4 bedroom Section 8 apartments in Downtown West, St. Louis
The HUD rent benchmark is $1,880/mo for a 4 bedroom unit in ZIP 63103 — Small-Area FMR. This is not a guaranteed rent approval; confirm the applicable household calculation and utility allowance with the administering agency.
State law limits local voucher protections
Missouri §441.043, effective August 28, 2025, bars cities and counties from requiring private landlords to accept housing assistance, so the City of St. Louis can no longer enforce its ordinance. A city may still protect tenants who receive veterans' benefits, and tax-credit buildings carry their own rule against refusing a voucher holder. Illinois-side properties fall under Illinois law, which protects voucher holders statewide.
