Williamsburg's 11 Gerry Street: 120 Affordable Apartments on the Former Pfizer Site, From $812 a Month

22 min readBy VoucherMatch Editorial Team
Quick answer11 Gerry Street is a 10-story building with 120 income-restricted apartments on the former Pfizer blocks in Williamsburg, Brooklyn. NYC Housing Connect advertised all 120 at 40%, 60% and 100% of area median income, from $812 for a one-bedroom to $3,298 for a four-bedroom, with applications due March 4, 2026. The building received its first certificate of occupancy on May 7, 2025. As of October 8, 2026, every rent is under the 2026 CityFHEPS maximum for its size, and Housing Connect waives minimum income for voucher holders.

What Was Built at 11 Gerry Street

11 Gerry Street is a 10-story, 105-foot building with 120 apartments above ground-floor commercial space, on the southern of two blocks that Pfizer sold in 2012.

  • Size: Department of Buildings job B00509455 is for a "TEN(10) STORY NEW BUILDING", 105 feet tall, with 120 apartments and 163,499 square feet of floor area.
  • Developer: New York YIMBY, 6sqft and Brownstoner name Rabsky Group. City records name Harrison Realty LLC on the rezoning, Galaxy Developers LLC on the permit and Harrison Plaza LLC on the deed since November 7, 2024.
  • Architect: the permit applicant is Fariba Makooi, a registered architect at Fischer Makooi Architects.
  • Program: the listing's description reads "421-a(16) | Inclusionary Housing". Its program line says the building "is being constructed through the Inclusionary Housing Program and is anticipated to receive a Tax Exception through the 421a Tax Incentive Program".
  • Ground floor: Commercial Observer reported on August 21, 2025 that Popular Bank "has signed a 10-year, 2,290-square-foot lease at 11 Gerry Street".
Watch outone building, several addresses. Housing Connect calls it "11 Gerry Street Apartments", yet the listing's text begins "1 Gerry Street is located in the East Williamsburg neighborhood of Brooklyn." Department of Buildings filings for the lot use 1, 11 and 15 Gerry Street. HPD's data files its "11 GERRY STREET" project under 352 Wallabout Street, a neighboring building. The lot is Brooklyn block 2265, lot 22.
11 Gerry Street, from rezoning to lottery
  • September 19, 2017the City Planning Commission approves the rezoning.
  • October 31, 2017the City Council approves it, DNAinfo reports.
  • March 8, 2022HPD's project start date.
  • March 16, 2022the new building permit is issued.
  • May 7, 2025the first certificate of occupancy, for 120 apartments, is issued.
  • January 1, 2026PIX11 reports the lottery.
  • March 4, 2026applications are due.

What it means: the permit to the first certificate took about 38 months, and that certificate came about eight months before PIX11's report.

Watch outtwo sets of income figures are in print. New York YIMBY's report of January 2, 2026 gave lower maximums than the listing shows now. The rents are the same.

Where a household could fall outside the ranges, on the listing's figures of October 8, 2026
  • Under $32,160below the lowest minimum, unless the household has a rental subsidy.
  • One person at $71,281 to $78,205over the 60% maximum and under the 100% one-bedroom minimum. Larger households have no gap between levels, by VoucherMatch's check of each row.
  • Asset limit$67,840 at 40% AMI, $101,760 at 60% and $169,600 at 100%.
Key pointtenants pay for electricity. The listing says "Tenants are responsible for electricity, including electric stove. Rent includes hot water and heat." It adds "There is a fee for operating the laundry machines and for the bicycle lockers."

Which Rents a CityFHEPS or Section 8 Voucher Reaches

All 12 rents are under the 2026 CityFHEPS maximum for the same apartment size, and the closest, the $2,576 two-bedroom, is $421 under.

This was a city lottery on NYC Housing Connect, with HPD as its agency, so HPD's rule applies. The Housing Connect FAQ says: "Minimum income requirements do not apply if you have a voucher or a rental subsidy. However, rent should be within maximum limits allowed by your voucher or rental assistance program."

Source: rents from the Housing Connect listing for lottery 7326; maximums from DSS-8r, effective April 1, 2026, all utilities included.

Watch outthe maximums assume the rent covers all utilities, and here tenants pay for electricity. DSS-8r's 2026 allowance for "Electric with Cooking Range" is $126, $167, $209 and $251 for one to four bedrooms. Taking it off leaves $2,608, $2,830, $3,544 and $3,826, by VoucherMatch's arithmetic, still above every rent in the building.
  • Your maximum follows your household, not the apartment. DSS-8r gives the one-bedroom amount to one or two people, the two-bedroom amount to three or four, the three-bedroom amount to five or six and the four-bedroom amount to seven or eight. A family of four has $2,997, under the $3,298 four-bedroom rent.
  • No credit check with a subsidy: the FAQ says "Applicants qualifying with rental subsidy are not subject to a credit check or review of rental history."
  • Guides: CityFHEPS vs Section 8, Section 8 utility allowances in NYC and the New York City Housing Authority page.

  • HPD's date: HPD defines its March 8, 2022 project start as "the date of the project loan closing and regulatory agreement".
  • The 2024 documents: they cover lot 22 and eight condominium units in the neighboring buildings, and include an agreement between the trustee and "THE CITY OF NEW YORK DEPARTMENT OF HPD".
  • Tax exemption: HPD's project data lists the planned tax benefit as "421a" and says benefits actually received "can only be obtained from the NYC Department of Finance".
  • Rent rules: Brownstoner described the apartments as "all rent stabilized and income restricted". The regulatory agreement was not opened.

Preferences, Building Features and Fees

The lottery set aside 5% and 2% of apartments for applicants with disabilities and gave preference for 20% and 10% to two other groups.

  • Screening feethe Housing Connect FAQ says "All credit and background check fees may not exceed $20 per application."
  • Not statedpets, parking, air conditioning, apartment sizes and floor plans.

  • Affordable apartmentsthe report estimated 287, described as "25 percent of the residential floor area". The two lotteries offered 197, or 35% of 558. The rule counts floor area, not apartments.
  • Income levelsthe report expected 115 apartments at 40% AMI, 115 at 60% and 57 at 100%. The lotteries had 93, 74 and 15, plus 15 at 115%.
