NYC Landlord Incentives for Voucher Tenants: 2026 Payments

Quick answerIn New York City, as of October 8, 2026, no agency lists a cash signing bonus for renting to a voucher tenant. On a new CityFHEPS lease, HRA's forms offer the first month's rent plus three months of supplement up front, a security voucher, and two items that "may also be available": a unit hold of one month's rent and a broker's fee of up to 15% of annual rent. NYCHA and HPD publish no bonus for regular Section 8.

Every Landlord Incentive in NYC, by Program
Eleven payments appear in current agency documents, nine of them HRA's. Each is listed with its form and the date printed on the document.

Watch outHRA's landlord page says incentives "will not be available" for a unit whose previous tenant had a City subsidy, unless the landlord shows good cause for not renewing that tenant.
CityFHEPS
CityFHEPS carries the largest package. HRA's landlord and broker FAQ (DSS-8j), dated January 28, 2026, separates what a landlord "will receive" from what "may also be available."

The three months up front are an advance. HRA's leasing FAQ (DSS-7y) says the next rental assistance payment arrives four months after the lease date, and the advance excludes the tenant's contribution and any shelter allowance. The forms are in the CityFHEPS landlord package guide.
The security voucher and the $3,000 fund
Neither is paid at move-in; both are claims filed later.
- Security voucher (W-147N, 05/07/2025): HRA "will pay up to the equivalent of one month's rent" for verified unpaid rent or damage. The claim is due within three months after the tenant leaves.
- Special Supplemental Assistance Fund (DSS-14n, 05/15/2026): "up to a total of $3,000 for the total time of the covered household's tenancy, including renewals." It is a "fund of last resort".
- How to claim the fund: form DSS-14 with proof of ownership and unpaid-rent records or the damage certification (DSS-14b), emailed to ROSEservices@hra.nyc.gov up to 90 calendar days after the tenant leaves.
- Limits: the fund "does not apply to FHEPS or SOTA tenants and does not cover legal fees."
The broker's fee
HRA's forms still print a fee of up to 15% of the annual rent for a licensed broker who is not the owner, "for as long as funding remains available" (HRA-121). HRA's Home Support Unit page says "either half of one month's rent or 15% of annual rent."

Worked example: up-front money on a two-bedroom at $2,997
On a new two-bedroom lease at the 2026 maximum, an owner who chooses the three-month option receives $10,638 at lease-up in this example, or $13,635 with an approved unit hold. The payment standards guide has every size.

What it means: only the unit hold is money beyond the lease rent. The $7,641 is rent for months two to four, paid early.

Unit Hold: Published Materials and the Proposed Change
HRA's forms still describe the unit hold, the rule to end it has been "Proposed" since 2025, and VoucherMatch could not confirm that HRA pays it today.

How to request the unit hold on HRA-145
- 1Confirm the case fitsapartments rented to CityFHEPS and HOME TBRA clients, and to FHEPS, SOTA and VASH households leaving shelter.

FHEPS
State FHEPS pays the same rent up front on a move, arrears on a stay, and a broker's fee only on shelter exits. The FHEPS landlord fact sheet (HRA-146q) is dated August 20, 2025.
- FHEPS to Move: "the first month's rent in full plus the next three months' rent supplement up front, as well as a security voucher."
- Shelter exits only: "An enhanced broker fee of up to 15% of the annual rent," if the family is leaving HRA or DHS shelter, "for as long as funding remains available."
- FHEPS to Stay: "up to $20,000 to cover the accrued rent arrears," more case by case.
- Unit hold: HRA-145 names "FHEPS clients moving out of a DSS shelter."
- No $3,000 fund: DSS-14n excludes FHEPS tenants.
HRA's landlord page lists the 15% fee for FHEPS without the shelter condition; the dated fact sheet states it. The forms are in the FHEPS landlord packet guide.
SOTA
Special One-Time Assistance pays one year of rent monthly and carries a security voucher, with no rent paid up front. HRA's landlord page lists "One year of rental assistance, paid on a monthly basis," a "Security deposit voucher" and a "Broker's fee equal to up to 15% of annual income." The word "income" is HRA's; its forms say annual rent.
The Home Support Unit page adds that "SOTA leases are not eligible for up-front payments." The landlord agreement is in the SOTA guide for landlords.
HASA
HRA publishes no landlord incentive, broker fee amount, security voucher rule or up-front rent for HASA. The HASA FAQ (SPSVC-18, 06/12/2026) says only that HASA "will pay rent directly to the landlord".

