Rents and Income Limits at Woodhill Station East

The building's site lists three kinds of apartment today: a one-bedroom and a two-bedroom for households at or under 80% of area median income, and a market-rate one-bedroom.

Apartments listed on the building's site, October 6, 2026
ApartmentMonthly rentLowest income, no voucher
1 bedroom, 80% AMI, 660 to 720 sq ft$1,045 to $1,090$31,350
2 bedrooms, 80% AMI, 1,020 or 1,060 sq ft$1,295 to $1,320$38,400 or $38,850
1 bedroom, market rate, 815 sq ft$1,292$31,350 as listed

What it means: the 80% one-bedroom showed "Add to waitlist", the 80% two-bedroom showed "Contact for Availability", and one market-rate one-bedroom was available.

Source: woodhillstatione.com floor plans, floor plan sheets and "Affordable Homes" page, read October 6, 2026. All utilities are included in each rent. The site says "Rates vary based on location and size (Top floor, den, corner unit, views)".

  • Two sizes for the two-bedroom: the floor plans page says 1,060 square feet. The floor plan sheet for plan B5 says 1,020.
  • Two minimum incomes for the two-bedroom: $38,850 on the floor plans page and $38,400 on the Affordable Homes page.
  • The market-rate minimum: the page shows $31,350 beside the $1,292 apartment. At the building's own rule of 2.5 times the rent, that apartment would need $38,760.
  • Three-bedrooms: the home page says "one-, two-, and three-bedroom homes" in one place and "one- and two- bedroom" in another. No three-bedroom is on the floor plans page.

Maximum yearly household income
Household80% limit60% limit
1 person$58,800$44,100
2 people$67,200$50,400
3 people$75,600$56,700
4 people$84,000$63,000

What it means: one person earning $45,000 is over the 60% limit and under the 80% limit, so the 80% apartments are the ones to ask about.

Source: the 80% column is from the building's Affordable Homes page, which says limits are updated each year, "typically between April and June". The 60% column is the Ohio Housing Finance Agency's 2026 tax-credit limit for Cuyahoga County, effective May 1, 2026, shown for comparison.

Key pointThe minimum income is set by the building, not by the state: "The minimum annual income for the household must exceed 2.5x the rent amount". At $1,045 a month that is $31,350 a year, which makes the rent 40% of gross income.
Watch outWithout a voucher, a household earning under $31,350 does not meet the minimum for any apartment on the site. The owner says the 64 apartments are "at varying levels of affordability", and the 2021 state summary listed apartments at 30%, 50% and 60% as well. The site lists no rents or openings for those.

Can You Use a Section 8 Voucher at Woodhill Station East?

Yes: the building's site says "Housing vouchers are welcome", and its minimum income does not apply to voucher holders.

The Affordable Homes page puts it this way: "Minimum income requirements do not apply to voucher holders. (Section 8, VASH, etc.)" The floor plans page says the minimum "does not apply to mobile voucher holders", meaning a voucher that moves with the tenant. Ohio's housing finance agency also tells owners of tax-credit buildings, in its compliance manual, that they "cannot refuse to accept a prospective tenant based solely on the fact that an applicant holds a Section 8 Housing Choice Voucher".

2 bedrooms, 80%, highest$1,320$1,107
1 bedroom, market rate$1,292$915

What it means: every listed rent is above the standard, by $130 to $175 for the 80% one-bedroom, $188 to $213 for the 80% two-bedroom and $377 for the market-rate one-bedroom.

Source: rents from woodhillstatione.com, October 6, 2026, utilities included; payment standards from the Cuyahoga Metropolitan Housing Authority's "Payment Standards FY 2026" tool for ZIP code 44104, effective January 1, 2026, read October 6, 2026.

  • Over the standard does not mean refused. HUD tells voucher holders: "The payment standard is not a rent limit – in some cases, you can choose a more expensive unit, but you'll pay the difference." CMHA calls its standard "the maximum subsidy CMHA may contribute toward a family's rent."
  • The 40% rule decides it. CMHA's rent page says: "For a new tenancy, the family's share of rent may not exceed 40% of its monthly adjusted income."
  • There is no utility allowance to add. CMHA measures gross rent, which is rent plus tenant-paid utilities. Here the rent includes all utilities. For buildings where it does not, see how the Section 8 utility allowance works.
  • CMHA also reviews the rent itself. It compares the rent with similar unassisted apartments and weighs "the family's income, voucher size, payment standard, and utility responsibilities."
Adjusted income a voucher household needs to pass CMHA's 40% rule
Apartment and rentOver the standardAdjusted income needed
1 bedroom at $1,045$130$1,300 a month ($15,600 a year)
1 bedroom at $1,090$175$1,750 a month ($21,000 a year)
2 bedrooms at $1,295$188$1,880 a month ($22,560 a year)
2 bedrooms at $1,320$213$2,130 a month ($25,560 a year)

What it means: a household with a one-bedroom voucher and $1,300 a month in adjusted income would pay $520 for the $1,045 apartment, which is $390 plus the $130 over the standard.

Source: calculated by VoucherMatch. HUD says a voucher household's share is "usually 30% of your adjusted monthly income", plus the difference when the rent is over the payment standard. That total stays within 40% only when the amount over the standard is 10% of adjusted income or less. The table assumes a voucher sized for the apartment.

Watch outCMHA's review counts your voucher size. Ask CMHA which standard applies to your voucher before you choose the two-bedroom.

  • Apartments with a subsidy attached: the 2021 state summary listed 15 apartments whose rent subsidy moved from Woodhill Homes. The building's site does not say how those are filled. CMHA takes applications for its own lists through its applicant portal; see the CMHA page.

How the Rents Compare With Typical Rents in ZIP Code 44104

Every rent on the building's site is higher than HUD's estimate of an ordinary rent in ZIP code 44104, and lower than the state's ceiling for a tax-credit apartment.

2 bedrooms, 80%, highest$1,320$1,000
1 bedroom, market rate$1,292$830

What it means: the 80% one-bedroom is $215 to $260 above HUD's figure, the 80% two-bedroom is $295 to $320 above it, and the market-rate one-bedroom is $462 above it.

Source: rents from woodhillstatione.com, October 6, 2026; HUD Small Area Fair Market Rents for fiscal year 2027, in effect since October 1, 2026. Both sides include utilities, so the figures compare directly.

  • What HUD's figure is: its estimate of the 40th-percentile rent in the ZIP code with utilities included. Housing authorities' payment standards start from it.
  • Why an "affordable" rent can sit above it: an 80% apartment is priced against incomes across the Cleveland-Elyria metro area, not against rents on the surrounding blocks.
  • Against the tax-credit ceiling: the state's 2026 maximum gross rent at 60% is $1,181 for a one-bedroom and $1,417 for a two-bedroom. The 80% apartments here rent for $91 to $136 and $97 to $122 less than those figures.
