Applications and waiting lists at THA

Does this agency serve your area?

THA has properties across Hillsborough County, which refers Section 8 questions to THA. St. Petersburg, Clearwater and Pinellas County have their own housing authorities. Before transferring a voucher, ask the receiving agency whether it serves the rental address. A ZIP appearing in a rent table does not settle that question.

Check the list for the program you want. Joining a waiting list does not mean a home or voucher is available now.

Specific property and bedroom applications

THA describes a merged Project Based/RAD list and directs applicants to available property and bedroom choices. The current application link requires a Bob.ai account before showing choices. Understand the different types of assistance

Tenant-based Housing Choice Voucher

Use the HCV list notice before starting an application. After issuance, a voucher can help pay for an approved private rental. Joining a property list does not put you on this list.

Project-based / RAD housing

THA directs applicants to property and bedroom choices through its application portal. The agency groups these applications together. Check the named property’s assistance type and requirements; RAD is a conversion program, not a promise of a portable voucher.

Public housing / Asset Management

Ask Asset Management about the specific community and how it accepts applications. THA identifies a public-housing program as well as converted and other properties. Do not assume every THA building uses the same list.

Homelessness referrals

THHI lists local housing resources and explains how to get a housing assessment through Coordinated Entry. A referral for a reserved program is separate from joining the general voucher list. THA’s FAQ directs immediate housing-resource inquiries to 211.

These statuses reflect the dates checked above. Being able to create an account does not mean applications are open.

Help beyond the main voucher list

Local housing help and notices

These programs have separate rules and contacts. They do not open the housing authority’s main voucher list.

Ask about deposit help from the City of Tampa

The city’s Rental and Move-In Assistance Program (RMAP) describes help for eligible voucher households moving into a home inside Tampa city limits. Its current program page covers approved security deposits, but excludes first and last month’s rent for voucher households. A Tampa mailing address alone does not establish city eligibility.

Confirm the current rules: The city’s application portal describes broader benefits than the current program page. Call the Housing Information Line before budgeting for assistance or paying move-in costs. Ask which costs your voucher household can receive and when to apply.

Your application

How to apply through THA

Start from THA’s official application page. It links to the Bob.ai application portal and tells applicants to choose an open application. Check the program and bedroom choice before entering personal information.

  1. Read the dated program notice above and confirm the exact list you intend to join.
  2. Follow THA’s application link, register or sign in, and select the available program or property.
  3. Complete the requested information and submit; save the confirmation and program name.
  4. Update your contact information when it changes and respond to the agency’s requests before their deadlines.

VoucherMatch does not accept housing applications, hold a waiting list or charge to place you on an agency list. Send application documents only through the agency’s verified process.

Choose your next step with THA

Choose the section that matches your situation. Have your program name and any agency notice ready when you call.

Guidance review date: . Waiting-list status has its own check date above.

I already applied

Find your application confirmation and the exact program or property. Follow THA’s application page to the applicant portal, and ask Assisted Housing for help recovering access or reporting a contact change. Keep a dated copy of your update.

I have a THA case

THA directs existing households to Rent Café for case services. Use the registration details supplied by the agency and your current recertification instructions. Ask your housing specialist about reporting income or household changes and document deadlines.

I want to move my voucher

To bring a voucher to Tampa, ask your current agency to start the transfer, called portability. THA advises allowing enough voucher search time and planning for temporary housing. Check that the agencies have transferred your file and approved the move before committing to it.

I am renting to a voucher holder

Use THA’s new or returning landlord instructions. A posted rent or payment-standard comparison does not approve the unit: complete tenancy paperwork and allow agency rent, affordability and inspection checks before move-in.

Understand the local rent calculation

Use this explanation alongside the agency’s official schedules and your own case instructions.

Keep an application checklist

Use this to get ready, then follow the agency’s document requirements. Checkmarks stay on this page only and clear when you reload.

A short script for your follow-up call

“I applied for [program or property] on [date]. My confirmation number is [number]. How do I check my application, update my contact details and find out if you need anything else?”

If you already have a voucher, give its expiration date and ask what you need to do before then. Send identity documents only through the agency’s official process.

Rent and utilities

Look up THA’s ZIP payment standard

Use the adopted agency schedule alongside the utility allowance and voucher size on your paperwork. HUD Fair Market Rents shown later are separate benchmarks. THA’s eligibility page still links to a 2022 income summary; use the dated HUD income table below and ask THA which program limit applies.

48 ZIP codes · Studio to 5 bedrooms

THA’s payment-standard page lists an effective date of November 1, 2025. We checked its linked ZIP amounts on October 15, 2026. The individual ZIP pages do not repeat that date, so ask THA which schedule applies to your rental.

