Oklahoma City Rent Report: Underwriting ZIP Rents and HUD References

Nov 2, 20267 min read

An Oklahoma City rental needs an address-level rent estimate and the correct housing-authority calculation. A city name alone does not supply either. RentalCalcs' September 2026 review found ZIP-level HUD references throughout its tracked Oklahoma City comparison set, plus a county boundary that matters: ZIP 73170 was mapped to Cleveland County while most tracked ZIPs were mapped to Oklahoma County.

That creates two separate checks before underwriting: compare the property's actual bedroom count and condition with suitable rentals, then confirm the administering authority's current payment standard and utility allowance if considering a voucher tenancy. The HUD reference and the market-rent index below are research inputs. Neither establishes the rent that will be approved for a particular property.

Market rent is the Zillow Observed Rent Index, which covers all unit sizes. Dates and HUD geography are shown for each row.The percentage compares a bedroom-specific HUD reference with an all-size index; it is not a matched-unit premium, an adopted payment standard or an approved rent. Check bedroom-matched comps, the authority's schedule and utility allowance before underwriting.

The market column is Zillow's all-size rent index for the tracked ZIP. The HUD figures are bedroom-specific references, using ZIP-level Small Area Fair Market Rents where available and county FMR otherwise. Comparing those columns does not produce a matched two-bedroom rent premium. A positive percentage is a difference between two unlike measures, not evidence that a voucher will produce that percentage more revenue.

Our initial review covered 30 ZIPs, with market observations from June and July 2026 and HUD FY2026 references. The live table can change as data is loaded. Read each observation date and basis rather than assuming every row represents the same month or an authority's latest adopted schedule. Zillow's ZORI methodology explains the index's purpose; it is not a lease quote for an individual unit.

For a lookup and the currently available ZIP list, use the Oklahoma City rent-estimate page. Use this report to decide what additional evidence belongs in a purchase analysis. A ZIP with an attractive ratio should prompt a closer look at comparable units, not an automatic offer.

Check the county before using a trend

The Oklahoma County trend below provides context for most ZIPs in the initial comparison set. It is a county series, not an Oklahoma City municipal series. It does not automatically describe every address with an Oklahoma City mailing label. Our initial crosswalk placed 73170 in Cleveland County, so that address-level check can change which county history is relevant.

These tables use the same all-home-types county series, with the last available observation in each calendar year. Compare like periods when calculating a growth rate. A partial current year versus a prior December is not a same-month year-over-year calculation. Neither county's historical increase is a promise that a particular lease can be raised by the same amount.

The crosswalk is also not a legal boundary determination. Verify the parcel address, county and responsible authority before relying on a ZIP label. ZIP codes are delivery geographies and can cross administrative boundaries. That matters for taxes, local records and selecting the correct rent context.

Separate HUD references from OCHA's approval

The following table shows the loaded Oklahoma County FMR figures by bedroom count. It is useful background, while the ZIP table shows Small Area references used in our comparison data.

The source reference is HUD's Fair Market Rent data. Check the fiscal year and geography on the source schedule when reconciling the loaded table with a specific property.

Start with Oklahoma City Housing Authority's landlord information for an OCHA-administered tenancy. Its guidance describes reviewing the tenancy request for affordability and rent reasonableness. Confirm the authority administering the household's assistance, the exact unit address, the applicable payment schedule and the utility responsibilities before making a revenue assumption.

Do not multiply a HUD number by a generic percentage and call the result approved rent. A payment standard, gross rent, contract rent and housing-assistance payment answer different questions. The Section 8 rent-calculation guide explains the distinctions, while the Small Area FMR guide covers why a ZIP reference can differ from a county figure.

This report does not publish an adopted OCHA payment-standard amount. Obtain the current schedule and utility allowance directly for the unit and effective date. The HUD data in the live blocks cannot confirm that separate authority decision.

A property-level comparison with two rent assumptions

Consider a fictional rental where independent bedroom-matched evidence supports a market-rent assumption of $1,400. A separate voucher scenario uses an illustrative $1,450 owner contract rent, solely to test sensitivity. That second amount is not an OCHA quote, a table-derived entitlement or an approval. Keep it as an unconfirmed case until the authority calculation supports it.

