gross rent-to-price ratio of 7.86%, and a 12.7x price-to-rent multiple that is low enough to support real cash flow offsets against your housing cost. Compare that to Austin or Dallas, where price-to-rent ratios run well above 20x, and the math in El Paso is simply more favorable for someone trying to live cheap while a tenant covers part of the mortgage.

The zoning picture is promising but has one active wrinkle you need to understand before you commit to an ADU strategy. More on that below.


Why El Paso Works for House Hacking

Three structural facts make this market well-suited to the strategy.

First, the rental demand base is unusually stable. Fort Bliss generates 127,000 direct and indirect jobs and $27.9 billion in annual economic impact. Military households are reliable, often pre-screened tenants who need housing fast when they receive orders. That demand is independent of private-sector cycles.

Second, supply is tight. Rental absorption through the first three quarters of 2024 nearly doubled new unit deliveries. That structural undersupply supports 3–4% annual rent growth forecasts, which matters when you are projecting whether your rent offset improves or erodes over time.

Third, the entry price is accessible. The citywide median reached $277,950 as of May 2026, with Central El Paso's historic homes at a median of about $200,000. Both price points are reachable with an FHA owner-occupant loan, which requires as little as 3.5% down.


Strategy 1: ADU (Casita) on a Single-Family Lot

What the zoning currently allows

El Paso's code already permits ADUs, called "casitas" locally, on single-family lots of 5,500 sq ft or more. A detached casita is capped at 800 sq ft on standard lots and 1,200 sq ft on lots 8,000 sq ft or larger, and it is limited to one bedroom.
