Words used in this report
  • Area median income (AMI)The middle income for the area, adjusted for household size. A lottery apartment "at 60% AMI" is for households earning up to about 60% of it. The agency's income chart turns each level into dollar limits.
  • Lottery (NYC Housing Connect)Every complete application gets a random log number. The marketing agent works through applications in log-number order within each preference group, so applying early does not help.
  • Minimum incomeThe lowest yearly income the listing accepts for an apartment, so the rent is not too large a share of income. Housing Connect does not apply it to households with a voucher or rental subsidy.
  • Marketing agentThe company the building hires to run its lottery and check applicants' papers.
  • Certificate of occupancyThe Department of Buildings' sign-off that a building, or part of it, can be lived in.
  • 421-aA New York City property tax break for new apartment buildings. HPD's page calls it "a partial tax exemption for new multiple dwellings."
  • Housing Choice Voucher (Section 8)Rental help run by a housing authority. You find a home, and the agency checks the unit, rent and your household before it approves payment.
  • CityFHEPS (New York City)The City Fighting Homelessness and Eviction Prevention Supplement: a City-funded rent supplement that the Department of Social Services (DSS) pays straight to the landlord.
  • Payment standard (the CityFHEPS maximum in this report)An amount the agency uses to work out housing assistance for a unit size and area. It does not mean that any home at that rent will be approved.
  • Utility allowanceThe agency's estimate of the cost of utilities you must pay. It is not a promise to pay your actual bills.
  • FMR and SAFMRHUD rent estimates for an area (Fair Market Rent) or ZIP code (Small Area Fair Market Rent). They include rent and most tenant-paid utilities. Your agency may use a different payment standard.
Watch outno rent in this listing is within a 2026 CityFHEPS maximum. A household that needs a lower rent can browse CityFHEPS apartments in Brooklyn or Section 8 apartments in Brooklyn while this lottery is pending.

Why every lottery apartment is at 130% AMI

The listing does not name a program, and no official record opened names one for this building. In December 2022, Brownstoner cited BK Reader: "Under the 421-a tax break program, 30 percent of the apartments" would be income-restricted at 130% of AMI. HPD's 421-a page lists three options for rental buildings. Only Option C puts every affordable apartment at up to 130%.

Option on HPD's pageShare of apartmentsIncome levels, in HPD's words
A25%"at least 10% at up to 40% of AMI, 10% at up to 60% of AMI, and 5% at up to 130% of AMI"
B30%"at least 10% at up to 70% of AMI and 20% at up to 130% of AMI"
C30%"At least 30% of the units must be affordable at up to 130% of AMI"

What it means: 32 of 106 apartments, all at 130%, fits Option C's terms, but no document opened says the owner chose it.

Source: HPD's 421-a page, the section on the 421-a(16) program, read October 17, 2026.

  • No other subsidy under Option C: HPD's page says "The project cannot receive any government subsidies".
  • Same doors: HPD says all rental apartments in such a building "must share the same common entrances and common areas as the market rate units".
  • How long: HPD says such projects "would have to comply with the affordability requirements and other requirements for 35 years."
  • The tax record: PLUTO showed no exempt value on the lot on October 17, 2026.

Where 1333 Broadway Is

The building stands at Broadway and Linden Street in Bushwick, Brooklyn, in ZIP code 11221. The Gates Av station on the J and Z lines is about 380 feet away.

Which Rents a CityFHEPS or Section 8 Voucher Reaches

None of the four rents is within the 2026 CityFHEPS maximum for its size. They are $346 to $803 a month over it, by VoucherMatch's arithmetic.

The Housing Connect FAQ says: "Minimum income requirements do not apply if you have a voucher or a rental subsidy. However, rent should be within maximum limits allowed by your voucher or rental assistance program."

Watch outthe listing does not say which utilities tenants pay, so VoucherMatch subtracted no utility allowance. If tenants pay some utilities, CityFHEPS counts an allowance, and each rent would be further over.

DSS-8r sets the maximum by family size, and a larger household gets a higher amount. Even so, the largest household each apartment allows would still be over.

Frequently Asked Questions

When can I apply for 1333 Broadway on Housing Connect?

Not yet. 1333 Broadway is Housing Connect lottery 7667, "1333 Broadway Apartments". As of October 17, 2026, the listing shows rents but no deadline, and the lottery is not in the open-lottery search. A household can finish its Housing Connect profile now and watch the listing for a deadline.

What is the rent at 1333 Broadway in Bushwick?

Rents run from $2,950 to $4,200 a month, all at 130% AMI. The listing has 7 studios at $2,950, 9 one-bedrooms at $3,250, 10 two-bedrooms at $3,800 and 6 three-bedrooms at $4,200. It does not say which utilities tenants pay, so the full cost may be higher.

How much do you have to earn for 1333 Broadway?

Yearly incomes run from $104,949 for a studio to $273,520 for seven people in a three-bedroom. A one-bedroom needs at least $115,749, a two-bedroom $136,012 and a three-bedroom $151,166. HPD says the minimum does not apply with a voucher or rental subsidy, but the maximum still does.

Does 1333 Broadway take CityFHEPS or Section 8?

Housing Connect accepts vouchers, but each rent is $346 to $803 a month over the 2026 CityFHEPS maximum for its size. The FAQ says rent "should be within maximum limits allowed by your voucher or rental assistance program." If you do not know your limit, the FAQ says to ask the agency that issued your voucher.

Why are all the 1333 Broadway apartments at 130% AMI?

The listing names no program. Brownstoner reported in 2022 that the building would use the 421-a tax break. HPD's 421-a page has an option in which "At least 30% of the units must be affordable at up to 130% of AMI". The 32 of 106 apartments fit it, but no record opened names the option.

Are the rents at 1333 Broadway below market?

Mostly not, against HUD's figures. The studio, one-bedroom and two-bedroom rents are $10, $150 and $430 above HUD's fiscal year 2027 fair market rents for ZIP code 11221. The three-bedroom, at $4,200, is $60 below HUD's $4,260. HUD's figure includes most utilities, and the listing does not say which are included.

Is 1333 Broadway the same as 1325 Broadway?

Not quite. PLUTO, the City's lot database, lists lot 152, where 1333 Broadway stands, as 1325 Broadway. Department of Buildings records and Brownstoner use 1325 Broadway for the two-story building next door. The permit, the certificates of occupancy and the Housing Connect listing all call the new building 1333 Broadway.
