Bed-Stuy Housing Lottery: 65 Apartments From $1,819 a Month at 1832 Fulton Street

Quick answerAs of October 5, 2026, NYC Housing Connect is taking applications for 65 income-restricted apartments at 1832 Fulton Street in Bedford-Stuyvesant, Brooklyn. Rents run from $1,819 for a studio to $2,699 for a one-bedroom, and the lowest qualifying income is $68,126 a year. The deadline is October 23, 2026. If you hold a voucher, that minimum income does not apply to you, and every one of the 65 rents is under the 2026 CityFHEPS maximum before utilities are counted.

Rents and the Income Each Apartment Requires
There are 22 apartments at 70% of the area median income, 30 at 80% and 13 at 130%, and all but one are studios or one-bedrooms.
| Apartments | Rent | People | Yearly income |
|---|---|---|---|
| 4 studios, 70% AMI | $1,819 | 1 to 2 | $68,126 to $94,990 |
| 18 one-bedrooms, 70% AMI | $1,936 | 1 to 3 | $72,960 to $106,890 |
| 6 studios, 80% AMI | $2,103 | 1 to 2 | $77,863 to $108,560 |
| 23 one-bedrooms, 80% AMI | $2,240 | 1 to 3 | $83,383 to $122,160 |
| 1 two-bedroom, 80% AMI | $2,662 | 2 to 5 | $100,115 to $146,560 |
| 3 studios, 130% AMI | $2,599 | 1 to 2 | $94,869 to $176,410 |
| 10 one-bedrooms, 130% AMI | $2,699 | 1 to 3 | $99,120 to $198,510 |
What it means: without a voucher, a household needs at least $68,126 a year to qualify for anything in this building.
Source: Housing Connect advertisement for lottery 7643, read October 4, 2026. The top of each range is for the largest household allowed; a smaller household has a lower maximum.
| Household size | 70% AMI maximum | 80% AMI maximum | 130% AMI maximum |
|---|---|---|---|
| 1 person | $83,160 | $95,040 | $154,440 |
| 2 people | $94,990 | $108,560 | $176,410 |
| 3 people | $106,890 | $122,160 | $198,510 |
| 4 people | not offered | $135,680 | not offered |
| 5 people | not offered | $146,560 | not offered |
What it means: your yearly household income before taxes has to be at or under the number for your household size. Households of four or five can only apply for the single two-bedroom.

Watch outonly one of the 65 apartments has two bedrooms. A family that needs two bedrooms is competing for a single apartment here.
Tenants pay for electricity, which runs the stove and the heat. Hot water is included in the rent. The advertisement lists no application fee or deposit to apply.
Can You Use a Voucher Here?
Yes: HPD says vouchers are accepted in Housing Connect apartments and that the minimum income does not apply to voucher holders.
The Housing Connect FAQ puts it this way: "Minimum income requirements do not apply if you have a voucher or a rental subsidy. However, rent should be within maximum limits allowed by your voucher or rental assistance program." In this building that matters more than usual, because the lowest minimum is $68,126.

| Apartment | Rent at 1832 Fulton Street | CityFHEPS maximum |
|---|---|---|
| Studio, 70% AMI | $1,819 | $2,604 |
| 1 bedroom, 70% AMI | $1,936 | $2,734 |
| Studio, 80% AMI | $2,103 | $2,604 |
| 1 bedroom, 80% AMI | $2,240 | $2,734 |
| 2 bedrooms, 80% AMI | $2,662 | $2,997 |
| Studio, 130% AMI | $2,599 | $2,604 |
| 1 bedroom, 130% AMI | $2,699 | $2,734 |
What it means: the 70% and 80% apartments are $335 to $798 under the maximum. The 130% apartments are only $5 and $35 under it.
Source: rents from the Housing Connect advertisement; maximums from DSS-8r, effective April 1, 2026, all utilities included. NYCHA's 2026 Section 8 standards for new rentals are the same three figures.
Watch outthe maximums above assume the rent covers all utilities. Here you pay for electric heat and cooking, so your program subtracts a utility allowance from its maximum. The 130% studio at $2,599 and one-bedroom at $2,699 have almost no room for that. Ask your caseworker or housing agency before counting on those two.
- Your maximum follows your household, not the apartment. CityFHEPS sets it by family size: a studio or one-bedroom amount for one or two people, the two-bedroom amount for three or four.
- The maximum income still applies. A voucher removes the floor, not the ceiling.
- Expect to show proof. HPD says the marketing agent "will contact you for proof of the subsidy and the amount of rent it covers."
In your Housing Connect profile, answer "yes" to the question about rental assistance that will move with you. For how the allowance works, see Section 8 utility allowances in NYC. Not sure which program you have? See CityFHEPS vs Section 8.

How the Rents Compare With Typical Rents in Bed-Stuy
The 70% and 80% apartments are under HUD's estimate of an ordinary rent in ZIP code 11233, and the 130% apartments are slightly over it.

| Apartment | Rent at 1832 Fulton Street | HUD fair market rent, ZIP 11233 |
|---|---|---|
| Studio, 70% AMI | $1,819 | $2,480 |
| 1 bedroom, 70% AMI | $1,936 | $2,610 |
| Studio, 80% AMI | $2,103 | $2,480 |
| 1 bedroom, 80% AMI | $2,240 | $2,610 |
| 2 bedrooms, 80% AMI | $2,662 | $2,840 |
| Studio, 130% AMI | $2,599 | $2,480 |
| 1 bedroom, 130% AMI | $2,699 | $2,610 |
What it means: the 70% and 80% apartments are $178 to $674 under HUD's figure. The 13 apartments at 130% cost $89 to $119 more than it, before the electric bill.
Source: rents from the Housing Connect listing; fair market rents from HUD's Small Area Fair Market Rents for fiscal year 2027, in effect since October 1, 2026. HUD's figure is its estimate of the 40th-percentile rent in the ZIP code with utilities included.
- What HUD's figure is for: HUD publishes it as a basis for Section 8 payment amounts. It is the closest public measure of what an ordinary apartment in the area rents for.
- Utilities: the lottery rents here do not include electricity, so the real gap is smaller than the chart shows.

Who Gets Preference

- 10% of apartmentsNew York City municipal employees and military veterans.
- 5% of apartmentsset aside for people with a mobility disability.
- 2% of apartmentsset aside for people with a vision or hearing disability.
