What is CityFHEPS?
CityFHEPS (City Family Homelessness & Eviction Prevention Supplement) is New York City’s rental assistance program, administered by the NYC Human Resources Administration (HRA). It pays the difference between roughly 30% of your household income and the rent, up to the program’s maximum rent for your household size.
How much rent will CityFHEPS cover?
Inside NYC, CityFHEPS follows the HRA maximum-rent schedule shown on this page — for example, the current schedule by bedroom count for standard leases. If you use the voucher outside NYC, the payment standard adjusts to the Fair Market Rent of the county you rent in.
Can I use CityFHEPS outside New York City?
Yes. Since the 2025 rule change, CityFHEPS is portable to all 62 New York counties. Voucher holders issued in NYC can rent in Westchester, on Long Island, in the Hudson Valley, and anywhere else in the state. Ask your HRA caseworker to transfer your voucher before you sign a lease outside the city.
Who is eligible for CityFHEPS?

Can a landlord refuse my CityFHEPS voucher?
In New York State it is illegal for most landlords to reject a tenant because they pay with a rental assistance voucher. Both the NYC Human Rights Law and the New York State Human Rights Law treat lawful source of income — including CityFHEPS — as a protected category.
How is CityFHEPS different from Section 8?
Section 8 (the Housing Choice Voucher program) is federally funded and administered by NYCHA and HPD, while CityFHEPS is funded by New York City and administered by HRA. The programs have separate waitlists, separate maximum rents, and separate paperwork — but landlords who accept one are usually comfortable with the other.
