How applying works in Dallas
- There is no lottery and no city portal for privately owned income-restricted apartments. You apply at each building's leasing office, which checks your income against the limit for the apartment.
- The state housing agency says it "does not accept applications from individuals". Its rules for tax-credit buildings require a written waitlist policy and limit the application fee to the screening company's actual cost plus up to $5.50.
- DHA's own apartments work differently: you file a pre-application online at any time, and DHA says it "will run a lottery to randomly select applicants from the waiting list."

Using a voucher in a Dallas income-restricted building
Texas does not let cities bar landlords from refusing vouchers, so an ordinary Dallas landlord may say no. Income-restricted buildings are different. State law prohibits a tax-credit development from "excluding an individual or family from admission to the development because the individual or family participates in the housing choice voucher program", and limits any income test to 2.5 times the household's own share of the rent. Buildings with a City subsidy carry a similar condition in their agreements. DHA sets its payment standards by ZIP code, so what a voucher covers changes from one building to the next.

For Housing Choice Vouchers, a payment standard helps calculate assistance; it is not a rent limit or a promise of approval. Your agency considers rent, tenant-paid utilities and your household’s share, and must approve the tenancy. HUD’s voucher tenant guidance (checked October 17, 2026).

Questions about new affordable housing in Dallas
- Is there a housing lottery for affordable apartments in Dallas?
- Not for privately owned buildings. Each building's leasing office takes applications for its income-restricted apartments. DHA, the housing authority, does select applicants for its own apartments by lottery.
- How much can you earn and still qualify?
- It depends on the apartment's income level. Under the state's 2026 table for Dallas County, the limit at 60% of area median income is $50,880 for one person and $72,660 for four. At 80% it is $67,840 and $96,880.
- What is the most an income-restricted apartment can cost in Dallas?
- For tax-credit apartments in 2026, rent plus tenant-paid utilities is capped at $1,362 for a one-bedroom at 60% of area median income and $1,817 at 80%. For two bedrooms the caps are $1,635 and $2,180.
- Can a Dallas income-restricted building refuse my Section 8 voucher?
- A tax-credit building cannot: state law bars it from excluding a household for having a Housing Choice Voucher. DHA must separately approve the proposed rent and tenancy, taking account of utilities and your share of the rent as well as the applicable payment standard.
- Do the buildings publish their income-restricted rents?
- Often not. Each guide says whether the building has published them and, when it has not, gives the rent caps for its income levels and the market rents it advertises.
