Texas Section 8 Fair Market Rent Benchmarks by County (FY2027)

The tables below compare HUD’s FY2027 Fair Market Rent benchmarks across Texas. They are market reference figures, not approved rents, adopted payment standards or the amount an individual voucher pays. Confirm the fiscal year and effective date in HUD’s FMR data, then use the responsible housing authority’s own documents for a proposed tenancy.

For Houston, Housing Alliance HTX and HCHA have separate adopted documents; the benchmark for Harris County is not either agency’s rent offer. For local application guidance, use the Houston city guide; for adopted amounts and household examples, use the Houston payment article.

Year over year, 204 of the 254 counties with figures in both years went up and 49 went down; 1 did not move. Dallam County had the biggest jump, $1,170 to $1,381 (+18.0%). Karnes County took the biggest cut, $1,270 to $1,143 (-10.0%). Five metros in Texas are on HUD's mandatory Small Area FMR list (Beaumont-Port Arthur, TX; Dallas, TX; Fort Worth-Arlington, TX; Houston-The Woodlands-Sugar Land, TX; San Antonio-New Braunfels, TX). In those areas, consult the applicable ZIP-based agency policy; a county FMR is an area benchmark, not an average of the adopted ZIP payment standards.

Reading the table. HUD benchmarks, authority payment standards and household assistance are distinct. Do not calculate an assumed 90–110% range and present it as an adopted agency schedule. ZIP-based policies, exceptions, program differences and agency implementation dates can change the applicable result. Ask the administrator for the actual standard, utility allowance and household payment.

Can a Landlord Refuse a Voucher in Texas?

Voucher rules depend on the property and applicable program requirements. TDHCA’s renter guidance explains restrictions on refusing federal rental assistance at properties it monitors. Ask which requirements apply to the actual property and retain its written screening criteria. Do not interpret a general statement about voluntary participation as an exemption from every program or fair-housing requirement.

Can a landlord refuse Section 8 in Texas? Voucher rules depend on the property and applicable program requirements. TDHCA’s renter guidance explains restrictions on refusing federal rental assistance at properties it monitors. Ask which requirements apply to the actual property and retain its written screening criteria. Do not interpret a general statement about voluntary participation as an exemption from every program or fair-housing requirement.

Where is my housing authority’s actual payment standard? Use the official agency program or document page and check the effective date inside the file. Ask staff which schedule applies to the program and transaction; a filename or annual HUD release alone does not resolve that question.
