What Trinity West Villas and Lofts Are and Who Is Building Them
Trinity West Villas and Trinity West Lofts are two planned apartment buildings by Builders of Hope Community Development Corporation, a Dallas nonprofit, on land the Dallas Public Facility Corporation will own and lease to it for 75 years.
- Trinity West Villas: 36 apartments at 3457 Normandy Brook Road. The state's accessibility registration reads "New construction, 3 story non-elevators apartment building. 36 units, surface parking. 30,225 SF".
- Trinity West Lofts: 100 apartments at 3155 Normandy Brook Road. No design, height or schedule for it has been published.
- Developer: Builders of Hope CDC, a builder of single-family houses until now.
- Architect of the Villas: Re Studio Architecture, which says the building "has been designed to meet certification by the National Green Building Standard".
- Owner of the land: the Dallas Public Facility Corporation, a City-created body. Its ownership exempts the property from property tax, and the income limits are the condition.
- June 22, 2022the City Council approves a loan of up to $1,906,419 for the Villas (resolution 22-0948). The schedule then: construction from August 2022 to August 2023.
- October 1, 2024the developer holds a groundbreaking ceremony for the Villas.
- November 25, 2024the Villas are registered with the state, with a start date of March 1, 2025 and a completion date of March 1, 2026.
- September 9, 2026the Council approves the corporation's ownership of both buildings and the 75-year lease (resolution 26-1384).
- No date publishedthe start of leasing at either building.
What it means: the Villas have been in City records since 2022, and the Lofts first appear in 2026.
Source: Dallas City Council files 22-1307 and 26-2588A; state registration TABS2025006370; the developer's October 2024 post.
Watch outthe records do not agree on whether the Villas are built, and no source read for this guide shows a finished building, a certificate of occupancy or a leasing office.
- Developer's project page, read October 7, 2026: "set to begin construction in Summer 2025".
- Developer's September 2025 statement: its work includes "the upcoming completion of its first multi-family construction project", which it does not name.
- State registration: a completion date of March 1, 2026 and the status "Project Closed".
- City memo, August 24, 2026: the corporation is "to acquire an unimproved property, develop, and own" both buildings.

Source: Dallas City Council file 26-2588A and the August 24, 2026 memo; City Plan Commission case D234-002, which places the Villas lot "on the west line of Normandy Brook Road, north of Singleton Boulevard".
- The land's history: Dallas Free Press reported in November 2024 that the site was part of public housing that opened in 1955 near a lead smelter, and that the subdivision's developer was approved to buy the land from the Dallas Housing Authority on the condition of mixed-income housing.

How Many Apartments Are Income-Restricted, and at What Levels
Of the 136 apartments, 71 are reserved for households at or under 80% of the area median income, 17 are capped at 120% and 48 rent at market rates with no income limit.
View the data table
| Income level | Villas | Lofts |
|---|---|---|
| 50% | 3 | 11 |
| 60% | 1 | 11 |
| 65% | 6 | 0 |
| 80% | 9 | 30 |
| 120% | 17 | 0 |
| Market rent | 0 | 48 |
What it means: the 26 apartments at 50% and 60% are 19% of the total, and 22 of them are in the Lofts, the building with no published schedule.
Source: unit tables in Dallas City Council file 26-2588A, September 9, 2026.
- By size, both buildings together: 22 efficiencies, 63 one-bedrooms, 31 two-bedrooms and 20 three-bedrooms.
- The City's own count: its September 3, 2026 memo describes "71 income-restricted units and 65 market-rate units", which puts the 17 apartments capped at 120% with the market ones.
- Federal HOME apartments: nine in the Villas, three "Low HOME" at 50% and six "High HOME" at 65%, under the 2022 loan.
- How long the limits last: 20 years in the City's 2022 file, and "30 years" in the developer's 2022 announcement. The 2026 file gives a 75-year lease and no term; state law sets a floor of 10 years.
What the Apartments Are Expected to Rent For
No rent has been advertised. The Council's September 9 file lists "anticipated" rents, from $912 for a one-bedroom at 50% in the Villas to $2,310 for a three-bedroom at 80% in the Lofts.
| Size | 50% | 60% | 65% | 80% | 120% |
|---|---|---|---|---|---|
| Efficiency | none | $1,233 (1) | none | $1,426 (5) | $1,426 (6) |
| 1 bedroom | $912 (1) | none | $1,222 (1) | $1,500 (1) | $1,500 (3) |

