How Much Does Section 8 Pay in Pittsburgh? (2026 HACP Tiers and Household Costs)

HACP's regular two-bedroom voucher payment standards run from $1,587 to $2,309 in its schedule effective January 1, 2026. The applicable amount depends on the apartment's address and census-tract tier. It is an input to your subsidy calculation, not a check for that amount or automatic approval of the landlord's asking rent.
Start with the agency named on your voucher. The Housing Authority of the City of Pittsburgh (HACP) and Allegheny County Housing Authority (ACHA) are separate administrators. The HACP figures below should not be applied to an ACHA voucher without confirmation from that agency.
HACP's 2026 payment standards by tier
The HACP regular/tiered schedule lists these monthly amounts:

The PDF also includes five- and six-bedroom columns. Its instructions direct you to HACP's address-search map to find the census tract and payment tier. Use the exact property address; a ZIP-wide HUD figure does not identify an HACP tier. The map's displayed dollar amounts assume the landlord pays all utilities, so tenant-paid services still need a separate calculation.
HACP links the map, its utility schedule and separate reasonable-accommodation standards from its landlord resources. Ask which schedule applies to your voucher and proposed lease date before making a commitment.
Utilities can change which apartment fits
Gross rent means the rent charged by the owner plus the agency's allowance for tenant-paid utilities. An allowance is a calculation amount; your actual bill can be higher or lower.
For example, page 1 of HACP's January 2026 utility schedule covers a standard low-rise apartment with four stories or fewer. In the two-bedroom column, electric cooking is $13, other electric is $59 and air conditioning is $12. If those are the only applicable tenant-paid items, they total $84. This example assumes the owner pays heating, water heating, water and sewer and supplies the appliances. A different building, fuel or lease arrangement changes the worksheet.
Compare two listings by writing down who pays each service, rather than comparing advertised rent alone. Ask the owner for that information before sending a tenancy request.
A worked household calculation
This illustration assumes a two-bedroom voucher and unit, the Tier 4 standard of $1,876, an agency-calculated total tenant payment of $600, and the $84 allowance above. It uses the standard federal HCV calculation: assistance is the smaller of gross rent or the applicable payment standard, minus total tenant payment. HACP must confirm the calculation and any program-specific rules for your household. 24 CFR 982.505

The final column includes the utility allowance, not the actual utility bill. It shows why a higher asking rent can increase your share even when the voucher standard stays the same.
For standard tenant-based HCV initial occupancy, when gross rent exceeds the payment standard, the family share cannot exceed 40% of adjusted monthly income. At an assumed $2,000 adjusted monthly income, that threshold is $800, so the final row fails that test. Passing it would still leave rent reasonableness, inspection and agency approval to complete. 24 CFR 982.508
From a promising address to a tenancy request
- Confirm the administering agency and the bedroom size on your voucher.
- Use the address map and confirm the applicable HACP tier and effective date.
- Ask the owner for rent, utilities, appliance responsibilities and the proposed move-in date.
- Have HACP calculate the household share and review the proposed rent.
- Complete the current Request for Tenancy Approval packet and follow inspection and leasing instructions.
HACP's HCV participant page provides the current RFTA route, forms and inspection resources. Keep a copy of what you submit and the date sent. The agency's approval process determines whether that apartment can be leased with assistance.
Common Pittsburgh voucher questions
Is the payment standard the amount HACP pays my landlord? No. Your total tenant payment and the unit's gross rent enter the calculation. The worked example separates the standard, assistance, rent to the owner and utilities.
Does a HUD rent update automatically change my voucher? A HUD benchmark and an agency's adopted schedule are different documents. Confirm the schedule and effective date for your move or reexamination; do not substitute a new HUD table yourself.
Can I use the highest tier anywhere in Pittsburgh? No. The address determines the regular tier. A reasonable-accommodation request follows a separate process and requires agency review.
