New York does not preempt local STR rules; the 2024 state law (S.885C, signed December 21, 2024, effective April 21, 2025) created an optional county registry, mandates statewide platform tax collection with quarterly platform reporting, and preserved localities’ power to prohibit or further limit STRs. New York City imposes strict limits.
