Check the October 16 property-list closures

HACP’s October 2 notice sets a 3 p.m. Eastern closure on October 16 for six named PBV lists and Christopher Smith Terrace. The Reed closure concerns one-bedroom units. Read the exact names in the notice; older property links on the general application page do not override this deadline.

Confirm the current rules: The general application page still lists some affected properties and an older submission address. Call Occupancy to confirm the current route; no availability is inferred from those older links.

How to apply through HACP

Start with the exact dated property notice and the current application instructions. HACP’s October 16 closure affects only the named lists. The HCV list is separately closed. The general application page contains older property links and a Ross Street address; confirm the current submission route with Occupancy.

  1. Read the dated notice for the exact property or program. The HCV list is separately closed.
  2. Check the October 2 notice for the named property lists and their October 16, 2026, 3 p.m. Eastern closure.
  3. Call Occupancy at (412) 456-5030 to confirm the current submission route before relying on older property links or the Ross Street address.
  4. If the exact list is accepting applications, follow its current instructions and save proof of submission. For an existing record, use the portal/status help below.

VoucherMatch does not accept housing applications, hold a waiting list or charge to place you on an agency list. Send application documents only through the agency’s verified process.

Choose your next step with Housing Authority of the City of Pittsburgh (HACP)

HACP is the Housing Authority of the City of Pittsburgh. Allegheny County Housing Authority is separate. The Pittsburgh metro area and county HUD rent benchmarks cover a broader geography than a city housing-authority case; confirm the issuer and address before a move.

Guidance review date: . Waiting-list status has its own check date above.

Check an existing application

Use the HACP Applicant Portal or automated (412) 520-3848 line. The portal supports status and address/phone changes, but HACP says it does not support adding household members, changing incomes or changing LIPH site selections. Contact Occupancy for those tasks.

Manage an existing voucher

Use HACP’s HCV tenant page for change reports, recertification and moving papers. Its documents also include NSPIRE inspection guidance and the Request for Tenancy Approval packet. Send each form through the route specified by HACP and keep your submission record.

Move between agencies

Start with the agency that issued the voucher and HACP’s HCV team. Use the current moving papers and confirm whether the requested address is handled by HACP or the county authority. Track portability approval, packet receipt and voucher expiration before committing to a lease.

Prepare a rental for agency review

HACP’s Landlord Resources and HCV tenant pages separate the RFTA packet, inspection checklist, lease and HAP documents. Confirm which adopted payment-standard tier and utility allowance apply, then obtain the agency’s tenancy approval.

Understand the local rent calculation

Use this explanation alongside the agency’s official schedules and your own case instructions.

Keep an application checklist

Use this to get ready, then follow the agency’s document requirements. Checkmarks stay on this page only and clear when you reload.

A short script for your follow-up call

“I applied for [program or property] on [date]. My confirmation number is [number]. How do I check my application, update my contact details and find out if you need anything else?”

If you already have a voucher, give its expiration date and ask what you need to do before then. Send identity documents only through the agency’s official process.

Rent and utilities

Which rent documents apply to your HACP case?

HACP’s tenant page links 2026 Tiered Payment Standards, Reasonable Accommodation Payment Standards and utility allowances effective January 1, 2026. The accommodation schedule has a later March revision. A proposed FY2027 chart under public comment is not an adopted current schedule.

This is a document-selection aid, not a rent quote or subsidy calculation. The administering agency must approve the requested rent, utilities and household contribution.

Before committing to a rental

  1. Confirm the administering agency

Start with the agency that issued the voucher and HACP’s HCV team. Use the current moving papers and confirm whether the requested address is handled by HACP or the county authority. Track portability approval, packet receipt and voucher expiration before committing to a lease.

  2. Check the unit and costs

Provide the full address, unit and voucher sizes, asking rent and tenant-paid utilities. Ask for the adopted schedule and household calculation that apply.

