State law limits local voucher protections
Texas limits local voucher-protection ordinances, but that does not let every property refuse vouchers. TDHCA-funded or administered multifamily housing, including housing-tax-credit properties, cannot exclude applicants because they use Housing Choice Vouchers. Other program or contract requirements may also apply; ordinary screening and agency approval still matter.

Check before you pay
Applying for housing assistance or joining an agency waitlist is free. An agency will not ask you to pay by app, wire or gift card to get a spot. Use HUD’s contact page to find your housing agency, then call to check an offer.
Do not pay to view a home or hold a waitlist spot. Before sending rent or a deposit, confirm the home and the person’s right to rent it. See FTC advice on checking a rental.

Rental terms used on this page
- Housing Choice Voucher (Section 8)
- Rental help run by a housing authority. You find a home, and the agency checks the unit, rent and your household before it approves payment.
- Payment standard
- An amount the agency uses to work out housing assistance for a unit size and area. It does not mean that any home at that rent will be approved.
- FMR and SAFMR
- HUD rent estimates for an area (Fair Market Rent) or ZIP code (Small Area Fair Market Rent). They include rent and most tenant-paid utilities. Your agency may use a different payment standard.
- Utility allowance
- The agency’s estimate of the cost of utilities you must pay. It is not a promise to pay your actual bills.
- Gross rent and tenant share
- Gross rent combines the lease rent and the agency’s utility allowance. Your tenant share is the part you must pay after the agency works out your help.
- Portability
- Moving with a voucher to an area served by another housing agency. Ask your current worker what to do before you move.
- Request for tenancy approval
- The unit and owner paperwork your agency needs to start its rent and housing-quality review. Ask the agency for its form and deadline.

Planning a voucher search in Downtown Dallas
For a Downtown Dallas apartment, compare the resident entrance, elevator access and required parking or service charges before judging the advertised rent. Check your actual transit stop as well: a familiar station name on an older listing can describe a location where passengers can no longer board.
Use the correct Central Library entrance
J. Erik Jonsson Central Library is at 1515 Young Street. Its parking garage entrance is on Wood Street, with 1541 Wood Street supplied for navigation. Library parking is limited to library and Vital Statistics customers; it is not apartment parking.
Dallas Public Library: Central Library entrances and servicesPlan around the Convention Center station closure
DART closed Convention Center Station to pedestrian and bus traffic in January 2026 during convention-center reconstruction. Trains pass through without boarding. Check the current notice for nearby stops and the supplemental GoLink connector before planning a showing or regular trip.
DART: Convention Center station closure and alternativesQuestions about your Downtown Dallas search
- Can I rely on a listing that advertises Convention Center rail access?
- Check the current station notice and map a usable boarding point from the resident door. Passing trains do not mean the closed station is available to passengers.
- What should I ask about a high-rise unit before applying?
- Confirm the actual floor, elevator arrangements, entrance, required monthly charges and parking terms. Give DHA the offered unit and utility responsibilities, not a building-wide starting price.