Monthly planning inputMarket caseVoucher test case
Owner rent collected when occupied$1,400$1,450
Vacancy and collection allowance, 5%Minus $70Minus $73
Management allowance, 8% of scheduled rentMinus $112Minus $116
Maintenance reserveMinus $100Minus $100
Replacement reserveMinus $100Minus $100
Taxes, insurance and debt serviceMinus $950Minus $950
Planning cash flow after reserves$68$111

The table uses whole-dollar planning inputs, including the rounded $73 allowance in the voucher case. Its difference is $43 a month. That is the result of these particular assumptions, not a measured voucher premium for Oklahoma City. The same loss allowance is used to isolate the rent difference; replace it with supported scenario-specific assumptions if the expected risks differ.

Put a lease-start delay into a complete first-year calendar

For the timing test, replace the stabilized vacancy percentages with explicit paid months. Assume the market case collects all 12 months and the voucher case begins in month two and collects 11. Charge management at 8% of rent actually collected for this calendar, keep maintenance and replacement allocations at $200 a month, and keep the $950 monthly tax, insurance and debt cost. Assume no other collection loss or extra startup work. These are changed scenario assumptions, so this table should not be added to the stabilized table above.

First-year calendarMarket starts in month oneVoucher starts in month two
Rent collected$16,800$15,950
Management, 8% of collected rentMinus $1,344Minus $1,276
Maintenance and replacement allocationsMinus $2,400Minus $2,400
Tax, insurance and debt serviceMinus $11,400Minus $11,400
Cash flow after allocations$1,656$874

The later-starting case trails by $782 in year one. If both cases then remain fully occupied under the same assumptions, the higher rent adds $46 a month after the collection-based management fee. Recovering the initial $1,288 disadvantage in the first empty month takes 28 paid months, with equality at the end of month 29 from the common starting date. This is different from dividing gross missed rent by the rounded stabilized cash-flow gap. Use the actual timeline; this example does not predict that voucher leasing takes longer.

The voucher-versus-market cash-flow comparison provides a broader framework. Keep the rent assumption, startup timing, utility responsibility and recurring costs explicit. Do not add a second vacancy charge for the same empty month already included in your first-year cash calendar.

Build the evidence file before making an offer

A worksheet for the Oklahoma and Cleveland county boundary

Do not carry a county label from one lookup into every part of the analysis. Build an address record with the following checks, especially for a ZIP such as 73170 that prompted the initial boundary review.

QuestionEvidence to retainWhere it enters the forecast
Which county contains the parcel?Parcel record for the exact addressTax research and appropriate county trend
Which rentals match the unit?Dated bedroom and property-type comparablesMarket contract-rent assumption
Who administers the proposed voucher?Household or authority confirmationCorrect approval process and schedule
Who pays each utility?Proposed lease responsibilities and current allowanceGross-rent and owner-expense comparison
When can the tenancy start?Preparation and review milestonesFirst-year collected months and cash needs

Suppose the selected county index increases while three comparable rentals near the property remain at their prior asking rents. Use those observations to investigate the difference rather than increasing the property's rent by the county percentage. Unit size, condition, concessions and data dates can explain why a broad series and a small property comparison set disagree.

Review both county histories where the location warrants it, but use one supported rent assumption for the actual unit. Averaging two county indices does not create an address-level rent estimate. Keep the alternative county reading in the research notes so a later reviewer can see why it was considered and why the final assumption was chosen.

Collect comparable rentals with the same bedroom count, similar property type, condition and utility arrangement. Record asking versus signed rent where known, concessions and the date of observation. An attractive listing that has sat vacant at its asking rent is weaker evidence than a comparable leased unit with documented terms.

Then record the parcel's county, the housing authority handling the proposed tenancy, the source and effective date of its payment schedule, the utility allowance and the status of rent review. Keep a separate column for assumptions still awaiting confirmation. The rent-roll verification guide is useful when an existing tenant or advertised rent is part of the purchase story.

Use the Section 8 investment analyzer to compare the supported rent cases and your property expenses. For broader financing and operating assumptions, use the single-family calculator and save the analysis to your account. Neither tool replaces the housing authority's approval or the comparable-rent evidence.

The decision should remain understandable if the live tables refresh tomorrow. The tables identify research questions; the evidence file supports the individual rent; the saved analysis records the price and costs at which that property works.
