Does this agency serve your area?
This page identifies the Housing Authority of Fresno County, HUD code CA028. Fresno Housing manages both the County and City housing authorities. Its HCV program serves eligible households in Fresno County, and its property portfolio includes several housing types. Confirm the agency and program on your paperwork; a shared brand does not make all property rules identical.
Check the list for the program you want. Joining a waiting list does not mean a home or voucher is available now.

Housing Choice Voucher interest list
Fresno Housing voucher applications
The application page labels the HCV interest list closed. Its 2023 application dates are historical. Creating an account does not add you to a closed interest list.
Choose a property and check its current application listing, household requirements and rent basis. Public housing, project-based assistance and tax-credit housing are different programs. We have not verified an opening at every property.
285 J Street, Sanger; family housing in Fresno County
The agency lists this Sanger property as accepting applications. Call 559-441-2313 to confirm eligibility, rent and how to apply. Its office hours differ across agency pages; confirm before visiting. This is a property application, not an opening of the Housing Choice Voucher list.
Start from the HCV interest-list instructions and its current opening notice. Fresno Housing uses preferences and lottery selection in its interest-list process. Joining the interest list does not guarantee selection or an issued voucher.
Identify a property and check its application listing and requirements. Fresno Housing distinguishes subsidized, public-housing, tax-credit and conventional properties. An affordable rent is not always calculated as a share of your income.
Read the household and property requirements before choosing an application. Fresno Housing describes programs for different households, including farm workers and seniors. A general HCV account does not place you on every property list.
These statuses reflect the dates checked above. Being able to create an account does not mean applications are open.

Application help outside the City of Fresno
Fresno Housing lists application assistance locations in Orange Cove, Sanger, Reedley, Selma and Firebaugh, plus community partners elsewhere in the county. Start with the location near you and confirm hours before travelling. Blossom Trail Commons’ property page and the assistance directory show different office hours, so call 559-441-2313 before a Sanger visit.
Confirm the current rules: The two agency pages give different hours for Blossom Trail Commons. Confirm by phone; neither set of hours is treated here as a verified visit time.
Start with a program or named property. Fresno Housing’s application page distinguishes interest-list registration from later selection and eligibility screening. The 2023 application dates on older pages have passed.
Create or recover your Fresno Housing portal account using an email you can access.
When the specific interest list is open, submit that list’s application and any applicable preferences.
Save the confirmation. Selection for a waiting list is a separate step, and timing is not guaranteed.
If selected, respond to Fresno Housing’s request for documents and eligibility review. Keep contact information current.
VoucherMatch does not accept housing applications, hold a waiting list or charge to place you on an agency list. Send application documents only through the agency’s verified process.

I joined an interest list
Keep your list name and confirmation. Check your account for selection messages and update your contact details when they change. Joining the interest list does not mean you have been selected or awarded a voucher.
Use the HCV inquiry form to reach resident/case management for recertification or household and income changes. Property residents should contact their property manager for the relevant tenancy process.
The HCV resources page provides an extension-request form. Its inquiry form has distinct move and portability options. Contact the team before your voucher deadline and wait for its instructions; a request does not guarantee approval.
Call Owner Services at (559) 443-8414 or choose the owner option on the HCV inquiry form. Ask which payment standard and utility allowance apply to the home, and what paperwork and inspections it needs.
Use this to get ready, then follow the agency’s document requirements. Checkmarks stay on this page only and clear when you reload.
A short script for your follow-up call
“I applied for [program or property] on [date]. My confirmation number is [number]. How do I check my application, update my contact details and find out if you need anything else?”
If you already have a voucher, give its expiration date and ask what you need to do before then. Send identity documents only through the agency’s official process.

Use Fresno Housing’s adopted schedule for your tenancy
Fresno Housing’s adopted schedule effective August 15, 2026 uses one set of amounts throughout Fresno County, not ZIP-specific amounts. It uses the lower of voucher size and unit size. The document names new admissions, voucher issuances involving bedroom-size changes, moves and new HAP contracts; confirm applicability to an existing tenancy with the agency.

Checked October 15, 2026. Add the utility allowance to the asking rent before comparing it with this table. Fresno Housing still needs to calculate your share and approve the rent and home.
Start with your program name and the notice or confirmation you received. Keep a copy of any request and the agency’s response.
Portal access or a missing application
Use the official HCV inquiry form and select applicant/portal help, or call the interest-list line. Keep the program name and confirmation ready; submit identifying records only through the official agency process.
That notice had an October 30, 2023 deadline and did not apply to HCV or PBV interest lists. Check your account for a current request and follow the deadline in your own notice.
The HCV resources page links a voucher-extension request and routes move, portability and case questions. Contact the team before a deadline. For a denial or termination, ask about the process stated in your notice rather than assuming an extension or appeal period.
Need a computer, language help or an accommodation?
The applicants page directs people to the property or listed community partners for computer and account help. For HCV interest-list assistance call (559) 441-2318; ask about the accessible application route and language assistance you need.
The administrative office lists Monday–Friday, 8 a.m.–5 p.m., with alternate Fridays closed. Check the linked office schedule before visiting. The HCV interest-list help line is (559) 441-2318; case and owner questions have separate routes.
To qualify for a Housing Choice Voucher, a household's gross annual income generally has to be at or below the very low income limit for its size. In Fresno County that is $48,550 a year for a family of four, about $4,040 a month before taxes. HUD's area median family income here is $91,300.

Which column applies to you. The middle column is the eligibility line for most applicants (24 CFR 982.201). The low income column only applies in special cases, such as families already receiving federal housing assistance. Federal rules generally require at least 75% of admissions from the waiting list each year to be extremely low income families. This does not predict selection or waiting time. For a family of four here, that threshold is $33,000 or less.
Income is counted before taxes and covers the whole household. The housing authority verifies it when your name is reached on the waiting list, so what counts is your income at that point. Being under the income limit is only one part of eligibility and does not guarantee admission.

HUD rent benchmarks in Fresno County
HUD rent benchmarks for FY2027, effective October 1, 2026. These are not adopted housing-authority payment standards or household subsidy amounts. The illustration shows 90% to 110% of FMR; ZIP-based schedules, approved exceptions and Moving to Work rules can differ.

The two-bedroom HUD benchmark for Fresno County is $1,685. Multiplying by 90% and 110% gives $1,517 to $1,854, not an approval range. Gross rent includes the applicable allowance for tenant-paid utilities. Your agency must calculate assistance using its adopted standard, your household and the proposed unit.
Is creating an account the same as applying for a voucher?
No. You must apply to the specific interest list when it is open. Selection and eligibility review come later, and an account does not guarantee housing assistance.
No. Fresno Housing describes several housing types with different rent structures and eligibility rules. Ask about the named property rather than assuming every affordable unit uses a percentage-of-income rent.
Use the HCV inquiry form to select the case, move, portability or inspection team, or call the main office. New interest-list applications are a separate route.
Does a different Fresno County ZIP change the payment standard?
The reviewed August 15, 2026 schedule says its amounts are countywide and are not based on ZIP code. Confirm any case-specific question with Fresno Housing.