| 3 bedrooms | $1,116 (1) | none | $1,540 (2) | $2,212 (3) | $2,212 (6) |
What it means: in the Villas an apartment at 120% carries the same expected rent as one at 80% of the same size.
Source: Dallas City Council file 26-2588A, September 9, 2026. The 50% and 65% apartments are the ones the file calls Low HOME and High HOME.
| Size | 50% | 60% | 80% | Market |
|---|---|---|---|---|
| Efficiency | $1,027 (1) | $1,233 (1) | $1,603 (3) | $1,674 (5) |
| 1 bedroom | $1,173 (6) | $1,408 (6) | $1,749 (17) | $1,884 (28) |
| 2 bedrooms | $1,320 (3) | $1,584 (3) | $2,112 (8) | $2,681 (11) |
| 3 bedrooms | $1,466 (1) | $1,759 (1) | $2,310 (2) | $2,875 (4) |
What it means: an 80% apartment in the Lofts is expected to rent $71 to $569 under the market apartment of the same size, and a 50% apartment $647 to $1,409 under it.
Source: Dallas City Council file 26-2588A, September 9, 2026.
- Anticipated, not offered: these are the figures the City used to weigh the deal. The file does not say whether they include utilities.
- An earlier version differs: the City's August 24 memo listed the Villas' Low HOME one-bedroom at $1,408 and its top-tier three-bedrooms at $3,000, and called that tier "Market". The Council text two weeks later has $912, $2,212 and "120.0%".
| Level | Efficiency | 1 bed | 2 beds | 3 beds |
|---|---|---|---|---|
| 50% and Low HOME | $1,060 | $1,135 | $1,362 | $1,574 |
| 60% | $1,272 | $1,362 | $1,635 | $1,889 |
| High HOME | $1,358 | $1,456 | $1,749 | $2,012 |
| 80% | $1,696 | $1,817 | $2,180 | $2,519 |
What it means: the Lofts' expected one-bedroom rents at 50% and 60%, $1,173 and $1,408, are $38 and $46 above TDHCA's figures. Every other expected rent at 80% or below is under its line.
Source: the Texas Department of Housing and Community Affairs (TDHCA) Income and Rent Tool for Dallas County, run October 6, 2026, effective May 1, 2026; HUD's HOME rent limits for the Dallas area, effective June 1, 2026.
Key pointstate law caps rent in a Public Facility Corporation building at 30% of the income limit "adjusted for family size". The City's file does not show how its rents were worked out, so ask which household size the building uses for a one-bedroom.

Who Qualifies: 2026 Income Limits
Your household's gross yearly income has to be at or under the limit for the apartment's level and your household size.
| Household | 50% | 60% | 80% |
|---|---|---|---|
| 1 person | $42,400 | $50,880 | $67,840 |
| 2 people | $48,450 | $58,140 | $77,520 |
| 3 people | $54,500 | $65,400 | $87,200 |
| 4 people | $60,550 | $72,660 | $96,880 |
| 5 people | $65,400 | $78,480 | $104,640 |
| 6 people | $70,250 | $84,300 | $112,400 |
What it means: one person earning $45,000 is over the 50% limit and under the 60% limit, so the 60% apartments are the lowest level to ask about.
Source: TDHCA Income and Rent Tool, Dallas County, effective May 1, 2026.
- 65% and 120%: no source prints a table for these levels. By proportion from the 50% line, one person's ceiling would be about $55,120 at 65% and $101,760 at 120%. Those two figures are VoucherMatch's arithmetic; the building's own will govern.
- The City's file uses older figures: "approximately $49,320.00 to $65,700.00 for an individual" for 60% to 80%, against $50,880 and $67,840 in TDHCA's 2026 tool.
- A floor is not published: no minimum income, credit standard or document list has been posted.
Will Trinity West Take Section 8 Vouchers?
State law and a federal rule both bar this project from turning a renter away for holding a voucher, and neither says the voucher will cover the rent.
- State law for Public Facility Corporation buildings: Texas Local Government Code section 303.0425(e), in force since June 18, 2023, says the operator "may not: (1) refuse to rent a residential unit to an individual or family because the individual or family participates in the housing choice voucher program".
- The income test: it also bars a standard that requires a voucher household "to have a monthly income of more than 250 percent of the individual's or family's share of the total monthly rent payable for a unit".
- You can owe the gap: subsection (f) lets the operator require a voucher household "to pay the difference between the monthly rent for the applicable unit and the amount of the monthly voucher".
- Outreach: subsection (h) requires the operator to "affirmatively market available residential units directly to" voucher households.
- The nine HOME apartments: the federal rule, 24 CFR 92.253(d)(4), says owners must "not exclude an applicant with a voucher".
- Not on the developer's site: any mention of vouchers.

