Quick answerIn New York City, as of October 8, 2026, SHARE stands for Special Housing Assistance Resource. The Department of Social Services called it "a new State funded subsidy" for long-term shelter residents "without other subsidy options" in May 2024. The nonprofit Anthos|Home says it administers the vouchers and pays the subsidy, broker's fee, security deposit, moving costs and a furniture allowance. No agency has published rents, rules or an application form.

Last checked: October 8, 2026, against the Department of Social Services' Fiscal 2025 Executive Budget testimony slides (May 6, 2024), Anthos|Home's open SHARE Aftercare Specialist posting, a second posting with SHARE coverage, Anthos|Home's Tenants, Housing Providers and FAQ pages, HRA's rental assistance, in-shelter and landlord pages, the City's rules website, the NYC Human Rights Law and the Commission's source of income page, New York Executive Law 292 and 296, HPD's HAVP page and City Limits' August 21, 2026 report on CHAP.

What is the SHARE voucher?

SHARE is a rent subsidy for households stuck in New York City shelters because no other subsidy fits them, paid for with State money and administered by the nonprofit Anthos|Home. Two sources describe it, and they are the only descriptions VoucherMatch found.

The two descriptions of SHARE on the record
  • The City, May 6, 2024"We will start the SHARE program – a new State funded subsidy that will move long-term stayers, without other subsidy options, out of shelter." This is one line on a slide in the Department of Social Services' budget testimony.
  • Anthos|Home, posting open October 8, 2026"The Special Housing Assistance Resource (SHARE) program is a New York City housing voucher program designed to help households in NYC shelters who are otherwise ineligible for federal benefits and other housing assistance to exit shelter for permanent housing. Anthos|Home administers SHARE vouchers directly." (posting)
What no official page says
  • Which State program or budget line pays for SHARE
  • The law, rule or contract that sets its terms
  • Maximum rents and the tenant's share
  • Income limits and who is ineligible
  • How many vouchers exist

No SHARE page was found on HRA's rental assistance, in-shelter or landlord pages, and a search of the City's rules website for the program's name returned nothing on October 8, 2026. The Anthos|Home web pages read for this article (home, model, tenants, housing providers, FAQ and press) do not mention SHARE either.

Watch outOne State program resembles the City's description, but VoucherMatch could not confirm it is SHARE's source. New York's Rental Supplement Program serves homeless households "regardless of immigration status" and lets a social services district hand administration to a nonprofit (OTDA 24-LCM-02, February 15, 2024). No document read says SHARE is funded through it. Do not rely on that program's terms for a SHARE lease.
  • Other spellings: "Share voucher" and "the share program" mean the same thing.
  • What it does not mean: an apartment share, a room rental, or the "Household Share Letter" that comes with a CityFHEPS shopping letter.

Who can get a SHARE voucher?

SHARE is for households living in a New York City shelter that do not qualify for federal benefits or other housing assistance, with long shelter stays served first.

What the sources say about who SHARE serves
  • Where the household isin a New York City shelter (Anthos|Home)
  • What it cannot get"federal benefits and other housing assistance" (Anthos|Home); "without other subsidy options" (DSS)
  • Who is served"long-term stayers" (DSS); "households with long shelter stays" (Anthos|Home)
  • Who decidesAnthos|Home SHARE staff, after reviewing a housing package from the Department of Homeless Services

Neither source gives income limits, household rules, a minimum shelter stay or a list of immigration or benefit situations that qualify. A household that qualifies for CityFHEPS or FHEPS would use those programs.

How does a household get a SHARE voucher?

A household does not apply on its own: the Department of Homeless Services (DHS) sends a housing package to Anthos|Home, and SHARE staff decide eligibility. No public application or waiting list was found, so whether SHARE is taking new households today is something only the shelter or Anthos|Home can answer.