Enter the rental’s ZIP, not a P.O. box ZIP. This lookup excludes 11 postal-only ZIPs. Ask THA whether it serves the rental address, or if you need a ZIP or bedroom size missing here.

33607 · 2 bedrooms payment standard$2,430 / monthCheck this ZIP on THA’s website →

THA uses the smaller of the voucher and rental bedroom counts. For example, a two-bedroom voucher for a one-bedroom home uses the one-bedroom standard. Ask THA about any exception approved for your household.

Compare rent plus a utility allowance

Try an example: $2,250 rent plus an example utility allowance of $180. Replace these with the rent you are considering and THA’s allowance for the utilities you would pay. Use the agency allowance, not your utility bill.

$2,430 gross rent. This is equal to the payment standard shown above.

This shows how rent plus utilities compares with the standard. THA still needs to calculate your share, review the rent and approve the home. A result above or below the standard does not tell you whether the rental will qualify.

Application problems and extra help

Start with your program name and the notice or confirmation you received. Keep a copy of any request and the agency’s response.

No confirmation or trouble signing in

Find the original email and program name before creating another application. Ask Assisted Housing to confirm which portal holds your record and how to recover access. A login screen alone cannot confirm your list position.

A denial, removal or termination notice

Call the department on your notice promptly and ask how to request a review and when it is due. THA’s informal-hearing page covers termination of existing voucher assistance. An application denial may follow a different process.

A disability accommodation or access problem

Ask THA for help that addresses the specific barrier. Its published examples include accessible documents, a sign-language interpreter and assistance from a trusted adviser. Contact the agency before a deadline if you cannot use its online route.

Section 8 income limits in Hillsborough County (FY2026)

To qualify for a Housing Choice Voucher, a household's gross annual income generally has to be at or below the very low income limit for its size. In Hillsborough County that is $57,350 a year for a family of four, about $4,770 a month before taxes. HUD's area median family income here is $104,700.

Household sizeExtremely lowVery low (50%)Low (80%)
1 person$24,100$40,150$64,250
2 people$27,550$45,850$73,400
3 people$31,000$51,600$82,600
4 people$34,400$57,350$91,750
5 people$38,680$61,950$99,100
6 people$44,360$66,550$106,450
7 people$50,040$71,150$113,800
8 people$55,720$75,700$121,150

Which column applies to you. The middle column is the eligibility line for most applicants (24 CFR 982.201). The low income column only applies in special cases, such as families already receiving federal housing assistance. Federal rules generally require at least 75% of admissions from the waiting list each year to be extremely low income families. This does not predict selection or waiting time. For a family of four here, that threshold is $34,400 or less.

Income is counted before taxes and covers the whole household. The housing authority verifies it when your name is reached on the waiting list, so what counts is your income at that point. Being under the income limit is only one part of eligibility and does not guarantee admission.

Compare your household income with Section 8 limits and see how monthly income becomes an annual estimate.

HUD rent benchmarks in Hillsborough County

HUD rent benchmarks for FY2027, effective October 1, 2026. These are not adopted housing-authority payment standards or household subsidy amounts. The illustration shows 90% to 110% of FMR; ZIP-based schedules, approved exceptions and Moving to Work rules can differ.

BedroomsFMRIllustration: 90% to 110% of FMR
Efficiency (studio)$1,597$1,437 to $1,757
1-bedroom$1,648$1,483 to $1,813
2-bedroom$1,917$1,725 to $2,109
3-bedroom$2,448$2,203 to $2,693
4-bedroom$2,977$2,679 to $3,275

The two-bedroom HUD benchmark for Hillsborough County is $1,917. Multiplying by 90% and 110% gives $1,725 to $2,109, not an approval range. Gross rent includes the applicable allowance for tenant-paid utilities. Your agency must calculate assistance using its adopted standard, your household and the proposed unit.

More questions about THA

Does THA’s closed voucher list mean every housing option is closed?

No. Property applications and referral programs have their own rules. Check whether the specific property or program is accepting applications.

Can I apply for public housing through the voucher portal?

Contact Asset Management about the community you want. THA lists public housing separately from its voucher program, so ask which application to use.

Is a payment standard the rent THA will approve?

No. The adopted standard is one input. THA also considers applicable voucher and unit bedroom sizes, tenant-paid utilities, household circumstances, rent reasonableness and inspection requirements.

How do I transfer a voucher to Tampa?

Ask the authority that issued your voucher to begin portability. Confirm the receiving agency, paperwork and remaining search time before planning a move; applying to a new waiting list is a different process.