| Apartment | Expected rent at 50% | Expected rent at 60% | DHA payment standard |
|---|---|---|---|
| Efficiency | $1,027 | $1,233 | $1,125 |
| 1 bedroom | $1,173 | $1,408 | $1,179 |
| 2 bedrooms | $1,320 | $1,584 | $1,377 |
| 3 bedrooms | $1,466 | $1,759 | $1,737 |
What it means: a 50% apartment at its expected rent is $6 to $271 under DHA's standard, and a 60% apartment is $22 to $229 over it. The Villas' three Low HOME apartments are $267 to $621 under.
Source: Dallas City Council file 26-2588A; DHA's Housing Choice Voucher payment standards effective January 1, 2026. The standard includes utilities; the file does not say whether its rents do.
- Your income still has a ceiling. A voucher does not lift the limit for the apartment's level.
- The 2027 figures are not out. DHA's payment standards page still opened the 2026 schedule on October 7, 2026.
For how the standard becomes your share of the rent, see how much Section 8 pays in Dallas and how the utility allowance works. DHA's contact details are on the DHA page; the wider rules are in the Dallas Section 8 guide.
How the Expected Rents Compare With Typical Rents in ZIP Code 75212
Only 21 of the 136 apartments have an expected rent below what HUD estimates an ordinary apartment costs in ZIP code 75212, and the 80% apartments are expected to rent $196 to $622 above it.
View the data table
| Apartment | Expected rent at 60% | Expected rent at 80% | HUD fair market rent |
|---|---|---|---|
| Efficiency | $1,233 | $1,603 | $1,230 |
| 1 bedroom | $1,408 | $1,749 | $1,270 |
| 2 bedrooms | $1,584 | $2,112 | $1,490 |
| 3 bedrooms | $1,759 | $2,310 | $1,880 |
What it means: in the Lofts an 80% apartment is expected to rent $373 to $622 above HUD's figure. In this ZIP code the 80% level limits who can rent, and the expected rent is above the area's typical one.

- Which 21 are below it: the 14 apartments at 50%, the six High HOME apartments at 65% and the Lofts' one three-bedroom at 60%.
- The City measures it differently. Its file compares the restricted rents with the market rents the developer projects, and estimates "$60,850,170.00 in rent savings directly to residents" over 60 years.

Set-Asides, Planned Features and Transit
The 2026 file reserves apartments by income only; it names no group with a preference.
- 71 apartmentsby income, at or under 50%, 60%, 65% or 80% of area median income.
- 17 apartmentsat or under 120%, all in the Villas.
- Seniorsthe developer's 2024 post described "efficiencies for seniors". The 2026 file lists the Villas' 12 efficiencies by income level and gives no age limit.
- West Dallas residentsno written preference is on record. In 2024 the developer's then chief executive told Dallas Free Press he wanted West Dallas residents with housing needs to be the ones who rent at the Villas.
- Outdoors, in the City's memo"sitting areas, dog park, fire pits, outdoor grills, security cameras and lighting, security booth at entry, new sidewalks".
- The Villas buildingthree stories without an elevator and surface parking; the architect's rendering shows balconies.
- In the 2022 plan onlyfiber broadband and a Homestead Preservation Center on the site, and apartments of 550 to 975 square feet.
- Not postedfloor plans, appliances, laundry, pet rules, parking charges, the application fee, deposits and which utilities the tenant pays.

Three DART bus routes stop within about three tenths of a mile of both addresses, and the nearest rail station is about two and a half miles away.
| Stop or station | Service | From the Villas | From the Lofts |
|---|---|---|---|
| Singleton at Pointer | Bus routes 106 and 128 | about 0.3 miles | under 0.1 miles |
| Westmoreland at Nomas or at Pueblo | Bus routes 57 and 106 | about 0.3 miles | about 0.3 miles |
| Medical/Market Center | Trinity Railway Express | about 2.5 miles | about 2.7 miles |
| Market Center | DART Green and Orange lines | about 3.0 miles | about 3.2 miles |
What it means: this is a bus-and-car location, and the Lofts address is the closer one to Singleton Boulevard's buses.
Source: DART's schedule data of October 4, 2026; straight-line distances calculated by VoucherMatch from the two addresses as placed by Esri's geocoder, so they are approximate and the trip by road is longer.
