Apartments, Income Limits and Rent Caps at Canfield Parks

  • Sizes by level, for 36 apartments: MSHDA's report lists eight one-bedrooms at 30%; three one-bedrooms and two two-bedrooms at 50%; five and six at 60%; seven and five at 80%.
  • Not published: the sizes of the other 24 (three at 30%, nine at 40%, twelve at 80%). By subtraction they are 17 one-bedrooms and seven two-bedrooms.

The building has not published its rents, so the firm numbers are the State's caps for each income level and apartment size.

50% (5)$983$1,180
60% (11)$1,179$1,416
80% (24)$1,573$1,888

What it means: these are ceilings on rent and tenant-paid utilities together, not the building's rents.

Source: MSHDA, Income and Rent Limits effective May 1, 2026, Wayne County, "Rent By Bedroom"; apartments at each level in brackets.

  • Why these apply: MSHDA's report on the building caps "tenant-paid contract rent plus tenant-paid utilities" at 30% of one twelfth of the income limit for the apartment's level.
  • "Income-based rent": the leasing site's phrase, unexplained. The City describes two kinds of regulated apartment: one where renters "are not paying more than 30% of their monthly income on rent", and one where "there is a maximum rent the landlord can charge".
Maximum household income, 2026
Household30%40%50%60%80%

4 people$31,440$41,920$52,400$62,880$83,840

What it means: find your household size and read across. One person earning $32,000 is over the 40% limit and under the 50% limit, so the 50%, 60% and 80% apartments are the ones to ask about.

Source: the same MSHDA table, Wayne County, effective May 1, 2026.

Watch outthe building has not published a minimum income or a household-size rule. Being just over a limit moves you to a level with a higher cap. One person earning $30,000 misses the 40% limit by $640, and at the 50% level rent and utilities for a one-bedroom may reach $983 a month, which is 39% of that income.

For other counties and household sizes, use the Section 8 income limits tool.

Using a Housing Voucher at Canfield Parks Apartments

A voucher can be used here: Michigan law bars a landlord with five or more units from turning a renter down over a voucher, and the building's own City listing says the income requirements do not apply to voucher holders.

What is settled and what to ask
  • On the building's Home Connect listing"If you have a Section 8 Housing Choice Voucher, the income requirements do not apply." The listing does not say whether that means a minimum, the maximum or both.
  • Michigan law since April 2, 2025a landlord may not deny a tenancy "based on the source of income" of a renter and, if it requires "a certain threshold level of income", may not "exclude any source of income in the form of a rent voucher or subsidy" (MCL 554.601c). See whether landlords have to accept Section 8.
  • State tax-credit ruleMSHDA's compliance manual lists "imposing minimum income requirements for Section 8/HCV participants" as a prohibited practice. A building may ask only for "adequate income to pay the out-of-pocket portion of rent".
  • Apartments with vouchers attachedeight in the City's 2024 notice; seven, on one-bedrooms at the 30% level, in MSHDA's report on 36 of the apartments.
  • Still appliesMSHDA's report requires tenants "whose income does not exceed" the limit for the apartment's level, with no exception for voucher holders. Read the listing's sentence as being about a minimum, and confirm with the office.

2 bedrooms, 50%$1,180$1,221
2 bedrooms, 60%$1,416$1,221
2 bedrooms, 80%$1,888$1,221

What it means: if the building charged the maximum, one-bedrooms at 30% and 40% and two-bedrooms at 30%, 40% and 50% would fit under MSHDA's standard. A one-bedroom at 50% would be $15 over, and the 60% and 80% apartments $195 to $667 over.

Source: MSHDA's 2026 rent limits and its Housing Choice Voucher Payment Standards effective December 2, 2025, ZIP code 48208, unchanged in the schedule for December 2, 2026. Both columns include utilities.

  • Two agencies issue vouchers in Detroit. MSHDA publishes a standard for every ZIP code. The Detroit Housing Commission has not published a 2026 table of its own: the file it links as "Payment Standards 2026" is a scan of HUD's small-area rent table, which for fiscal year 2026 lists $880 for a one-bedroom and $1,110 for a two-bedroom in 48208. Ask the commission for the amount that applies to you. See how much Section 8 pays in Detroit and the Detroit Section 8 guide.
  • Utilities: which ones the tenant pays is not published. MSHDA's Wayne County schedule, effective December 2, 2025, allows $27 a month for gas heat or $43 for electric heat in a one-bedroom. See how the Section 8 utility allowance works.

The apartments with vouchers attached are applied for through the commission, which says "The PBV rental assistance is attached to the property and isn't transferable."

How the Caps Compare With Rents in ZIP Code 48208

For 40 of the 60 apartments, the State's cap is at or above what HUD estimates an ordinary apartment rents for in ZIP code 48208.

1 bedroom, 50%$983$940
1 bedroom, 60%$1,179$940
1 bedroom, 80%$1,573$940

What it means: one-bedrooms at 30% and 40% are capped $351 and $154 below HUD's figure. The 50% cap is $43 over it and the 80% cap $633 over it. For two-bedrooms HUD's figure is $1,180: the 50% cap equals it and the 80% cap is $708 over it.

  • Why a cap can exceed local rents: the caps come from the median family income of the whole metropolitan area, $104,800 in 2026. HUD's rent figure is for one ZIP code. A cap above the area's rents does not mean the building charges that much, so ask for the actual rent.