  3. Obtain tenancy approval

HACP’s Landlord Resources and HCV tenant pages separate the RFTA packet, inspection checklist, lease and HAP documents. Confirm which adopted payment-standard tier and utility allowance apply, then obtain the agency’s tenancy approval.

Application problems and extra help

Start with your program name and the notice or confirmation you received. Keep a copy of any request and the agency’s response.

A missing application or account problem

Use the HACP Applicant Portal or automated (412) 520-3848 line. The portal supports status and address/phone changes, but HACP says it does not support adding household members, changing incomes or changing LIPH site selections. Contact Occupancy for those tasks.

A voucher deadline or transfer

Start with the agency that issued the voucher and HACP’s HCV team. Use the current moving papers and confirm whether the requested address is handled by HACP or the county authority. Track portability approval, packet receipt and voucher expiration before committing to a lease.

A denial or proposed loss of assistance

Read the agency notice promptly and keep the envelope or delivery date. Ask the named department which review or hearing process applies and when the request is due. Save proof of your response; do not assume that a general portal message meets the notice’s requirements.

Application access and case help

HACP lists a Disability Compliance Office at (412) 456-5282 and TTY at (412) 201-5384. Occupancy can help identify the application or review process. Read a denial or proposed termination notice promptly and follow its request deadline.

Section 8 income limits in Allegheny County (FY2026)

To qualify for a Housing Choice Voucher, a household's gross annual income generally has to be at or below the very low income limit for its size. In Allegheny County that is $55,200 a year for a family of four, about $4,600 a month before taxes. HUD's area median family income here is $110,400.

Household sizeExtremely lowVery low (50%)Low (80%)
1 person$23,200$38,650$61,850
2 people$26,500$44,200$70,650
3 people$29,800$49,700$79,500
4 people$33,100$55,200$88,300
5 people$38,680$59,650$95,400
6 people$44,360$64,050$102,450
7 people$50,040$68,450$109,500
8 people$55,720$72,900$116,600

Which column applies to you. The middle column is the eligibility line for most applicants (24 CFR 982.201). The low income column only applies in special cases, such as families already receiving federal housing assistance. Federal rules generally require at least 75% of admissions from the waiting list each year to be extremely low income families. This does not predict selection or waiting time. For a family of four here, that threshold is $33,100 or less.

Income is counted before taxes and covers the whole household. The housing authority verifies it when your name is reached on the waiting list, so what counts is your income at that point. Being under the income limit is only one part of eligibility and does not guarantee admission.

Compare your household income with Section 8 limits and see how monthly income becomes an annual estimate.

HUD rent benchmarks in Allegheny County

HUD rent benchmarks for FY2027, effective October 1, 2026. These are not adopted housing-authority payment standards or household subsidy amounts. The illustration shows 90% to 110% of FMR; ZIP-based schedules, approved exceptions and Moving to Work rules can differ.

BedroomsFMRIllustration: 90% to 110% of FMR
Efficiency (studio)$1,075$968 to $1,183
1-bedroom$1,146$1,031 to $1,261
2-bedroom$1,389$1,250 to $1,528
3-bedroom$1,773$1,596 to $1,950
4-bedroom$1,925$1,733 to $2,118

The two-bedroom HUD benchmark for Allegheny County is $1,389. Multiplying by 90% and 110% gives $1,250 to $1,528, not an approval range. Gross rent includes the applicable allowance for tenant-paid utilities. Your agency must calculate assistance using its adopted standard, your household and the proposed unit.

More questions about HACP

Is HACP the same as Allegheny County Housing Authority?

No. HACP is the Pittsburgh city authority. Use the administrator on your voucher and confirm who handles the proposed address before selecting a portal or payment schedule.

Can I change my household through the HACP applicant portal?

HACP says the portal allows status checks and address or phone updates, but not changes to household members, income or LIPH site selections. Contact Occupancy for those changes.

Are the proposed 2027 HACP standards the amounts I can use now?

A proposal is not an adopted schedule. HACP’s tenant page links its 2026 documents; ask the HCV team which adopted edition, tier, accommodation and utility allowance apply to your case.
