What Brush Park Apartments Is and Who Built It

Brush Park Apartments is a new four-story building at Winder and Brush streets with 53 apartments above ground-floor commercial space.

  • Developer: MHT Housing, a nonprofit that the City calls "one of the largest builders and owners of affordable housing in metro Detroit".
  • Manager: Continental Management, of Bingham Farms.
  • Cost: $19 million, the City says.
  • Financing: a 9% Low-Income Housing Tax Credit from MSHDA's February 2021 round, financing from Bedrock, a construction loan from Fifth Third Bank, tax credit equity from CVS Health and CREA, and a Federal Home Loan Bank of Indianapolis grant.
  • Ground floor: "about 3,800 square feet of commercial space". The permit describes two retail units, and a later permit covers a day care fit-out in the building.
  • A sister building: MLK on 2nd, 3515 Second Avenue, opened the same day under the same developer.

Using a Housing Voucher at Brush Park Apartments

Eight apartments have a voucher attached. In the rest you can use your own, but at the 80% level the listed rent is over the payment standard.

What is settled and what to ask
  • Vouchers attached"Of the 10 units for those earning up to 30 percent AMI, eight will have Project-Based Vouchers (PBVs) through the Detroit Housing Commission, ensuring that those residents won't pay more than 30 percent of their income on rent and utilities", the City says.
  • Your own voucherthe manager's listing is marked "Accepts Section 8 Vouchers".
  • Michigan lawa landlord with five or more units may not deny a tenancy "based on the source of income" of a renter (MCL 554.601c). See whether landlords have to accept Section 8.
  • State tax-credit ruleMSHDA's compliance manual lists "imposing minimum income requirements for Section 8/HCV participants" as a prohibited practice.
