Downtown Detroit · ZIP 48226 · Three bedrooms
3-bedroom Section 8 apartments in downtown Detroit
Downtown Detroit has the highest voucher payment standards in the city and almost no three-bedroom rentals. MSHDA's three-bedroom payment standard for ZIP 48226 is $2,591, against $1,627 in Midtown's 48201. But Census data counts only about 53 renter-occupied three-bedrooms downtown (1.3% of rentals); most downtown rentals are studios and one-bedrooms.
Two agencies issue vouchers for Detroit addresses, the Detroit Housing Commission and MSHDA, and both voucher waiting lists are closed. Below: the listings we have, then what each agency pays, a worked example and where the family-size units actually are.

Which agency issued your voucher? DHC and MSHDA pay differently downtown
Detroit is a HUD Small Area Fair Market Rent metro, so payment standards follow the ZIP code, and 48226 is one of the highest in the region. Which number applies depends on the agency on your voucher. The Detroit Housing Commission (DHC, HUD code MI001) and the Michigan State Housing Development Authority (MSHDA, MI901) both issue vouchers usable in the city.
| Benchmark | Amount | What it is |
|---|---|---|
| MSHDA payment standard, ZIP 48226 | $2,591 | MSHDA’s published ZIP-level standard (Section A). Same amount on the December 2, 2026 schedule. |
| MSHDA Wayne County standard | $1,790 | Used only for project-based vouchers and ZIPs not listed in Section A. |
| DHC policy: 110% of HUD’s figure | about $2,849 | DHC says its standard is “110% of the published FMR” and that it uses Small Area FMRs. DHC posts no dollar table; this is 110% of the FY2026 ZIP figure. Confirm with DHC. |
| HUD Small Area FMR, FY2027 | $2,640 | HUD’s ZIP benchmark from October 1, 2026 (FY2026: $2,590). Not an agency’s adopted standard. |

Checked October 20, 2026. The DHC figure is VoucherMatch arithmetic, not a published DHC amount.
MSHDA uses the smaller of your voucher size and the unit's bedroom count. A family with a three-bedroom voucher that rents a two-bedroom downtown is held to MSHDA's two-bedroom amount ($2,120). DHC applicants and participants should ask their housing specialist at 313-877-8000 for the dollar standard on their voucher.
Why three-bedroom rentals are so hard to find in 48226
Downtown's housing is mostly converted office towers and high-rises built for one- and two-person households. The Census Bureau's 2020–2024 survey counts 4,077 renter-occupied homes in ZIP 48226, of which about 53 have three bedrooms, with a margin of error (±59) larger than the estimate itself. No four-bedroom rentals were counted. HUD's records of subsidized buildings in 48226 list no three-bedroom units at all.
Three-bedroom: the payment standard vs. typical rent, downtown and next door
Downtown's $2,591 standard is the highest here, but the few downtown three-bedrooms rent for a median $2,721. In the next ZIPs, standards are lower yet still well above typical rents.

ACS medians include older and subsidized units, so they run below today’s asking rents for vacant units; they show the level, not a quote. ZIP 48207 also takes in much of the near east side. ZIP codes are not neighborhood boundaries.

Worked example: does a downtown three-bedroom at the median rent pass?
Take a hypothetical downtown three-bedroom whose gross rent equals the Census median, $2,721: $2,514 rent plus MSHDA's $207 allowance for an all-electric apartment. With MSHDA's $2,591 standard, whether it passes depends on household income, because MSHDA can't approve a first lease where your share tops 40% of adjusted income.
Hypothetical: gross rent $2,721, MSHDA standard $2,591, two households
1.Household A, $2,000 adjusted monthly income: base payment (30%)
30% × $2,000
$600
2.Household A: MSHDA pays
$2,591 − $600
$1,991
3.Household A: share of gross rent
$2,721 − $1,991 = 36.5% of income; limit $800
$730 — passes
4.Household B, $1,200 adjusted monthly income: base payment (30%)
30% × $1,200
$360
5.Household B: MSHDA pays
$2,591 − $360
$2,231
6.Household B: share of gross rent
$2,721 − $2,231 = 40.8% of income; limit $480
$490 — fails by $10
Hypothetical incomes and rent; actual MSHDA payment standard and Region D apartment utility lines (electric heat $73, cooking $18, water heating $40, other electric $65, service charge $11). The gap above the standard, $130, lands on the tenant either way; it is a bigger share of a smaller income. The 40% rule applies at initial lease-up (24 CFR 982.508), and MSHDA also checks that the rent is reasonable for the area.
For Household B, asking the owner to drop the rent by $10 or more, or to include a utility, would make the same unit work.

|---|---|---|
| Heating | $73 | $36 |
| Cooking | $18 | $6 |
| Water heating | $40 | $14 |
| Other electric (lights, appliances) | $65 | $65 |
| Service charges | $11 | $15 gas + $11 electric |
| Total if you pay these, landlord pays water, sewer and trash | $207 | $147 |
| Water / sewer / trash, if you pay them | $78 / $128 / $23 | same |

MSHDA has posted a new schedule effective December 2, 2026; use it for leases from that date. DHC does not post its voucher utility schedule online; ask DHC.
Water and sewer are expensive in Detroit: if a downtown three-bedroom bills them to you, MSHDA adds $206 for them alone, which raises the gross rent toward or past the standard. Ask before applying which utilities are in your name.
Where the three-bedroom units are: Midtown, Lafayette Park and Corktown
If you need three bedrooms, the nearby ZIPs have far more of them: about 808 renter three-bedrooms in 48201 (Midtown and Brush Park), 832 in 48207 (Lafayette Park, Eastern Market and the near east side) and 310 in 48216 (Corktown), per the 2020–2024 Census survey. Their MSHDA standards are lower than downtown's, but so are typical rents.

