Average Rent in Wisconsin: ZIP Rents & Heat-Included Budgets
The median of 120 tracked Wisconsin ZIP rent indices is $1,449 per month for September 2026.
Equal weight per ZIP · all homes and bedrooms combined · derived from Zillow’s smoothed asking-rent indices; this ZIP series is not seasonally adjusted. This is not a provider-published statewide estimate, an average paid by tenants or a rent quote for a particular home.
Milwaukee’s apartment concessions have compressed, but that does not make every face-rent premium spendable. In a heat-included Wisconsin lease, a tenant can pay less overall while the owner collects too little extra rent to fund the transferred utility bill. Full-year utility responsibility is part of the rent comparison.

What the rent evidence changes for a rental decision
Use Milwaukee’s tighter apartment evidence to investigate signed renewals rather than to remove all incentives automatically. For Madison and other Wisconsin rentals, identify who pays heat and how shared meters are allocated. Compare the complete tenant budget and the owner’s collectible premium separately.
Greater Milwaukee apartment concessions
A smaller asking-to-effective gap still needs a lease-level explanation
Colliers’ Q2 2026 Greater Milwaukee summary reports asking rent of $1,598 and effective rent of $1,568. Annual growth is 2.8% and 3.4%, respectively, with concessions at 1.9% versus 2.4% a year earlier. Reported vacancy is 4.9%; quarterly absorption of 981 apartments exceeds 526 completions.
The survey supports checking whether an existing rental is retaining more of its face rent. It does not establish that every unit can remove an incentive or that its utility package matches the survey. Asking and effective figures are different measures, not two interchangeable quotes for a subject apartment.
Decision. Match executed offers by location, layout and included services. Obtain concession expiry and renewal records before increasing the collected-income line; reconcile any heat or other mandatory costs separately.
What could change it. A strong renewal book may support less discounting. A nearby lease-up, a dated heating system or owner-paid utilities above the assumed bill can consume the benefit of firmer pricing.
Records to obtain. Executed leases, incentive schedules, renewals, current competitor offers and the subject’s utility package and annual bills.

Madison rental heating
A summer inspection cannot establish the winter operating budget
Madison’s Building Inspection guidance says 67°F must be maintained and that housing providers cannot choose a calendar date to turn heat on or off. Its repair guidance varies with outdoor conditions. This is municipal heating guidance, separate from the Dane County ZIP comparison.
A furnace that briefly runs during a showing does not establish peak-season reliability or cost. Transferring the utility payment to a tenant does not itself resolve a building’s condition or the owner’s applicable maintenance obligations.
Decision. Obtain a qualified heating-system inspection, service history and winter bills before the offer. Fund documented repair needs separately from the recurring heat allowance. Check the actual municipality rather than extending Madison’s guidance to every Dane County address.
What could change it. A documented efficient system and a complete service record can reduce uncertainty. A failing boiler, poorly controlled common system or unusually exposed unit can overturn a budget inferred from another apartment.
Records to obtain. Heating inspection, repair history and bids, complete winter bills, actual jurisdiction and lease utility responsibilities.

Wisconsin utility allocation and lease comparison
Heat included can save the tenant money while reducing the owner’s margin
Wisconsin DATCP says prospective tenants must be told if they must pay utilities and how charges are divided where units are not individually metered. The PSC discusses high winter gas bills and budget payment plans. Winter disconnection protection is not an assumption that heating costs disappear.
The worked example transfers an assumed $1,800 annual heat bill to the owner for a $75 monthly rent premium. A fully paying tenant saves $900 annually. After the owner’s separate assumed 5% rent loss, the premium collects only $855, leaving a $945 adverse annual cash change before other differences.
Decision. Read the metering and allocation terms before comparing rent figures. Request all twelve months of bills and budget heat once in the appropriate party’s costs. A level-payment plan changes payment timing, not the amount of energy a building needs.
What could change it. A lower verified heat bill, a larger supported premium or efficiency improvements can change the result. Different services, unit sizes and thermostat control invalidate a supposed like-for-like comparison.
Records to obtain. Lease utility disclosure, meter and common-area allocation, twelve-month bills, tariff/account terms and efficiency or repair evidence.

