What the 2026 CityFHEPS Caps Allow

The caps allow a Brownsville rent up to the citywide payment standard for the apartment's size, minus a utility allowance for each utility the lease leaves to you. The Department of Social Services (DSS) prints a single table for the five boroughs, so Brownsville has no figure of its own.

How to Approach a Landlord in Brownsville

Bring the current DSS sheet, because a rent set from last year's amounts is now too high. Every 2026 standard is lower than its 2025 figure, and the sheet handed out with many shopping letters (DSS-31) still prints 2025 amounts such as $3,811 for three bedrooms.

From a Brownsville viewing to move-in with CityFHEPS
  1. 1Show your shopping letterit is valid for 120 days, prints its expiration date and states the highest rent for your household.
  2. 2Check the rent against DSS-8rthe standard for the unit's size, less the allowance for the utilities you would pay.
  3. 3If the rent is overask whether the owner will offer the unit at the 2026 amount. That is the owner's decision, and you cannot cover the gap yourself.
  4. 4Preclearancethe unit is checked online for serious violations and for ownership. DSS emails the result in 3 to 5 days.
  5. 5Walkthroughscheduled only after preclearance passes. Every item on the checklist (DSS-10a) has to pass.
  6. 6Landlord packagethe owner completes DSS-8f for an apartment and signs a lease of at least one year. Your provider puts the packet together.
  7. 7Approval and checksHRA publishes no time for its review. The owner then receives the first months of rent by check and a security voucher.

What it means: preclearance is the only stage with a published time. Each form is explained in the CityFHEPS landlord package checklist.

Frequently Asked Questions

What is the CityFHEPS rent cap for a three-bedroom in Brownsville in 2026?

$3,753 a month with all utilities included, for a family of five or six. If you pay cooking gas and electric, the $221 allowance brings it to $3,532 (VoucherMatch's subtraction from DSS-8r).

Which subway lines serve Brownsville?

The 3 and the C. The 3 stops at Sutter Av-Rutland Rd, Saratoga Av, Rockaway Av and Junius St. The C stops at a different Rockaway Av, on Fulton Street, at all times except late nights.

Can I use CityFHEPS for a five-bedroom apartment?

Yes. DSS-8r lists five bedrooms at $4,689 with all utilities included, and the table continues to eight bedrooms. Your shopping letter states the size your household is approved for.

What happens if the listed rent is above the cap?

CityFHEPS will not approve that rent, and DSS says you cannot pay the difference. You can ask the owner to offer the unit at the standard. The owner is free to decline.

How does Brownsville compare to nearby neighborhoods for CityFHEPS inventory?

On maximum rent there is no difference. For what is listed, compare the live count on each neighborhood's page: VoucherMatch publishes no ranking.