For tenants: from shelter to lease with SHARE, as Anthos|Home describes the work
  1. 1Ask in sheltertell the case manager or housing specialist you have no other subsidy option and ask whether DHS can refer you to SHARE.
  2. 2DHS sends the packageDHS sends the household's housing package to Anthos|Home.
  3. 3EligibilitySHARE staff review the package and decide.
  4. 4Documentsstaff work with DHS and the landlord to collect and verify documents, "including income and IRS identification".
  5. 5Enrollmenteligible households are enrolled and sent an approval.
  6. 6Paymentstaff calculate and process the subsidy, broker's fee, moving expenses, security deposit and furniture allowance.
  7. 7After move-inan aftercare team offers voluntary check-ins and monthly virtual office hours through the voucher term.

What it means: the shelter case manager is the person to ask, because the package starts with DHS.

Source: Anthos|Home postings (aftercare, SHARE coverage), read October 8, 2026. Step 1 is VoucherMatch's suggestion.

Documents a tenant should have ready
  • Proof of income for every adult, if there is any
  • IRS identification: the posting names "IRS identification" without saying which number or letter
  • Photo identification for household members
  • The shelter's housing package paperwork and the case manager's contact details
  • The approval letter from Anthos|Home, once issued

What it means: confirm the list with the case manager before an apartment viewing.

Source: the first two items come from the SHARE coverage posting; the rest are VoucherMatch's suggestions, because no official SHARE document list is published.

Anthos|Home's general placement service is separate. Its Tenants page says it takes no direct applications, accepts referrals from case planners at referrals@anthoshome.org, and is "operating at near-maximum capacity". That page does not mention SHARE.

How long does the SHARE voucher last?

Anthos|Home's open posting gives a four-year voucher term, and an older posting says "up to three years of rental assistance". Both are printed here because no program rule settles it.

SourceWhat it says about length
SHARE Aftercare Specialist posting (open October 8, 2026)Services "throughout the four-year voucher term"
Posting with temporary SHARE coverage (undated, on a job board)"up to three years of rental assistance"

What it means: get the term in writing from Anthos|Home before signing a lease.

Source: the two Anthos|Home postings linked above.

The open posting also says aftercare staff help with "lease renewals, recertifications, and planning for next steps as the end of the voucher term approaches". So the voucher ends, and recertification happens during the term.

What should a landlord or broker know about SHARE?

A landlord deals with Anthos|Home for the paperwork and the money, and should get every amount in writing because none is published.

For landlords and brokers: renting to a SHARE household
  1. 1Confirm the programask the tenant's case manager for the Anthos|Home SHARE contact and the household's approval letter.
  2. 2Ask the six questionsuse the checklist below before holding the unit.
  3. 3Send documentsSHARE staff collect and verify the landlord's documents with DHS.
  4. 4Get paidAnthos|Home processes the subsidy, security deposit and any broker's fee.
  5. 5After move-inthe aftercare team will mediate "tenancy concerns (not payment-related)". For payment questions, call (212) 606-0785.
Questions to ask Anthos|Home before signing a SHARE lease
  • What is the maximum rent for this apartment size?
  • How much of the rent does the tenant pay, and how much does the program pay?
  • How long is this household's voucher term, and what happens when it ends?
  • When and how are the first month's subsidy, security deposit and broker's fee paid?
  • Is an inspection required before move-in?
  • Who is the contact if a payment is late?
Documents an owner should expect to be asked for
  • A lease for the unit
  • Proof of ownership and a W-9
  • Payment details for the subsidy
  • Broker's license and fee agreement, if a broker is used

What it means: ask Anthos|Home for its own list first.

Source: VoucherMatch's list, modelled on what HRA asks owners for in its own programs (FHEPS landlord packet). SHARE's forms are not public.

Watch outNo public SHARE rent schedule was found. One caseworker applying on VoucherMatch wrote that the voucher "works just as the CityFHEPS", but VoucherMatch could not confirm that SHARE follows the CityFHEPS maximum rents. Get the figure from Anthos|Home.

Can a landlord refuse a SHARE voucher?

The City and State laws protect any lawful source of income, and their definitions cover State and local housing assistance. Neither law, and no Commission page, names SHARE.

