How Much Does Section 8 Pay in Cleveland? (2026 Standards and Household Costs)

7 min readBy VoucherMatch Editorial Team

For application help, an existing case or a move, use the Cuyahoga Metropolitan Housing Authority (CMHA) guide. Cuyahoga CMHA is separate from Cincinnati CMHA. Its adopted ZIP lookup identifies FY 2026, effective January 1, even though the parent page retains a 2025 link label.

Local schedules and leasing instructions reviewed October 2, 2026.

Cuyahoga Metropolitan Housing Authority (CMHA) publishes payment standards by ZIP code in its official rent lookup. With the page showing an effective date of January 1, 2026, selected two-bedroom entries are $1,209 in 44105, $1,276 in 44102, $1,683 in 44118 and $2,169 in 44113. The family's actual assistance depends on income, utilities, unit size and the proposed rent.

Use this guide for the money calculation. The Cleveland Section 8 guide covers applications and agency routes; the Cleveland apartment guide covers evaluating units and following the leasing process.

CMHA's 2026 ZIP lookup: selected results

These values were checked by selecting each ZIP in CMHA's official payment-standard lookup on October 2, 2026:

Selected ZIPStudio1 bedroom2 bedrooms3 bedrooms4 bedrooms
44105$881$1,005$1,209$1,559$1,661
44102$926$1,062$1,276$1,638$1,751
44118$1,231$1,389$1,683$2,169$2,316
44113$1,582$1,796$2,169$2,791$2,983

Choose the ZIP explicitly in the tool and allow its results to update. The initial unselected display should not be treated as the amount for every Cleveland address.

These are selected CMHA standards, not a metro-wide minimum/maximum or a recommendation to live in one ZIP rather than another. They do not verify apartment availability. The agency's general rent page retains an older fiscal-year heading, while the embedded tool displays FY2026 and the January 1, 2026 date. Confirm the current schedule for your transaction rather than inferring a new amount from a heading or a HUD fiscal-year rollover.

A voucher administered by another authority needs that authority's determination. Cleveland's CMHA at cmha.net is separate from the Columbus agency at cmhanet.com and Cincinnati's agency.

Which bedroom amount applies?

Under the federal assistance rule, the household payment standard normally uses the lower of the voucher-size and actual-unit-size amounts. A two-bedroom voucher does not automatically receive the three-bedroom standard when the family finds a larger apartment.

Ask CMHA to confirm voucher size, actual bedrooms, occupancy suitability and any approved exception for the proposed address. A listing description alone does not decide those issues. CMHA's rent guidance notes that the bedroom size is confirmed during inspection.

Then collect contract rent, tenant-paid utilities and the household's agency-determined total tenant payment. Contract rent plus the utility allowance is gross rent. Assistance is calculated from the lower of that gross rent or the applicable standard, minus total tenant payment.

A local utility example without double-counting charges

CMHA's HCV utility chart effective January 1, 2026 distinguishes single-family homes, townhouses/duplexes, multi-unit apartments and manufactured homes.

For a two-bedroom multi-unit apartment, assume the tenant pays electric resistance heating, electric water heating, electric cooking and other electricity. The owner provides water/sewer, trash, range and refrigerator:

Selected utility entryMonthly allowance
Electric resistance heat, multi-unit apartment$36
Electric water heating$29
Electric cooking$11
Other electricity, multi-unit apartment$45
Total selected allowance$121

The chart says its electricity service charge is already included in the “other electricity” figure. Do not add that charge again. It also says that figure does not include air conditioning. Have CMHA confirm any applicable treatment for the actual unit rather than borrowing another city's cooling amount.

This example does not use the natural-gas rows or their charges. A heat pump, single-family home, separately metered water/sewer or tenant-provided appliance changes the entries. The agency confirms the applicable allowance; actual bills can differ from the estimate.

Three rent proposals for the same Cleveland household

Assume a two-bedroom voucher and apartment in ZIP 44118, a $1,683 applicable standard, $2,200 adjusted monthly income and a $660 total tenant payment determined by the agency. Use the $121 utility example above.

Contract rentGross rentCalculated assistanceFamily rent to ownerFamily share including allowance
$1,450$1,571$911$539$660
$1,650$1,771$1,023$627$748
$1,850$1,971$1,023$827$948

In the middle row, gross rent exceeds the standard by $88, so the family share is $660 + $88 = $748. Forty percent of the assumed adjusted income is $880. The last proposal produces a $948 share and fails the illustrated initial-affordability test.

Thirty percent of adjusted income is an assumption for total tenant payment in this example, not a calculation for every household. The agency applies the relevant income rules and deductions. The 40% initial-occupancy limit matters when gross rent exceeds the standard; it is not a permanent ceiling for every later change.

Affordability and rent reasonableness are separate reviews

CMHA compares the proposed unit with unassisted rentals using factors including location, amenities, size/type and utilities. Its calculator is an estimate for new contracts. A rent can be affordable for a household and still need adjustment after the comparable-rent review.

Ask for the reason when an offer is below the owner's request: household affordability and market comparability are different issues. Keep a written record of any revised rent or utility terms. An undisclosed payment to the owner is not a substitute for agency approval.

Keep application fees, deposits, moving costs and utility setup costs outside the monthly table. Those can affect whether the move is workable even if the rent calculation passes.

Cleveland's 2026 landlord steps can affect the timeline

CMHA's leasing instructions describe these practical checkpoints:

  • Owner training: Beginning January 1, 2026, landlords or agents who have not completed CMHA training in the preceding 24 months must attend orientation before a HAP contract can be executed.
  • Tenancy packet: The owner submits the RFTA supplied by the voucher holder using CMHA's stated submission routes.
  • Rent offer: CMHA reviews the proposal; an accepted rent offer advances to inspection scheduling.
  • Inspection and documents: After a passing inspection, the agency establishes the move-in date and provides HAP-contract instructions. The owner supplies the executed lease.

The page also describes local rental registration or compliance documentation for specified communities and direct verification of Cleveland rental registrations. Ask about missing owner training or property documents early; those are different from a family's eligibility review.

Follow the actual voucher expiration date and written extension instructions while the unit is being processed. Obtain the approved family portion and assistance-start date before treating the owner's available date as an approved move.

Frequently asked questions

Is the ZIP table a list of apartments accepting vouchers?

No. It is an agency calculation table. Use the Cleveland apartment guide to compare actual available units and contact owners about the current terms.

Can I use the same amount for every Cuyahoga County address?

No. Select the unit's ZIP in CMHA's tool, and confirm that CMHA will administer the tenancy. Other agencies have their own documents and review.

Do utilities reduce the check I pay to the owner?

The allowance enters the gross-rent and family-share calculation. Ask CMHA to show assistance, rent payable to the owner and the allowance separately; do not assume an actual utility bill is deducted dollar for dollar.

Does Cleveland Heights guidance apply throughout Cleveland?

They are separate municipalities. For a screening concern, record the actual jurisdiction, advertisement, criteria and reason given. The city program guide points to official agency routes; seek current local fair-housing help for the particular property.

Does a new HUD fiscal year immediately change my payment?

No. Ask which adopted schedule applies to your move or review and follow the written household determination. The amount in a HUD benchmark table is not an individual rent notice.
