Check before you pay
Applying for housing assistance or joining an agency waitlist is free. An agency will not ask you to pay by app, wire or gift card to get a spot. Use HUD’s contact page to find your housing agency, then call to check an offer.
Do not pay to view a home or hold a waitlist spot. Before sending rent or a deposit, confirm the home and the person’s right to rent it. See FTC advice on checking a rental.

Rental terms used on this page
- Housing Choice Voucher (Section 8)
- Rental help run by a housing authority. You find a home, and the agency checks the unit, rent and your household before it approves payment.
- Payment standard
- An amount the agency uses to work out housing assistance for a unit size and area. It does not mean that any home at that rent will be approved.
- FMR and SAFMR
- HUD rent estimates for an area (Fair Market Rent) or ZIP code (Small Area Fair Market Rent). They include rent and most tenant-paid utilities. Your agency may use a different payment standard.
- Utility allowance
- The agency’s estimate of the cost of utilities you must pay. It is not a promise to pay your actual bills.
- Gross rent and tenant share
- Gross rent combines the lease rent and the agency’s utility allowance. Your tenant share is the part you must pay after the agency works out your help.
- Portability
- Moving with a voucher to an area served by another housing agency. Ask your current worker what to do before you move.
- Request for tenancy approval
- The unit and owner paperwork your agency needs to start its rent and housing-quality review. Ask the agency for its form and deadline.

Planning a voucher search in East Downtown (EaDo)
For East Downtown (EaDo), ask whether an advertisement describes the residential unit you can lease or a broader building and entertainment-area location. Confirm the lease length, offered living space and recurring charges. Keep Downtown Houston and East End/Magnolia Park as distinct comparisons based on actual addresses.
Consider Flores Library as an East End resource
Houston Public Library lists Flores Neighborhood Library at 110 North Milby Street and provides a mobile-print link. It is a wider East End resource to consider during an EaDo search. Check the actual trip and service arrangements; do not assume every East Downtown listing is next to it.
Houston Public Library Flores locationConfirm who completes the owner’s tenancy paperwork
Housing Alliance Houston publishes a landlord resource page. If it is the agency involved in your move, direct the owner to its current instructions and ask who will complete the required documents. Identify the specific residential unit, rent and lease term rather than relying on a building-level advertisement.

- Does an EaDo loft or furnished advertisement establish an eligible lease?
- Ask for the residential lease, offered space, lease duration and complete charges. Have your worker review that arrangement instead of assuming the advertisement’s label establishes eligibility.
- Are EaDo and Downtown Houston combined on this page?
- They are separate existing searches. Review the exact addresses and the Houston parent search, since an owner may use a broad Downtown or East End description.