What the laws and the Commission say
  • NYC Human Rights Lawit is unlawful to refuse to rent "because of any lawful source of income". The term includes "any form of federal, state, or local public assistance or housing assistance including, but not limited to, section 8 vouchers" (Administrative Code 8-102 and 8-107(5)).
  • The Commissionlawful source of income covers assistance "from federal, state, or local public sources such as Section 8, Supplemental Security Income (SSI), HIV/AIDS Services Administration (HASA), CityFHEPS, and G.I. Bill Housing Allowances, among others" (CCHR). It notes exceptions for small owner-occupied buildings and units not publicly advertised.
  • NYS Human Rights LawExecutive Law 296 lists "lawful source of income", defined in section 292 in nearly the same words. A 2026 court ruling on that provision concerns Section 8 and is on appeal: see the Commons West explainer.
  • To report a refusalcall 311 and ask for "Human Rights", or call 212-416-0197.

The guides on whether a landlord can refuse a voucher and how to report a refusal cover the rule in full.

TipLandlords used to city programs will recognize the pattern from the CityFHEPS landlord requirements and the CityFHEPS broker fee. Do not assume the CityFHEPS packet or fee applies to SHARE.

How is SHARE different from CityFHEPS, HAVP and CHAP?

SHARE is the only New York City rent subsidy here that a nonprofit says it administers directly, and the only one with no published rents or rules. The table is VoucherMatch's comparison, built from the sources named under it.

Three other programs people confuse with SHARE
  • HAVPa State "four-year pilot program" that HPD administers in the city; families are referred by partner agencies including DSS and pay about 30% of adjusted income (HPD).
  • CHAPa City voucher HPD will run for about 5,600 households in shelters or facing eviction from rent-stabilized apartments; applications are due to open by January 2027 (City Limits, August 21, 2026).
  • SOTAone year of rent for shelter households with income, covered in the SOTA and One-Shot Deal guide and the SOTA guide for landlords.

Where to find apartments that take SHARE

SHARE holders have been applying on VoucherMatch since at least May 2026, and SHARE is now a voucher type on the site. Applications from at least five tenants and caseworkers mentioned a SHARE voucher between May and July 2026, each filed under "Other" at the time. That count is VoucherMatch's own, from its application records as of October 6, 2026.

SHARE voucher questions

Is the SHARE voucher real?

Yes. The Department of Social Services named SHARE in May 2024 budget testimony as a new State funded subsidy, and Anthos|Home, a New York City nonprofit, is hiring SHARE aftercare staff as of October 8, 2026.

Who pays the landlord with a SHARE voucher?

Anthos|Home does. Its staff "calculate and process payments" for the subsidy, broker's fee, moving expenses, security deposit and furniture allowance, according to one of its job postings. The amounts are not published.

Can I apply for a SHARE voucher myself?

No public application was found. Housing packages reach Anthos|Home from the Department of Homeless Services, so a household in shelter should ask its case manager or housing specialist.

How much rent does SHARE pay?

Neither the City nor Anthos|Home has published maximum rents or the tenant's share. Ask Anthos|Home for the amount in writing for the specific apartment size before signing.

Is SHARE the same as CityFHEPS?

No. CityFHEPS is run by the Department of Social Services and has published rents. SHARE is described as State funded and is administered by Anthos|Home for shelter households with no other subsidy option.

Is SHARE a New York State program?

The City described it as "State funded", and Anthos|Home calls it a "New York City housing voucher program". No State agency page describing SHARE was found, so VoucherMatch cannot say which State program pays for it.

How do I contact Anthos|Home?

Anthos|Home lists (212) 606-0785, Monday to Friday, 9 AM to 5 PM. Tenants already referred who have not heard back in two weeks can email tenantsupport@anthoshome.org; owners with non-urgent questions can email unitsupport@anthoshome.org.

A shelter resident's next step is one question to the case manager: "Can DHS refer my household to SHARE?"
