When the asking rent is above your family's maximum, HRA will not approve the lease, and a side payment above the lease rent is prohibited. The owner decides whether to offer the unit at a rent that fits; if not, move to the next listing.
An owner cannot file a FHEPS packet alone. A Homebase provider handles a family moving from the community, and a shelter housing specialist handles a family in shelter.
