What Henry Street Apartments Is and Who Restored It
Henry Street Apartments is the restoration of seven early-1900s buildings on one block at Henry Street and Cass Avenue, and its 84 income-restricted apartments are all in two of them.
- The two buildings: Bretton Hall, 439 Henry Street, opened in 1915 and has 40 apartments. The Claridge, 459 Henry Street, opened in 1916 and has 44.
- Other names: "Bretton Hall - Henry Street 9% Apartments" and "The Claridge - Henry Street 4% Apartments" on Home Connect; "Henry St. Apartments" on the housing commission's list; "Henry Street Redevelopment" in City filings.
- The rest of the block: 86 market-rate apartments in four more buildings, due March to May 2027 on the leasing site, and Ralston Commons, 447 Henry Street, a community building.
- Developers: Olympia Development of Michigan, an Ilitch company, and Cinnaire Solutions, a nonprofit, in their release of August 28, 2024.
- Design, construction and management: Neumann/Smith Architecture, O'Brien Construction and Elite Property Management, in the same release.
- Cost and financing: $80 million in the release and $81,999,355 in the City's notice, which lists tax-credit equity, $500,000 in City HOME funds, $1.5 million in American Rescue Plan Act funds from the City and eight commission vouchers.
- 2016affiliates of Olympia Development finish buying the block.
- January 30, 2023permits are applied for at both buildings.
- May 15, 2024the City gives notice that it will ask HUD to release HOME funds and eight project-based vouchers.
- August 14, 2024the City issues permits BLD2023-00213 and BLD2023-00216. Work begins two weeks later.
- June 30, 2026Home Connect listings are created for both buildings.
- September 2026The Claridge's opening date on the leasing site, which labels Bretton Hall "Now Available".
What it means: the City's dataset lists both buildings as completed in 2026, and the four market-rate buildings come later.

Where 439 and 459 Henry Street Are and How to Get Around
The two buildings stand about 40 yards apart on the south side of Henry Street, west of Cass Avenue, in ZIP code 48201 and City Council District 6.

Rents and Income Limits at Henry Street Apartments
Home Connect lists two rents for each size, the same at both buildings: $652 and $1,019 for a studio, and $690 and $1,083 for a one-bedroom.
| Apartment | Lower rent | Higher rent | Bretton Hall size | The Claridge size |
|---|---|---|---|---|
| Studio | $652 | $1,019 | 378 to 476 sq ft | 315 to 434 sq ft |
| 1 bedroom | $690 | $1,083 | 540 to 691 sq ft | 651 to 662 sq ft |
What it means: the listings do not say which income level each rent goes with, so ask before you apply.
Source: rents from the two Home Connect listings, last updated September 15 and September 11, 2026; sizes from the floor plans page of henrystreetdetroit.com.
- What the rents line up with: each lower rent is $82 (studio) or $96 (one-bedroom) under the State's 2026 cap for the 40% level, and each higher rent is the same amount under the 60% cap. That is what a rent set at the cap, less a utility allowance, looks like. This reading is VoucherMatch's, not the listing's.
- The 30% apartments: the City's notice attaches eight commission vouchers, and the dataset counts eight apartments at 30%. With a project-based voucher, rent is set from the household's income.

| Income level | Bretton Hall | The Claridge |
|---|---|---|
| 30% of area median income | 8 | 0 |
| 40% | 9 | 0 |
| 60% | 23 | 44 |
What it means: 67 of the 84 apartments are at the 60% level. The dataset puts every Claridge apartment at 60%, yet The Claridge's listing carries the lower rents too, so ask which rents that building has.
Source: City of Detroit, Multifamily Housing Sites Under Construction and Completed, records HRD11505 and HRD12428; dataset last edited October 2, 2026.
| Household | 30% | 40% | 60% |
|---|---|---|---|
| 1 person | $22,020 | $29,360 | $44,040 |
| 2 people | $25,170 | $33,560 | $50,340 |
| 3 people | $28,320 | $37,760 | $56,640 |
What it means: one person earning $32,000 is over the 40% limit and under the 60% limit, so the higher rents are the ones to ask about.
Source: MSHDA, Income and Rent Limits effective May 1, 2026, Wayne County.
Watch outthe leasing site labels Bretton Hall "NOW AVAILABLE (Affordable)" and The Claridge "September 2026 (Affordable)". Neither it nor Home Connect says how many apartments are open, so call the leasing office before you count on one.

Using a Housing Voucher at Henry Street Apartments
A voucher can be used here, and the two lower rents fit under MSHDA's payment standard for ZIP code 48201 while the two higher rents are above it.
- On both Home Connect listings"If you have a Section 8 Housing Choice Voucher, the income requirements do not apply." The listings do not say whether that means a minimum, the maximum or both.
- Michigan law since April 2, 2025a landlord with five or more units may not deny a tenancy "based on the source of income" of a renter and, if it requires "a certain threshold level of income", may not "exclude any source of income in the form of a rent voucher or subsidy" (MCL 554.601c). See whether landlords have to accept Section 8.
- State tax-credit ruleMSHDA's compliance manual lists "imposing minimum income requirements for Section 8/HCV participants" as a prohibited practice.
- Apartments with vouchers attachedeight, in the City's notice. The commission's list names "Henry St. Apartments", studios and one-bedrooms, with its waiting list open on October 6, 2026.

| Apartment | Listed rent | Rent plus implied utilities | MSHDA payment standard |
|---|---|---|---|
| Studio, lower rent | $652 | $734 | $954 |
| Studio, higher rent | $1,019 | $1,101 | $954 |
| 1 bedroom, lower rent | $690 | $786 | $1,044 |
| 1 bedroom, higher rent | $1,083 | $1,179 | $1,044 |
What it means: the lower rents are $220 and $258 under the standard with utilities. The higher rents are $65 and $39 over it before utilities and $147 and $135 over with them.
Source: rents from Home Connect; the middle column adds the $82 and $96 described above and equals the State's cap; MSHDA Housing Choice Voucher Payment Standards effective December 2, 2025, ZIP code 48201, unchanged in the schedule for December 2, 2026. The payment standard covers rent and utilities together.
- If the rent is over the standard: you pay the difference, and federal rules bar your agency from approving a new lease if your share would top 40% of your adjusted monthly income (24 CFR 982.508). Ask your agency to run the numbers first.
- Two agencies issue vouchers in Detroit. MSHDA publishes a standard for every ZIP code. The Detroit Housing Commission has not published a 2026 table of its own; HUD's table for fiscal year 2026 lists $890 for a studio and $990 for a one-bedroom in 48201. See how much Section 8 pays in Detroit and the Detroit Section 8 guide.
- Utilities: which ones the tenant pays is not published. The commission's list mentions "individually controlled heat and air". See how the Section 8 utility allowance works.
