The investment view
For a small off-post rental serving military households, favor verified rents, dependable condition and carrying bills the owner can fund between leases. Fort Hood supports a distinct housing market, but qualifying military orders can end a lease early. A military allowance does not guarantee a landlord a full year of receipts.
Killeen–Temple rent includes Bell, Coryell and Lampasas counties
Typical asking rent is $1,308 monthly, -0.1% over one year and +1.6% over three. The index combines home and bedroom types across the three-county metro; it is not a military housing allowance or a rent quote for a particular rank.

Killeen, Harker Heights and Copperas Cove rentals serving Fort Hood need different comparisons from Temple or Belton properties. Use the Bell County investment screen and Killeen postal-city ZIP references, then match actual bedrooms, condition, utilities and the resident’s destination.
Soldiers, military families and Temple households do not share one housing requirement
Fort Hood’s housing guidance distinguishes community rentals, privatized family housing and barracks. Eligibility matters: a count of people stationed at the installation is not a count of households seeking an off-post lease. The Housing Services Office reviews leases and assists with housing and utility issues.

The contrary case for a private rental is a household whose family needs, location and eligibility favor the community. Establish that demand with accepted comparable leases. A new barrack does not by itself demonstrate weaker family demand, just as an installation announcement does not guarantee another private tenant.
BAH reflects rent and utilities as well as the member’s circumstances. Compare the household’s total cost with its actual budget; setting advertised rent equal to an allowance can leave no room for utility bills. Do not present the allowance as a payment contract with the owner.
A lawful military termination ends the income assumption as well as the lease
The Justice Department explains SCRA protection for qualifying residential leases, including subsequent permanent-change-of-station orders or deployment orders of at least 90 days. For monthly rent, proper notice and supporting orders lead to termination 30 days after the next payment is due. The actual documents and circumstances control.
Do not budget an early termination fee to replace that lost term. DOJ treats a required repayment of rent concessions as a prohibited early termination fee too. Use the housing office and appropriate legal guidance to handle the particular notice; the investor’s job is to fund the next lease without counting a penalty receivable.
One empty month can need $2,825 of cash even before another rent check arrives
Original turn-liquidity budget · hypothetical one-unit event
| Unpaid months | Foregone rent, separately | Cash required for bills/work/placement |
|---|---|---|
| 1 | $1,450 | $2,825 |
| 2 | $2,900 | $3,725 |
| 3 | $4,350 | $4,625 |
Faster inspected work, a lower placement charge or another unit’s available cash can reduce the additional money the owner must raise. They do not turn the missed rent into cash. Ask the manager for a written scope, readiness date and current competing availability before relying on a short turn.
This event budget and the acquisition’s ordinary loss allowance answer different questions. Reconcile the actual event with annual vacancy and work accounts; do not charge the same empty month or repair twice. Keep any required deposit refund and additional initial acquisition costs in their own cash plan.
The duplex must cover normal costs before the owner funds an exceptional turn

