The rent figure to use for a Paschall proposal

Take the Group 2 row for your voucher size. PHA sorts Philadelphia ZIP codes into five groups, and VoucherMatch's Philadelphia data puts Paschall and Elmwood in 19142, a Group 2 ZIP code.

What it means: the November 2025 file is the PHA payment standard for 2026 until PHA posts a replacement. The chart draws three groups; the table holds all five.

Source: PHA, Payment Standard Schedule by Neighborhood ZIP Code (PDF), effective November 1, 2025. It was the only tenant-based schedule on PHA's payment standards page on October 8, 2026.

PHA applies the row for the voucher, whatever the size of the house. Which ZIP codes sit in which group is set out in the Philadelphia payment standards guide.

The household's base payment is also PHA's own. Under its Moving to Work rent policy it is 28% of adjusted monthly income for one or two people, 27% for three to five and 26% for six or more, with a $50 floor; VASH and Mainstream vouchers use 30% (Administrative Plan, chapter 9).

ExampleVoucherMatch's arithmetic, with made-up income. A household of four holds a three-bedroom voucher and has $2,400 in adjusted monthly income. The base payment is $648 (27%). If rent plus utility allowance is $1,990 or less, the family pays $648. At $2,200 it pays $858, below the $960 cap (40%). At $2,350 the share would reach $1,008, above the cap, so PHA would not approve that rent.

The cap is federal (24 CFR 982.508), and so is the test that the rent be reasonable (24 CFR 982.507). Related reading: the utility allowance and two-bedroom figures in other cities.

Look at the address, the stairs and access, the utilities and the nearest trolley stop for each unit. The City Planning Commission places Paschall in its Lower Southwest District, whose plan was adopted on May 17, 2016. The plan's memoranda associate Census tracts 63, 64, 66 and part of 60 with Paschall, share tract 60 with Eastwick, and place the Free Library's Paschallville branch at South 70th Street and Woodland Avenue (Lower Southwest plan).

From a Paschall viewing to a signed lease

PHA fixes the sequence: owner request, inspection, rent decision, then lease. Its guide says signing usually comes about 30 days after the request.

Making an offer in Paschall with a PHA voucher
  1. 1Voucher checknote the bedroom size and expiration date. The initial term is 120 days, and PHA may add up to 60 on a written request made before the term ends.
  2. 2Arithmeticrent plus utility allowance against the Group 2 row; if it is higher, your share must stay within 40% of adjusted monthly income.
  3. 3Owner readinessPHA certifies owners first: its training class, an Owner Portal account and a current Philadelphia rental license.
  4. 4Request for Tenancy Approvalyou sign the tenant sections and the owner submits the form on the Owner Portal. From then until PHA's written answer, the voucher term is suspended.
  5. 5Inspectiongenerally scheduled within three business days of the request, per PHA's guide. An owner has 15 business days to fix failed items and request a re-inspection.
  6. 6Rent decisionthe rent has to be reasonable against the market and affordable under the 40% limit. PHA tries to negotiate one that is not.
  7. 7Initial Rent Letterdo not sign or pay a deposit before it arrives. The first lease runs two years.

What it means: if the owner rejects the rent PHA offers, the search continues on the same voucher, so keep a second address in view.

  • The Group 2 figure for that size and the address's ZIP code
  • Adjusted monthly income and household size, for the 40% test
  • Questions: which utilities does the tenant pay, and does the owner hold a current rental license?
  • A check of smoke detectors, paint, ceilings and running hot water, all named in PHA's guide

The City says an owner must give the tenant a Certificate of Rental Suitability before move-in (City of Philadelphia). See the inspection checklist.

Widen the search without copying a budget

Two neighbours keep the Group 2 figures and one moves to Group 3; in every case the address decides.

Application and move questions

Where is the PHA payment standard 2026 PDF?

On PHA's payment standards page, as "SAFMR Zip Code Rent Payment Standard Schedule November 2025". It took effect November 1, 2025 and was still current on October 8, 2026. The link is under the table above.

Does moving to a neighboring Southwest Philadelphia area always change my standard?

No. Kingsessing (19143) and Elmwood (19142) are in Group 2 with Paschall, so the figures stay the same. Eastwick's 19153 is in Group 3. PHA applies the group of the unit's ZIP code.

Does a three-bedroom house get the three-bedroom amount?

Only with a three-bedroom voucher. PHA uses the voucher size for the payment standard, and the lower of the voucher size or the unit size for the utility allowance (PHA utility allowance page).

Can an owner in Paschall say no to Section 8?

Source of income, including rental assistance, is a protected category under Philadelphia's Fair Practices Ordinance. The Philadelphia Commission on Human Relations takes housing complaints at (215) 686-4670 (City of Philadelphia). Screening on other lawful grounds is still allowed.

Can I apply to PHA for a voucher now?

Not now. PHA's FAQ lists its Housing Choice Voucher wait list as closed. The Philadelphia Section 8 guide describes the agency, and open waiting lists tracks other lists.

Next step: find your voucher size in the Group 2 column, then go through the Paschall listings and ask each owner for the address and the utilities included. PHA's customer line is 215-684-4300.