Section 8: NYCHA and HPD
Neither agency publishes a signing bonus, hold fee or broker's fee for a regular Section 8 lease.

What it means: the advantages are non-cash. HPD's owner FAQ still carries 2021 payment standards.

HPD pilots that name an owner payment
Two HPD documents mention owner payments; neither was confirmed as paying today.
- Housing Choice Mobility Pilot: an undated guide describing 2018 offers an "Owner incentive payment equal to one-month's rent" for "a limited number" of leases.
- Community Choice Demonstration: HPD's Administrative Plan (April 2025) says support "can include" owner bonuses and brokers' fees. No amount is stated.
Emergency Housing Vouchers
The EHV incentives are still printed, and the program is closing. NYCHA's May 2026 plan lists a broker's fee of up to 15%, a security voucher and a "Hold fee equivalent to one month's contract rent" for new EHV rentals, and says the program "will terminate in late 2026."

Homeless Veterans
HRA's landlord page lists veteran incentives as "currently available," and most are paid to brokers and supportive housing providers, not private owners.
- Brokers: "15% Broker Bonus (15% of the annual rent)" for placing homeless veterans with HUD-VASH, HPD Section 8 or MRT vouchers.
- Supportive housing providers: a "$1,000 Bonus" and a "$2,000 Bonus" for each community unit rented to a veteran.
- Landlords: access to a fund "of up to $3,000 per year" for damage and arrears.
Watch outThe City's HUD-VASH landlord fact sheet advertises $1,000 per apartment and $500 per room. It is undated, with a rent table that tops out at $2,241. VoucherMatch could not confirm those payments are still made.
No request form is posted. The tenant side is in the HUD-VASH guide.
Repair Money and Other Supports Tied to Vouchers
One HPD pilot pays for repairs in exchange for a CityFHEPS lease.
- Unlocking Doors (HPD): "up to $50,000 for qualifying repairs" on a rent-stabilized unit registered vacant in 2023 and 2024, with a legal rent below $1,200 (up to one bedroom), $1,300 (two) or $1,400 (three or more). Payment follows an HPD inspection and a two-year lease offer to a CityFHEPS holder. The pilot funds up to 200 units (HPD); the page does not say how many remain.
- Section 610: HRA's landlord page says this Private Housing Finance Law section lets owners of affordable housing with rental assistance "collect the full rental subsidy amount, even if it is above the legal rent," once the supervising agency approves.
- Tax benefits: no city or state tax benefit tied to renting to a voucher holder was found on the HRA, NYCHA or HPD owner pages read.
What Is No Longer Offered
Four items on older flyers are closed, expired or missing from current documents.

How to Use This With Landlords
Quote only what a dated form states.
- Name the program and whether the household is leaving shelter
- Say "may be available" for the unit hold and the broker's fee, as DSS-8j does
- Explain that three months up front is early rent
- Ask whether the last tenant in the unit had a City subsidy
- State the rules that come with the money: no side payments, accept the security voucher, notify HRA within 5 business days of a move-out or court case (DSS-8j, page 4)
- Confirm the offer with the housing specialist or at 718-557-1399
Caseworkers can use VoucherMatch for organizations and the caseworker resource library. An owner with a vacant unit can list the property.
Frequently Asked Questions
Is the CityFHEPS unit hold incentive still paid in 2026?
HRA's January 2026 FAQ says it "may also be available," and the rule to end it still read "Proposed" on October 8, 2026. VoucherMatch could not confirm whether checks are being issued.
Does FHEPS pay a broker fee?
Only when the family is leaving HRA or DHS shelter, according to HRA-146q (08/20/2025), and only while funding remains available.
Where does a landlord send a Special Supplemental Assistance Fund claim?
To ROSEservices@hra.nyc.gov, on form DSS-14, according to the fact sheet dated May 15, 2026. The fund covers CityFHEPS tenancies only.
Is there still a signing bonus for renting to someone leaving shelter?
None appears in HRA's current pages or forms. The two-month zip code bonus expired June 30, 2024, and the $3,500 lease-signing bonus survives only on an old flyer.
Can a landlord ask the tenant for a cash security deposit on top of the voucher?
Not on a CityFHEPS lease: DSS-8j says landlords may not request additional security. On a NYCHA Section 8 lease the owner may collect a deposit, no higher than from other tenants.
Does Section 8 pay a landlord bonus in NYC?
No bonus is published by NYCHA or HPD for regular vouchers.
