21 min readBy VoucherMatch Editorial Team
Quick answerBedford Beverly Phase 2 is two new seven-story buildings with 650 apartments at 2201 Beverley Road and 2366 Bedford Avenue in Flatbush, Brooklyn. NYC Housing Connect advertised 196 of them at 130% of area median income, from $2,869 for a studio to $3,238 for a two-bedroom, with applications due May 11, 2026. As of October 8, 2026, all three rents are above the 2026 CityFHEPS maximum for their size and above HUD's fair market rent for ZIP code 11226.

What Was Built at 2201 Beverley Road and 2366 Bedford Avenue

Bedford Beverly Phase 2 is two seven-story, 75-foot buildings with 650 apartments, built beside the landmark Sears store on land the store used for parking, and both have certificates of occupancy.

  • Size: Department of Buildings jobs B00698115 and B00698117 are each for seven stories and 75 feet: 296 apartments and 234,711 square feet at 2201 Beverly Road, 354 apartments and 321,747 square feet at 2366 Bedford Avenue.
  • Developer, owners and architect: Commercial Observer and New York YIMBY name Clipper Equity as the developer. City records name the owners, Bedford Beverly A LLC and Bedford Beverly B LLC. The permit applicant is Shmuel Wieder, a registered architect, of S. Wieder Architect P.C.
  • Program: the listing says the building "is anticipated to receive a Tax Exemption through the 421a Tax Incentive program" of HPD.
  • The land before: the owner's application to the state Brownfield Cleanup Program describes a Sears store, an auto repair shop and paving "previously used for parking". The state's August 2023 fact sheet says the site "does not pose a significant threat to public health or the environment".
  • No rezoning: the application says the project "is consistent with the current zoning", C4-2.
Watch outone complex, many names. Housing Connect calls it "Bedford Beverly Phase 2". The leasing site calls it Bedford Square, with Building A at 2201 Beverley Road and Building B at 2366 Bedford Ave. The architect's page is titled "Sears Complex", and Clipper Equity's properties page uses 2360 Bedford Avenue.

Which Rents a CityFHEPS or Section 8 Voucher Reaches

None of the three rents is within the 2026 CityFHEPS maximum for the same apartment size: each is $241 to $265 over it before utilities are counted.

This was a city lottery on NYC Housing Connect, so HPD's rule applies. The Housing Connect FAQ says: "Minimum income requirements do not apply if you have a voucher or a rental subsidy. However, rent should be within maximum limits allowed by your voucher or rental assistance program."
