Agreement to Terms
By accessing or using VoucherMatch ("Service"), you agree to be bound by these Terms of Service. If you do not agree to these terms, do not use our Service.
Description of Service
VoucherMatch is an online platform that connects landlords who accept housing vouchers with tenants who hold vouchers across the United States. We began in New York City and continue to expand into additional markets. We provide:
- A marketplace for listing and searching voucher-friendly apartments
- Tools for submitting and managing rental applications
- Messaging between landlords and tenants
- Resources about housing voucher programs
VoucherMatch is not a party to any rental agreement between landlords and tenants. We do not guarantee any listings, verify all information, or guarantee successful rental matches.
User Accounts
To use certain features, you must create an account. You agree to:
- Provide accurate and complete information
- Maintain the security of your account credentials
- Notify us immediately of any unauthorized access
- Be responsible for all activity under your account
Landlord Responsibilities
If you are a landlord using our Service, you agree to:
- Accept vouchers: List only properties where you genuinely accept housing vouchers
- Comply with fair housing laws: Not discriminate based on source of income or any protected class
- Provide accurate listings: Ensure all property information is accurate and current
- Respond to applications: Review and respond to applications in a timely manner
- Cooperate with inspections: Complete all required housing authority processes
Tenant Responsibilities
If you are a tenant using our Service, you agree to:
- Provide accurate information in your profile and applications
- Only apply to listings you are genuinely interested in
- Respond to landlord communications in a timely manner
- Not misrepresent your voucher status or eligibility
Prohibited Conduct
You may not:
- Post false, misleading, or fraudulent information
- Discriminate against any user based on protected characteristics
- Harass, threaten, or abuse other users
- Use the Service for any illegal purpose
- Attempt to circumvent security features
- Scrape or collect user data without permission
- Post spam or unauthorized advertising
Data Collection and Research Use
By using VoucherMatch, you acknowledge and agree that:
- Application data is collected for housing matching and research purposes. Information you provide — including voucher type, household composition, income range, employment status, rental history, credit score range, and eviction history — is used to match you with suitable housing and to analyze patterns in the voucher housing markets we serve.
- Anonymized and aggregated data may be shared with housing agencies and researchers. VoucherMatch may share de-identified, anonymized data (with all personally identifiable information removed, including names, email addresses, phone numbers, and street addresses) with accredited government agencies, housing authorities, non-profit housing organizations, and academic researchers for the purpose of studying and improving access to voucher-based housing in the communities we serve. This includes federal, state, and local housing agencies and authorities — for example, in New York City, HPD (NYC Department of Housing Preservation and Development), HRA (NYC Human Resources Administration), and NYCHA (New York City Housing Authority) — and comparable agencies in other jurisdictions.
- Anonymized records use a pseudonymous identifier. When sharing individual-level anonymized records, VoucherMatch uses a consistent pseudonymous identifier (not your name, email, or any directly identifying information) that allows longitudinal analysis within the VoucherMatch dataset but cannot be used to identify you without VoucherMatch authorization.
- Marketplace event data is collected. We collect data about how you interact with listings, when you submit applications, and how applications progress through the housing process. This data is used to analyze housing market dynamics and may be included in anonymized research datasets.
- Your PII is never sold. Personally identifiable information (name, email, phone, address) is never sold, shared with advertisers, or included in any research dataset.
- You may request deletion. You may request deletion of your account and associated data at any time by contacting privacy@vouchermatch.nyc. Note that anonymized, de-identified records that no longer contain any information linking them to you may be retained in research datasets.
Content and Intellectual Property
You retain ownership of content you post but grant us a license to use, display, and distribute it on our platform. You may not post content that infringes on others' intellectual property rights.
Fees and Payments
Basic use of VoucherMatch is free for tenants and for landlords listing properties. We offer optional paid features for landlords, including subscription plans and listing promotions ("Boosts"). Pricing varies by market.
Automatic renewal. Paid subscriptions and Boosts are billed on a recurring basis — for example weekly, monthly, or annually, depending on the plan you select — and automatically renew at the end of each billing period at the then-current price until you cancel. Before you purchase, we show you the price, the billing frequency, and that the plan renews automatically.
Cancellation. You may cancel at any time from your account billing settings or by contacting billing@vouchermatch.nyc. Cancellation stops future renewals; you keep access to the paid feature through the end of the billing period you have already paid for.
Refunds and changes. Except where required by applicable law, fees already charged are non-refundable. We may change pricing on a going-forward basis with notice; changes do not affect the period you have already paid for.
Your rights. Nothing in this section limits any rights you have under the automatic-renewal, consumer-protection, or cancellation laws of your state, which apply where they give you greater protection.
Disclaimers
THE SERVICE IS PROVIDED "AS IS" WITHOUT WARRANTIES OF ANY KIND. We do not guarantee:
- The accuracy of any listing or user information
- That you will find a tenant or apartment
- The quality or safety of any property
- Continuous, uninterrupted access to the Service
Limitation of Liability
To the maximum extent permitted by law, VoucherMatch shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from your use of the Service.
Termination
We may suspend or terminate your account at any time for violations of these terms or for any other reason. You may delete your account at any time through your account settings.
Governing Law
These terms are governed by the laws of the State of New York, without regard to its conflict-of-laws rules. If you reside in another U.S. state, the mandatory consumer-protection laws of your state of residence also apply where they provide you greater protection than these terms.
Dispute Resolution
Most concerns can be resolved quickly — please contact us first at legal@vouchermatch.nyc and we will try to resolve your issue informally. Any dispute not resolved informally shall be resolved through binding arbitration. Arbitration will take place in New York County, New York, or — at your election — in the county and state where you reside, or be conducted remotely. Nothing in this section prevents either party from bringing an individual claim in small-claims court, or waives any right you cannot waive under the law of your state. If any part of this section is unenforceable under the law of your state, that part does not apply to you and the remainder stays in effect.
Changes to Terms
We may modify these terms at any time. Continued use of the Service after changes constitutes acceptance of the new terms.