In project-based Section 8 buildings the subsidy stays with the apartment and rent is based on income, so no voucher is needed; tax-credit buildings have capped rents, and federal law bars their owners from refusing a voucher holder for having a voucher (26 U.S.C. 42(h)(6)(B)(iv)). Are the Detroit Housing Commission and MSHDA voucher lists open?
- Detroit Housing Commission: "NOTICE: The HCV waiting list is currently closed." (DHC rental assistance, undated, read October 20, 2026). DHC: 1301 E. Jefferson Ave.; customer service center 2211 Orleans St.; 313-877-8000; TDD/TTY 800-222-3679; Monday–Friday 8:30 a.m.–4:30 p.m.
- MSHDA: "No Housing Choice Voucher (HCV) waiting lists currently open." (MSHDA waiting list information, read October 19, 2026). MSHDA opens lists county by county and applications are online only; proof of residency in the county is required when your name is drawn.
MSHDA’s page also lists project-based voucher lists for specific Wayne County properties. Those are applied for through the property’s assigned agency, not online.
Important: No one can sell you a spot on a Detroit list
Both agencies take applications for free. Never pay a person or website to get on a waiting list or to "hold" a downtown apartment; apply only through dhcmi.org or michigan.gov/mshda.
Michigan’s 2025 source-of-income law: when a landlord can’t refuse your voucher
Since April 2, 2025, Michigan law bars landlords from refusing a tenant because of a housing choice voucher or other lawful source of income (2024 Public Act 178 and companion acts). Two details matter downtown:
- The law does not apply to landlords with fewer than 5 rental units in Michigan, counting related entities. Large downtown buildings are covered; a small owner may not be.
- A landlord who uses an income test must leave the voucher out and apply it only to the part of the rent you pay.
File a complaint with the Michigan Department of Civil Rights (1-800-482-3604) or sue in circuit court; the law allows actual damages or up to three months’ rent, whichever is less, plus costs and attorney fees. Detroit’s city code also bars rental discrimination based on "public benefit status"; its office for complaints is the Civil Rights, Inclusion & Opportunity Department. This is general information, not legal advice.
Living downtown with kids: transit, schools and moving a voucher here
Getting around is the downtown strength: the People Mover loop and the QLINE streetcar on Woodward are both free, and DDOT buses meet at the Rosa Parks Transit Center. See the QLINE route page for neighborhoods along Woodward.
Schools: Detroit Public Schools Community District assigns neighborhood schools by address. Use the district’s school locator with the exact address before you sign; the district also runs application and exam high schools with their own deadlines.
Moving a voucher here: DHC currently bills incoming portability (port@dhcmi.org). MSHDA bills too, and won’t take a port if you are staying inside your current agency’s area. Either way, the downtown standard above applies once you lease in 48226 with that agency.

Common questions
How much will Section 8 pay for a 3-bedroom in downtown Detroit?
For a MSHDA voucher, the three-bedroom payment standard in ZIP 48226 is $2,591 (effective December 2, 2025, and unchanged for December 2026). DHC says its standard is 110% of HUD's figure but posts no dollar table; ask DHC. Either agency pays the standard, or the gross rent if lower, minus your share.
Why is the downtown Detroit payment standard so much higher than Midtown’s?
Detroit uses HUD's Small Area Fair Market Rents, which are set by ZIP code. Downtown 48226 rents are high, so its three-bedroom standard ($2,591 at MSHDA) is about $964 above Midtown's 48201 ($1,627).
Are there 3-bedroom apartments downtown that accept vouchers?
Very few three-bedroom rentals exist downtown at all: the Census counts about 53 among 4,077 rentals. Families usually find more three-bedrooms in 48201, 48207 and 48216.
Is the Detroit Housing Commission waiting list open?
No. DHC posts that its Housing Choice Voucher waiting list is currently closed, and MSHDA posts that none of its voucher waiting lists are open (checked October 19–20, 2026).
Can a Michigan landlord refuse a Section 8 voucher?
Not if they own 5 or more rental units in Michigan. Since April 2, 2025, state law bars source-of-income discrimination, including against housing choice vouchers; smaller landlords are exempt.
What is the income limit for Section 8 in Detroit for a family of four?
HUD's fiscal year 2026 very low income (50%) limit for a four-person household in the Detroit-Warren-Livonia area is $52,400 a year; the extremely low income (30%) limit is $33,000.
