It has 7 studios: two at 40% AMI for $940 a month, one at 80% AMI for $2,040 and four at 100% AMI for $2,441. Applications are not open yet. The listing has no deadline. With a voucher, the minimum income does not apply, and all three rents are under the 2026 CityFHEPS studio amount.

Last checked: October 18, 2026, against the Housing Connect listing for lottery 7690, read three times that day, its rent table and Housing Connect's open-lottery search, which did not list it; the Housing Connect FAQ; HPD's 467-m page and guide Applying for Affordable Housing; CityFHEPS form DSS-8r (dated October 14, 2026); Department of Buildings job filings (jobs B01318976 and B01361095), older filings and certificates of occupancy (DOB NOW and BIS); HPD's Affordable Housing Production by Building data; PLUTO; ACRIS records for Brooklyn block 8147; City Planning's GeoSearch; HUD's Small Area Fair Market Rents; and the MTA's subway station data. • Area median income (AMI)The middle income for the area, adjusted for household size. A lottery apartment "at 60% AMI" is for households earning up to about 60% of it. The agency's income chart turns each level into dollar limits.
  • Lottery (NYC Housing Connect)Every complete application gets a random log number. The marketing agent works through applications in log-number order within each preference group, so applying early does not help.
  • Minimum incomeThe lowest yearly income the listing accepts for an apartment, so the rent is not too large a share of income. Housing Connect does not apply it to households with a voucher or rental subsidy.
  • Marketing agentThe company the building hires to run its lottery and check applicants' papers.
  • Certificate of occupancyThe Department of Buildings' sign-off that a building, or part of it, can be lived in.
  • 467-mA New York State property tax exemption for turning non-residential buildings into rental apartments. HPD runs it in New York City and calls it the "Affordable Housing from Commercial Conversions Tax Incentive Benefits" program, or AHCC.

  • Housing Choice Voucher (Section 8)Rental help run by a housing authority. You find a home, and the agency checks the unit, rent and your household before it approves payment.
  • FMR and SAFMRHUD rent estimates for an area (Fair Market Rent) or ZIP code (Small Area Fair Market Rent). They include rent and most tenant-paid utilities. Your agency may use a different payment standard.

What 467-m and "AHCC" Mean for These Studios

The listing describes the lottery as "(7) 467M AHCC studio units at 40%, 80% and 100% AMI." HPD's page says 467-m gives "real property tax exemptions for the conversions of non-residential buildings." It spells out AHCC as the "Affordable Housing from Commercial Conversions Tax Incentive Benefits" program, so AHCC is the program's name, not a rent term.

467-m, in the words of HPD's page
  • Rent rules"Affordable Housing Units are permanently subject to Rent Stabilization."
  • Income levels"There are no more than three Income Bands for all Affordable Housing Units" and "No Income Band exceeds 100% of AMI."
  • Lowest band"At least 5% are Affordable Housing Forty Percent Units."
  • Same doorsthe apartments "shall share the same common entrances and common areas" and "shall not be isolated to a specific floor or area."
The two unit-mix rules on HPD's 467-m page
RuleWhat HPD's page says
Option 1"Have a unit mix proportional to that of the rental Market Units"
Option 2"At least 50% of the Affordable Housing Units have two (2) or more bedrooms and no more than 25% of the Affordable Housing Units have less than one (1) bedroom"

What it means: all 7 lottery apartments are studios. No record opened names the rule this building follows, so ask HPD at 467-m_AHCC@hpd.nyc.gov.

Can You Use CityFHEPS or Section 8 at 904 East 98th Street?

Yes. Housing Connect accepts vouchers, and a voucher holder does not have to meet the minimum income. Each rent is under the 2026 CityFHEPS studio amount of $2,604: by $1,664, $564 and $163. The listing does not say which utilities the rents include.

The Housing Connect FAQ says: "Minimum income requirements do not apply if you have a voucher or a rental subsidy. However, rent should be within maximum limits allowed by your voucher or rental assistance program."

What DSS-8r and the FAQ add
  • Family sizeDSS-8r lists the $2,604 studio amount on a row for a family of 1. Its rows for 2 people start at one bedroom, $2,734. Ask DSS how a two-person household's amount applies to a studio.
  • Credit check"Applicants qualifying with rental subsidy are not subject to a credit check or review of rental history."
Watch outthe CityFHEPS amount assumes the rent covers all utilities. This listing names no utility that tenants pay. A voucher program subtracts a utility allowance when tenants pay. This report subtracts none.

How the Rents Compare With HUD's Figure for ZIP Code 11236

All three rents are below HUD's $2,500 studio figure for ZIP code 11236. The $2,441 studios come closest, $59 below it.

Frequently Asked Questions

When can I apply for 904 East 98th Street on Housing Connect?

Not yet. The building is Housing Connect lottery 7690, "904 East 98th Street Apartments." On October 18, 2026, the listing showed rents but no deadline. It was not in the open-lottery search. No opening date is published. A household can finish its Housing Connect profile now and watch the listing.

What is the rent at 904 East 98th Street?

All 7 apartments are studios. Two rent for $940 a month at 40% AMI, one for $2,040 at 80% AMI and four for $2,441 at 100% AMI. These are the listing's rents as read on October 18, 2026. The listing does not say which utilities the rents include, so the full cost may be higher.

How much do you have to earn for 904 East 98th Street?

Without a voucher, from $37,989 a year for a $940 studio, $75,703 for the $2,040 studio and $89,452 for a $2,441 studio. The most is $118,800 for one person and $135,700 for two. Only one or two people may apply. With a voucher, the minimum income does not apply.

Does 904 East 98th Street take Section 8 or CityFHEPS?

Yes. The Housing Connect FAQ accepts Section 8 and CityFHEPS, and the minimum income does not apply with a voucher. All three rents are under the 2026 CityFHEPS studio amount of $2,604. The highest, $2,441, is $163 under it. The FAQ says the rent should be within your program's limits.

Why do the studios at 904 East 98th Street have three different rents?

Each studio is set aside for one of three income levels: 40%, 80% or 100% of AMI. The listing ties the rent and the income range to that level, not to the size. So the two $940 studios take the lowest incomes. The four $2,441 studios take the highest incomes the listing allows.

Is 904 East 98th Street the same as 1285 Rockaway Avenue?

They are the same lot. Housing Connect, DOB NOW and PLUTO use 904 East 98th Street for Brooklyn block 8147, lot 24. The 2023 certificate of occupancy and several older deeds list the lot as 1285 Rockaway Avenue. The building next door, 1305 Rockaway Parkway, is a separate Housing Connect lottery.

Is 904 East 98th Street in Canarsie or East New York?

City Planning's GeoSearch places it in Canarsie, ZIP code 11236. Department of Buildings filings tag the lot "East New York-New Lots," and the 2023 certificate says "East New York." The lot is in Brooklyn Community Board 18. The listing itself names no neighborhood, so the records disagree on the name.
