What Tabor Village Is and Who Is Building It
Tabor Village is a 229-apartment community for people 55 and over, going up on about 19 acres that Mt. Tabor Baptist Church sold for the purpose, and financed with housing tax credits and bonds from the City of Dallas Housing Finance Corporation.
- Developers: Lincoln Avenue Communities, with Onyx Legacy Group of Dallas as co-developer.
- Public partner: the Dallas Housing Finance Corporation. The City's file says an entity it wholly owns will be the general partner.
- Architect: HEDK Architects of Addison, in the state registration.
- The buildings: the City's file describes "the two-story apartment building with elevator access and enclosed hallways for seniors (55+)". A trade article counts seven buildings.
- The land: the church, founded in 1959, sold the parcel instead of donating it, according to Tax Credit Advisor.
- Earlier name: Baraboo Hills, in the state's tax-credit inventory.
- February 11, 2025the Dallas Housing Finance Corporation declares its intent to issue up to $38 million in bonds.
- September 4, 2025the City Plan Commission's agenda carries the plat of the 19.925-acre lot.
- November 12, 2025the City Council holds a public hearing, adopts a resolution of no objection to the tax-credit application (25-1803) and approves the bonds (25-1731).
- December 11, 2025approval date for $2,598,977 a year in housing tax credits in the state's inventory.
- June 2026trade press reports the financing secured, with a $38 million bond reservation; CVS Health says it invested more than $5 million that month.
- August 2026groundbreaking. Tax Credit Advisor dates it August 17; the developer's August 19 release says "Tuesday's groundbreaking", which was August 18.
- Late 2027first apartments expected, the developer told Tax Credit Advisor.
- July 2028completion, according to CVS Health, one of the investors.
What it means: the earliest move-in is more than a year away, and the dates are the developer's estimates.

How Many Apartments Are Income-Restricted, and at What Levels
The Council's resolution counts 206 income-restricted apartments, 35 at 50% of the area median income and 171 at 60%, and 23 at market rent.
View the data table
| Level | Apartments |
|---|---|
| At or under 50% | 35 |
| At or under 60% | 171 |
| Market rent | 23 |
What it means: three of every four apartments are at the 60% level. The 35 apartments at 50% are the ones with the lower rent ceiling.
Source: resolution 25-1803, November 12, 2025.
- By size: 97 one-bedrooms and 132 two-bedrooms. No record splits the sizes by income level.
- Why there are market apartments: the City's file says its fair housing review led the developer to add them, because the census tract's poverty rate is high.
- The state's count matches: the tax-credit inventory lists 229 apartments, 206 with tax credits, serving an "Elderly" population.
- How long the limits last: not stated in the City's file. The state's agreement for this building was not found online.

What the Apartments Will Rent For
No rent has been published for Tabor Village, and none will apply until the building opens.
The table shows the most a tax-credit apartment in Dallas County could charge in 2026. The limits are reset each year, so the figures at opening will be the ones for 2027 or 2028.
| Level | 1 bedroom | 2 bedrooms |
|---|---|---|
| 50% | $1,135 | $1,362 |
| 60% | $1,362 | $1,635 |
What it means: the cap covers rent plus an allowance for the utilities a tenant pays, so the rent itself is lower by that allowance.
Source: Texas Department of Housing and Community Affairs (TDHCA) Income and Rent Tool for Dallas County, run October 6, 2026, effective May 1, 2026.
Watch outa tax-credit rent does not follow your income. The cap is set from the area's median income, so a 50% one-bedroom at its 2026 cap would come to $13,620 a year with utilities whether the tenant's income is $20,000 or $42,000. Only a voucher or other rental assistance ties the rent to what you earn.
- Market apartments: the 23 have no rent cap. Tax Credit Advisor reports that Onyx's partners first proposed a market-rate project "but realized that the rents in the area would not support it".
- Not published: utility arrangements, deposits, fees and pet charges.
Who Qualifies: Age and 2026 Income Limits
You would need to meet the building's age rule, and for an income-restricted apartment your household's gross yearly income would have to be at or under the limit for its level.
| Household | 50% | 60% |
|---|---|---|
| 1 person | $42,400 | $50,880 |
| 2 people | $48,450 | $58,140 |
| 3 people | $54,500 | $65,400 |
| 4 people | $60,550 | $72,660 |
What it means: a couple with $50,000 a year in Social Security and pensions is over the 50% limit and under the 60% limit.
Source: TDHCA Income and Rent Tool, Dallas County, effective May 1, 2026.
- Age: the City's file says the building is "for seniors (55+)", and CVS Health describes "206 affordable homes for residents age 55+". Whether every member of a household must be 55 is not published.
- What counts as income: gross income from all sources. The qualifications page of another Dallas tax-credit building lists Social Security, pensions, wages and income from assets.
- Church membership is not required. The developer told Tax Credit Advisor it expects overlap between the congregation and residents and that "It's certainly not any form of requirement for residency".
Will Tabor Village Take Section 8 Vouchers?
A Texas building financed with housing tax credits may not refuse a household because it has a Housing Choice Voucher, and Tabor Village is such a building.
Texas Government Code section 2306.269(b) prohibits a tax-credit development from "excluding an individual or family from admission to the development because the individual or family participates in the housing choice voucher program". It also bars an income test that requires a voucher household to have "a monthly income of more than 2-1/2 times the individual's or family's share of the total monthly rent".

| Apartment | Rent cap at 50% | Rent cap at 60% | DHA payment standard |
|---|---|---|---|
| 1 bedroom | $1,135 | $1,362 | $1,215 |
| 2 bedrooms | $1,362 | $1,635 | $1,422 |
What it means: a 50% apartment at its cap is $80 and $60 under DHA's standard. A 60% apartment at its cap is $147 and $213 over it.

- Still applies: the age rule and the income limit for the apartment's level.
- Not published: anything from the developer about vouchers.
- The 2027 figures are not out. DHA's payment standards page still opened the 2026 schedule on October 7, 2026.

How the Rent Caps Compare With Typical Rents in ZIP Code 75241
The 50% caps are below what HUD estimates an ordinary apartment costs in ZIP code 75241, and the 60% caps are above it.
View the data table
| Apartment | Rent cap at 50% | Rent cap at 60% | HUD fair market rent |
|---|---|---|---|
| 1 bedroom | $1,135 | $1,362 | $1,260 |
| 2 bedrooms | $1,362 | $1,635 | $1,480 |
What it means: the 50% caps are $125 and $118 under HUD's figure and the 60% caps are $102 and $155 over it. A cap is a ceiling; what the building charges is not yet known.
Source: TDHCA Income and Rent Tool; HUD Small Area Fair Market Rents for fiscal year 2027, in effect since October 1, 2026, HUD's estimate of the 40th-percentile rent in the ZIP code.
- What that means for 171 apartments: at the 60% level, the income limit is what restricts the apartment. The rent the program allows is higher than the area's typical rent.
