How Much Does Section 8 Pay in Portland? (2026 Home Forward Standards and Household Costs)

Home Forward's payment-standard schedule established January 1, 2026 lists $1,922 for a two-bedroom throughout Multnomah County. Which Portland-area program applies to you?
Begin with the agency named on your voucher. This guide's table is for Home Forward in Multnomah County. A search in Washington County, Clackamas County or across the river in Clark County requires confirmation of the administering agency and its own rules. Do not carry a Home Forward amount into another program's calculation.
Keep the full street address, county, unit number, voucher bedroom size and intended move date together. Ask your coordinator whether a move requires portability and which office must approve it before paying nonrefundable application or moving costs.

The schedule displays neighborhood ZIP groups beneath a single countywide row. It gives the same amount for apartments and houses/duplexes in the two- and three-bedroom columns. HUD's FY2027 FMR or ZIP benchmark is a separate piece of information. A HUD change does not itself prove that Home Forward has changed the standard on your voucher or reduced your assistance. Use the agency's actual notice and effective date for household decisions.
Your share follows Home Forward's local rules
Home Forward's current rent guidance describes an ordinary household contribution of 28.5%–31% of monthly income, depending on the calculation, and a maximum initial rent-and-utility share of 50% of gross monthly income. The usual national shorthand of “30%, with a 40% move-in limit” does not accurately describe this published local guidance. The 50% limit is an approval ceiling, not a suggested budget. Leave room for food, transportation, medical expenses, deposits and utility bills that exceed the allowance. A unit can meet an agency test and still be too expensive for your household.
Utilities can change which rental works
Home Forward's current utility schedule is effective June 1, 2026 for initial lease-ups and July 1, 2026 for annual reviews. It distinguishes fuel, building type, weatherization and responsibility for services. Water, sewer, garbage, appliances and applicable pass-through charges have separate entries. Send both proposals to the coordinator using the same household information. Ask for the tenant rent, utility allowance, total family share and any amount above the standard separately. That gives you a usable comparison without assuming that 31% applies to every family.
An announced March 2027 change is separate
As checked September 30, 2026, Home Forward has announced a tenant-portion change beginning March 1, 2027 for affected programs. Its FAQ says households will receive an individual notice 90 days before their change takes effect. Use that notice for the amount and date that apply to you; do not treat the announcement as your current 2026 rent bill. Source: tenant-portion change FAQ.
For a lease extending into 2027, ask the coordinator to explain the possible budget effect before committing. Keep the current calculation and any later notice as separate documents so an owner, broker or caseworker can see which period each covers.
What to do before a move
Obtain the current tenancy instructions from your coordinator. Ask the owner to confirm rent, services, readiness and inspection access in writing. Home Forward publishes inspection checklists, its HAP contract and a rent-reasonableness worksheet on the landlord forms page. Confirm the required paperwork, approval and assistance start date before relying on a proposed move-in date.
