What Copper Bishop Arts Is and Who Built It

Copper Bishop Arts is a 232-apartment complex in two four-story buildings on West 8th Street, owned by the Dallas Public Facility Corporation, a City-created body, and leased to its developer, which exempts it from property tax in exchange for income-restricted apartments.

  • Names and addresses: the leasing site says Copper Bishop Arts, 505 W 8th St, Dallas, TX 75208. The City Council approved it as Bishop 8th, at 505 and 510 West 8th Street. The state accessibility filing gives 510 W 8th Street.
  • Developer: BV Acquisitions, LLC; the City's file gives the track record of Breunig Ventures, a real estate private equity firm. The state filing names the owner as BV Bishop Arts Property LLC.
  • Owner of the land and buildings: the Dallas Public Facility Corporation, under a 75-year lease.
  • Manager: Willow Bridge Property Company, according to the leasing site.
  • Design firm: JHP Architecture, in the state filing.
  • Size: buildings of 106 and 126 apartments. The City's file counts six studios and 226 one-bedrooms; the state filing says 225 apartments.
  • Cost: $58,143,820 in the City's 2023 file.

  • October 7, 2026the unit map lists 21 apartments, and the contact page says "Now Open for Tours!"

Key pointthe income restrictions arrived after the project was designed. The state filing of 2022 describes a private development; the corporation's ownership, approved in 2023, is what reserves half the apartments by income.

How Many Apartments Are Income-Restricted, and at What Level

The City's file reserves 24 apartments at 60% of the area median income and 94 at 80%. The corporation's own website prints those two numbers the other way round.

What it means: 94 of the 118 restricted apartments are at 80%, and only one studio is at 60%.

Source: unit table in Dallas City Council file 23-2159, September 13, 2023. The table labels its last row, 112 one-bedrooms at $2,134, as 80%; the file's text makes half the building market-rate, so that row is read here as the market apartments.

  • 24 and 94, or 94 and 24: the City's file says the project "will reserve 40% of these units at 80%-AMI and 10% of these units at 60%-AMI". The corporation's list of leasing properties says "94 Units at 60% AMI" and "24 Units at 80% AMI". Ask the office how many it holds at each level.
  • The building's name for them: Essential Housing. Eight of the 19 floor plans on its site carry that label.
  • Sizes: the City's file has studios and one-bedrooms only. The floor plans page also lists one two-bedroom plan, B1, with no Essential Housing label.

What the Apartments Rent For in October 2026

On October 7, 2026 the building listed five Essential Housing apartments, all one-bedrooms: three at $1,547 a month and two at $1,815.

What it means: the maximums are ceilings, not the rents charged.

Source: TDHCA Income and Rent Tool, Dallas County, effective May 1, 2026; Dallas City Council file 23-2159 for the 2023 projections, which also planned market rents of $1,528 for a studio and $2,134 for a one-bedroom. The corporation says its projects follow "Rent restrictions based on 30% of the applicable AMI restricted levels as established by HUD, TDHCA".

  • $1,815 is an 80% rent: it is $2 under the 80% maximum of $1,817.
  • $1,547 is not a 60% rent: it is $185 over the 60% maximum of $1,362 and $270 under the 80% maximum.
  • No 60% rent is listed. A one-bedroom at 60% cannot rent for more than $1,362 with utilities under the 2026 table.
  • Against the market apartments: the cheapest market one-bedroom on the unit map was $1,970 for 776 square feet. The $1,815 Essential Housing apartments, at 757 and 759 square feet, are $155 under it.
Watch outonly 24 apartments are at 60%, and none was listed on October 7, 2026. If your income is under the 60% limit, ask for the 60% rent and whether there is a waiting list for those apartments.

Who Qualifies: 2026 Income Limits

Your household's gross yearly income has to be at or under the limit for your household size and the apartment's level; the building publishes the limits itself.

Maximum household income for Essential Housing, 2026
HouseholdAt 60%At 80%
1 person$50,880$67,840
2 people$58,140$77,520
3 people$65,400$87,200
4 people$72,660$96,880

What it means: a single renter earning $60,000 is over the 60% limit and under the 80% limit, so only the 80% apartments are open to that renter.

Source: the building's questions page, October 7, 2026; the figures match the TDHCA Income and Rent Tool for Dallas County, effective May 1, 2026.

  • How to pre-qualify: the site says applicants "may qualify if their household income falls within the AMI (Area Median Income) ranges" and tells them to call the office for the documents and steps.
  • Minimum income: not published. For voucher holders, state law caps any income test at 250% of their share of the rent.
  • Every adult applies: "All individuals 18 years of age or older are required to complete an application, receive approval, and be listed on the lease."

Does Copper Bishop Arts Take Section 8 Vouchers?

It has to consider voucher holders: Texas law bars a Public Facility Corporation building approved under its 2023 rules from refusing them, and this one was approved after those rules took effect.

The rule, the dates and the building's own statement
  • The ruleTexas Local Government Code section 303.0425(e), in force since June 18, 2023, says the operator "may not: (1) refuse to rent a residential unit to an individual or family because the individual or family participates in the housing choice voucher program".
  • The income testthe same section bars a standard that requires a voucher household to have "a monthly income of more than 250 percent of the individual's or family's share of the total monthly rent".
  • The datesthe corporation's board approved the term sheet on June 27, 2023 and the City Council approved the project on September 13, 2023.
  • The building's statement"All applicants, including housing choice voucher recipients, must meet applicable eligibility requirements, which may include income qualifications, screening criteria, and program-specific guidelines."
  • The owner's requirementthe Dallas Public Facility Corporation says its partners must "Ensure there is no source of income discrimination at the property".

  • Studios: DHA's standard is $1,449. The 60% maximum of $1,272 is $177 under it; the 80% maximum of $1,696 is $247 over.
  • With utilities added: DHA's all-electric allowance for a one-bedroom is $93. If the tenant pays all of it, the $1,547 apartment comes to $1,640, which is $128 over the standard. The site does not say which utilities a tenant pays.
  • Over the standard is not a refusal: the household pays the difference, but at a first lease "the family share must not exceed 40 percent of the family's adjusted monthly income" (24 CFR 982.508).
