What Is Being Built at 29-24 40th Avenue

DOMI is a newly built 12-story rental building in the Dutch Kills part of Long Island City, near the 39 Av station on the N and W lines.

  • The plan on file: Department of Buildings records show a new-building job for 190 apartments on 12 stories, 120 feet tall, filed March 4, 2022, with the permit issued June 25, 2024.
  • The income-restricted share: Housing Connect describes the lottery as "57 units with 70% and 130% AMI". That is 30% of the 190 apartments.
  • Owner: the permits list SBGC LLC as the owner.
  • Tax program: the advertisement says the building "is anticipated to receive a Tax Exemption through the 421a Tax Incentive program" of the city's housing department, HPD.
  • Who handles applications: the paper application address is care of Reside New York, the marketing agent.
From filing to housing lottery
  • March 4, 2022the new building is filed with the Department of Buildings.

Watch outthere is a wide gap between the two levels. One person earning between $83,161 and $135,359 is over the limit for the 70% apartments and under the minimum for the 130% ones, so no apartment here fits without a voucher.

What You Pay on Top of the Rent

The advertisement posted with the deadline answers two questions the earlier listing left open: who pays for utilities, and what the shared spaces cost.

  • Electricity and heatpaid by the tenant. The advertisement says "Tenants are responsible for electricity, including cooking, and heating. Hot water is included in the rent."
  • Amenity packageoptional, at "$95/month" per household. It covers the courtyard, rooftop lounge, fitness and yoga center, music and podcast room, co-working lounge, game room, dining and event space, and dog washing station.
  • Pets"Up to two pets per household are welcome, each up to 50 lbs., with no pet security deposit." Aggressive breeds are prohibited.
  • To applythe listing's field for deposits or application fees is set to no.

What it means: plan for an electric bill that covers cooking and for a heating bill. The $95 package is optional, so decide on it before you sign.

Which Apartments a Voucher Can Cover

A voucher holder can apply without meeting the minimum income, but only the 19 apartments at 70% AMI are under the 2026 CityFHEPS maximum.

The Housing Connect FAQ says: "Minimum income requirements do not apply if you have a voucher or a rental subsidy. However, rent should be within maximum limits allowed by your voucher or rental assistance program."

What it means: the 70% studios and one-bedrooms are more than $750 under the maximum. The 130% apartments are $1,050 to $1,521 over it.

  • For a voucher household, this is a studio and one-bedroom lottery. A family that needs two bedrooms will not find one here within the maximum.
  • The maximum income still applies. A voucher removes the floor, not the ceiling.
  • Tenant-paid utilities lower the maximum. DSS-8r says its maximums apply "if all utilities are included in the lease", and here tenants pay for electricity and heat.

What it means: less both allowances, the 70% studio is $599 under the maximum and the 70% one-bedroom is $584 under.

Key pointthe advertisement does not name the heating fuel. DSS-8r's gas heat row is $73 for a studio and $86 for a one-bedroom, and its oil heat row is $91 and $107. With either one in place of the electric row, the 70% apartments are still at least $539 under the maximum.

How the Rents Compare With Typical Rents in Long Island City

The 19 apartments at 70% AMI cost about half of HUD's estimate of an ordinary rent in ZIP code 11101, and the 38 at 130% AMI cost about the same as it.

What it means: the 70% apartments are about $1,800 under HUD's figure. At 130%, the one-bedroom is $56 under it, the three-bedroom $90 under, and the two-bedroom $338 over.

Use the direct link in step 2. If the page does not let you apply after you log in, HPD's applicant hotline is 212-863-7990, answered on weekdays from 9am to 5pm.
What happens after the deadline

What it means: plan on where you will live for the next year while this runs. HPD's guide warns that an applicant may never be contacted.

Watch outthere is an asset limit. The listing's rent table gives $118,720 for the 70% apartments and $220,480 for the 130% apartments. The FAQ says retirement and college savings balances "are not subject to the asset limit".

Who Gets Preference

As of October 8, 2026, the listing names no preference group and no set-aside.