| Measure | Base | Downside |
|---|---|---|
| Scheduled rent | $34,800 | $33,060 |
| After vacancy / collection loss | $32,016 | $29,423 |
| Net operating income (NOI) | $19,016 | $15,123 |
| Annual loan payments | $9,860 | $9,860 |
| Cash after debt + capital reserve | $6,656 | $2,764 |
| Debt coverage (NOI ÷ payments) | 1.93× | 1.53× |
NOI excludes financing and capital reserves. Operating expenses must include taxes, insurance, management, routine maintenance and owner-paid utilities. A reserve reduces spendable cash; it does not make a known roof or sewer replacement disappear. Results describe a stabilized year after initial repairs. Fund renovation downtime and carrying costs separately; they are not estimated here.
| Required yield | Base NOI | Downside NOI |
|---|---|---|
| 6.5% | $264,615 | $206,473 |
| 7.5% | $226,744 | $176,355 |
| 8.5% | $197,784 | $153,323 |
A price below a yield ceiling can still fail debt coverage or require more cash than you have. Check the loan terms, unit-level leases and a contractor’s scope before treating a modeled ceiling as an offer.
The hypothetical duplex has two $1,450 monthly rents, 8% collection loss, $13,000 annual operating expenses and $2,500 capital reserve. Price is $190,000, initial work $20,000 and closing costs 3%. Debt is 65% of price at 7% over 30 years.
Replace buyer taxes, insurance, management, maintenance and owner utilities with actual evidence. The model separates NOI, reserves and debt, and combines lower rent with greater loss and higher costs. It does not promise military collections or fund initial downtime automatically; the turn calendar separately tests the cash needed while the dwelling is empty.
Buy supportable income and keep the next lease funded
Acquire or hold manageable carrying costs
Favor a legal, inspected house or small building with accepted rent and a repair scope the owner can finance. Verify the relevant household and location rather than assuming every soldier needs the same property.
Prepare the turn before relying on lease length
Keep a cash reserve, manager response plan and a documented condition record. Lawful early termination is an operating circumstance to plan for; a penalty is not the investment thesis.
Reprice an assumed allowance or guaranteed term
A stronger matched lease set, lower actual carrying costs or faster documented turns can improve the case. Change price or debt when the return otherwise requires income beyond a qualifying termination.

Questions before a Killeen–Temple lease or offer
Does BAH guarantee the property’s rent?
No. It is a household allowance with eligibility and utility considerations, not a government guarantee to the landlord.
Can an owner recover a concession after a qualifying termination?
DOJ treats required concession repayment as a prohibited early termination fee. Verify the specific situation before treating any charge as collectible.
Should lost rent be added to the carrying bills as cash needed?
Keep the measures separate. Fund the invoices and describe the revenue not received; adding both as invoices overstates the cash outflow.

Evidence behind this report
- MilitaryINSTALLATIONS Fort Hood housing guidance, checked October 23, 2026: community and on-post options, in-processing, family and single-soldier eligibility, local lease review. Its simplified military-clause wording is not used to set legal deadlines.
- Original Fort Hood Housing Services Office: off-post counseling, lease review, utility issues and landlord/tenant assistance. No current household arrival, vacancy or guaranteed leasing rate is inferred.
- U.S. Department of Justice residential lease termination guidance, checked October 23: qualifying service/orders, notice, monthly termination and prohibition on early termination fees. DOJ treats rent-concession clawback as a prohibited fee. Consult the specific documents; the scenario is not a legal-deadline calculation.
- Official 2026 BAH component explanation: rent and household utilities inform allowances; pay grade, dependency status and housing area affect the actual payment. No specific rank amount, local utility bill or rent cap assumed here.
- Army Public Affairs, May 29, 2026: Barrack 101 opened May 19 with capacity for 248 soldiers in 124 two-person suites. Unaccompanied on-post capacity is distinct from private family rentals; a separate planned project is not counted as delivered.

Geography and comparable populations
Official July 2023 county membership matches Zillow’s undated provider crosswalk by normalized FIPS. The headline retains the provider market, not a reconstructed county or ZIP average. Installation housing eligibility, military allowance areas and local lease comparisons are separate from the three-county index. Official CBSA: 28660; separate Zillow RegionID: 394746. County and city figures are useful local checks but cannot reproduce this metro index.

What the rent index measures
ZORI follows repeat asking-rent changes, weights toward the rental stock and smooths observations. It does not measure every signed lease, concessions, a two-bedroom quote, property income or a voucher payment standard. Broker apartment surveys have their own boundaries and property populations. Their vacancy and effective-rent readings are labeled by period and are never averaged into ZORI.
The headline and historical chart use one validated version. The file contains 740 metro rows; 740 have a latest-month observation. These are market counts, not rental-unit sample sizes; Zillow does not supply underlying unit sample counts here. Missing observations remain missing and prior months may be revised.
