How Much Does Section 8 Pay in Austin? (2026 Standards and Household Costs)

Austin Housing Authority's published 2026 two-bedroom Housing Choice Voucher payment standard is $1,949. The Housing Authority of Travis County publishes a separate $1,852 two-bedroom standard for its regular HCV, Mainstream and CoC schedule. Start with the agency and program on your voucher: the two figures are not interchangeable Austin rent limits.
This guide covers the adopted standards, utilities and household calculation. Use the Austin Section 8 guide for application routes and the Austin apartment page to evaluate units. Neither an application receipt nor an apartment listing establishes that a household has funded assistance.
Which Austin agency's payment standard applies?
Austin Housing Authority, formerly known as HACA, now publishes its voucher resources at austinha.org. The current resource library links a payment schedule effective January 1, 2026. Older pages under the former website can still surface earlier files in search results.

Austin's document expressly identifies its basis as 100% of published HUD 2023 FMRs. Its effective date is still January 1, 2026. Do not silently replace the published amounts with a newer HUD benchmark because the years differ. HATC's regular schedule identifies a different benchmark basis and also has a separate EHV/Stability column; for example, its two-bedroom EHV/Stability amount is $2,222. Use that column only for the applicable program.
Both the administrator and full address matter. A Travis County location or an Austin mailing address does not settle which agency will handle an issued voucher. If a move requires portability, the receiving agency's process must be resolved before treating its standard as yours.
Why the standard is not the owner's guaranteed rent
The household's applicable standard ordinarily uses the lower of voucher size and actual unit size. A larger apartment does not automatically increase a smaller voucher's standard; a smaller apartment can reduce the applicable bedroom entry. Any approved exception needs agency confirmation. The federal calculation rule then compares the standard with gross rent.
Gross rent includes contract rent plus the applicable tenant-paid utility allowance. In a common household calculation, assistance is the lower of gross rent or the standard, minus total tenant payment. Total tenant payment is determined under program rules; it is not necessarily 30% of gross wages.
An owner still needs an acceptable rent-reasonableness determination, a qualifying unit and the required tenancy documents. The adopted standard is neither an instruction to price the apartment at that amount nor a promise that the agency will approve the asking rent.
An Austin utility worksheet example
The current Austin resource library links a file named 2026 June UA Schedules. The worksheet footer says “12/2025 Update” and its date field is blank. Confirm the applicable schedule with the agency; the filename alone does not establish a June 1 effective date.
This example selects the two-bedroom column of its multifamily elevator-building sheet, with electric heat, cooking and hot water, air conditioning and other electricity:

Assume the owner pays water, sewer and trash and supplies the appliances. A walk-up, house, different fuel arrangement or different service responsibility requires the correct worksheet and entries. Do not add a gas customer charge to this all-electric example or add another monthly electric charge already included in the selected row. HATC households need HATC's utility instructions rather than combining its standard with Austin's worksheet without approval.
What three asking rents would mean for one household
Assume a two-bedroom Austin HCV standard of $1,949, adjusted monthly income of $1,500, total tenant payment of $450 and the $107 utility allowance above. This is an illustration; the agency must determine the actual household inputs.

The $1,850 proposal illustrates why contract rent alone is insufficient: it is below the standard, but gross rent exceeds it by $8. The family's share increases by that amount. At $2,000, the additional cost falls to the household because assistance is already calculated from the standard.
When gross rent exceeds the standard at an initial assisted tenancy, the family's share generally cannot exceed 40% of adjusted monthly income. Here that limit is $600, so the final example does not pass that test. Being below the limit in the other examples still does not establish unit or rent approval. Prepare the proposal before the voucher runs out
Record the full address, unit number, actual bedrooms, rent, availability, utility responsibilities and owner contact. Ask who will complete the Request for Tenancy Approval and provide inspection access. Keep deposits and moving expenses separate from the monthly assistance calculation.
For an incoming transfer, Austin's portability instructions currently say it is billing the initial authority rather than absorbing incoming vouchers. The issuer sends the required voucher, transfer and household documents through the agency's official channel. Austin describes contacting the family within ten business days after receiving the documents to arrange the next step; that is not a promised move-in date.
HATC has separate portability instructions. Keep packet transmission, receipt, household intake and unit approval as separate milestones. Request any needed extension through the responsible agency and retain the written decision. An appointment or a unit application does not extend a voucher by itself.
Applying and dealing with screening questions
Austin's current application page says its HCV and Pathways property lists are closed. Other partner opportunities have their own processes. Registering an account or following a general housing link does not prove admission to a specific list. Existing applicants should preserve their confirmation and follow the list's update instructions.
Avoid a blanket answer that every Texas property can reject a voucher. TDHCA's renter guidance describes rental-assistance protections at properties it monitors, including rules relevant to screening the tenant's portion. Determine the property's program and use the applicable guidance. Keep screening criteria, fees and written responses before deciding how to proceed.

The current adopted document identifies that older benchmark basis. Use its published amounts and confirm the transaction with Austin rather than recalculating the table from another HUD year.
Is the Travis County two-bedroom standard $1,852 or $2,222?
The published schedule has different program columns. The regular HCV/Mainstream/CoC column is $1,852; the EHV/Stability column is $2,222. Your program determines which entry to discuss with HATC.
Can I add the utility allowance to what the landlord can charge?
The allowance enters gross rent and the household calculation. It is not an extra rent entitlement. Ask for the complete approved breakdown and compare actual bills separately.
Does a closed waiting list prevent an existing voucher transfer?
New applications and portability are distinct. Start with the issuer and the destination agency's current receiving instructions instead of treating a list closure as a transfer decision.
