How San Francisco housing lotteries work
- You apply online through DAHLIA, the City's housing portal, one application per household. Listings close at 5 p.m. Pacific on the deadline.
- After the deadline a computer ranks every application at random, then moves preference holders up: Certificate of Preference, displaced tenants, neighborhood residents, then people who live or work in San Francisco.
- The building's leasing agent contacts applicants in rank order. The City's guide says that can come 3 weeks to a year after the lottery, and that you have 5 days to respond.

Using a Section 8 voucher in a lottery building
DAHLIA says "Section 8 housing vouchers and other valid rental assistance programs can be used" for its rental listings, and that with a subsidy "the required minimum income will be based on the portion of the rent that the tenant pays." A building's own selection criteria can go further and waive the minimum for voucher holders. The San Francisco Housing Authority uses one payment standard for the whole city, and each report compares the building's rents with it.