Owner view · after 5% rent loss
$855 additional collected rent − $1,800 owner-paid heat
Cash change · −$945
The tenant's saving is not the owner's income gain. Obtain the full-year bill and keep heating expense in the owner budget.
| Measure | Value | Definition |
|---|---|---|
| Tenant cost · heat paid separately | 19,200 | $1,450 × 12 rent + $1,800 assumed heat = $19,200. |
| Tenant cost · heat included | 18,300 | $1,525 × 12 rent = $18,300; same assumed services. |
| Tenant saving / year | 900 | $19,200 − $18,300 = $900; assumes a fully paying tenant. |
| Owner’s collected rent premium | 855 | $75 × 12 × 95% = $855; the owner’s collection assumption differs from the tenant budget. |
| Heat expense transferred to owner | 1,800 | Assumed full-year $1,800 bill; verify actual bills and applicable obligations. |
| Change in owner annual cash | -945 | $855 premium − $1,800 heat = −$945 with other costs fixed. |
The upper comparison answers the tenant’s total-cost question; the lower bridge answers the owner’s cash question. They use explicitly different collection assumptions and are not the same benefit. Heat becomes part of recurring operating expenses when the owner pays it. Repairs to the heating system remain a separate capital or repair budget according to their actual nature; a rent premium cannot certify safe operation.

Keep the full-year heat bill inside the owner’s recurring budget
Hypothetical heat-included apartment: $1,525 monthly rent, 5% annual vacancy/noncollection, no free rent, $7,000 operating costs including $1,800 heat plus $5,200 other costs, $9,200 debt and $1,000 reserves. These are assumptions rather than Wisconsin survey expenses. Initial system replacement and acquisition cash require a separate budget.
Initial calculated result: $17,385 collected rent, $10,385 NOI before debt/reserves, and $185 cash after debt/reserves. Change the assumptions below to test your own budget.

Occupancy here is the collected share of scheduled rent before incentives, not a count of occupied doors. At the entered costs, break-even collected occupancy is 94.0%. Debt-service coverage is 1.13× NOI / debt service; it excludes reserve contributions.
The reference case leaves $185 annual cash. A $600 annual heat-cost miss makes it −$415. Omitting heat entirely would falsely show $1,985. Verify a complete annual bill and the lease allocation before treating a higher heat-included rent as improved NOI.

Wisconsin rent questions
Is this a Wisconsin one-bedroom average?
No. The state benchmark combines all-home, all-bedroom smoothed ZIP asking-rent indices with equal weight per included ZIP. It is not seasonally adjusted, not household-weighted and not a provider-published statewide series.
Can I compare heat-included rent with rent that excludes heat?
Compare the same services across a full-year tenant budget, then separately model the owner’s collected income and utility expense. The figure’s bills and rents are illustrative; actual metering and lease terms control the comparison.
Does winter disconnection protection erase the utility bill?
Do not underwrite it as free heating. Review the utility’s account and payment obligations. The PSC’s protections and payment arrangements are different from a building’s annual consumption and cost.
Does Madison’s heating guidance cover every Wisconsin address?
The cited municipal guidance concerns Madison. Verify the property’s actual jurisdiction and applicable requirements. A Dane County ZIP label or a skyline photograph cannot establish compliance.
How these rent figures are calculated
State: Wisconsin · USPS WI · Census state FIPS 55. Zillow supplies postal ZIP observations with city and county labels. We filter to valid positive rents in this state and the latest common observation month, sort the values, and take the middle value, or the mean of the two middle values for an even count. Means are the sum divided by included ZIPs. No population, household or rental-unit weighting is added.
The all-home, all-bedroom ZIP series is smoothed, not seasonally adjusted. A bedroom rent cannot be inferred from it. Membership can change after a refresh, so a change in this page’s median is not a matched-sample rent-growth rate. This edition does not publish a ZIP-sample growth claim.
Data: Zillow Research · ZORI method · National ZIP source CSV. The state benchmark is our ZIP-based calculation, not a provider-published statewide estimate. Occupied-unit Census rent, listing medians, effective broker rents and HUD gross-rent references answer different questions and are not blended here.
The observation month identifies the rent data available for this comparison. Historical or missing latest observations stay out of the current sample. Check the date before comparing a property with a newly advertised offer.
