Voucher-friendly listings in Miami
1 listingMiami-Dade Housing and Community Development runs the metro's largest Section 8 program, with daily HCV operations handled by the Miami-Dade Quadel team, and as of October 18, 2026 its waiting list is closed with no next lottery scheduled. The Hialeah, City of Miami, Broward County, West Palm Beach and Palm Beach County lists are also closed to new tenant-based applicants; only a few senior project-based property lists are taking applications. Use the dated agency cards for current status, and the county's five ZIP groups, effective January 1, 2026, to judge what a voucher pays where.
Fair Market Rent by bedroom count
HUD rent benchmarks for FY2027, effective October 1, 2026. These are not adopted housing-authority payment standards or household subsidy amounts. The illustration shows 90% to 110% of FMR; ZIP-based schedules, approved exceptions and Moving to Work rules can differ.
| Bedrooms | FMR | Illustration: 90% to 110% of FMR |
|---|---|---|
| Efficiency (studio) | $1,953 | $1,758 to $2,148 |
| 1-bedroom | $2,121 | $1,909 to $2,333 |
| 2-bedroom | $2,564 | $2,308 to $2,820 |
| 3-bedroom | $3,277 | $2,949 to $3,605 |
| 4-bedroom | $3,749 | $3,374 to $4,124 |
The two-bedroom HUD benchmark for Miami is $2,564. Multiplying by 90% and 110% gives $2,308 to $2,820, not an approval range. Gross rent includes the applicable allowance for tenant-paid utilities. Your agency must calculate assistance using its adopted standard, your household and the proposed unit.
What changed from FY2026 to FY2027 in Miami
HUD's two-bedroom Fair Market Rent for the Miami-Fort Lauderdale-West Palm Beach, FL metro rose from $2,436 in FY2026 to $2,564 in FY2027, a change of +$128 a month (+5.3%). FY2027 figures took effect on October 1, 2026.
| Bedrooms | FY2026 | FY2027 | Change |
|---|---|---|---|
| Efficiency (studio) | $1,828 | $1,953 | +$125 (+6.8%) |
| 1-bedroom | $1,995 | $2,121 | +$126 (+6.3%) |
| 2-bedroom | $2,436 | $2,564 | +$128 (+5.3%) |
| 3-bedroom | $3,127 | $3,277 | +$150 (+4.8%) |
| 4-bedroom | $3,613 | $3,749 | +$136 (+3.8%) |
The FMR is not what the voucher pays. Each housing authority sets its own payment standard. The basic range is 90% to 110% of the applicable FMR or SAFMR, with exceptions and Moving to Work policies that may differ. A HUD effective date is not a household rent-change notice. Confirm the adopted schedule and its application to your lease or reexamination with your agency.
Already renting with a voucher in Miami? Under standard HCV rules, once the housing authority raises its payment standard, the higher amount must be used for your subsidy no later than the earliest of three dates: a rent increase that would raise your share, your next regular or interim reexamination, or one year after the increase took effect (24 CFR 982.505(c)(4)). Confirm any applicable Moving to Work policy with your agency.
Landlords: a higher FMR does not raise a contract rent by itself. You still request the increase from the housing authority, and the new rent has to pass its rent reasonableness review against comparable unassisted units.

Miami-Dade Housing and Community Development (PHCD) runs the metro's largest voucher program, and its day-to-day HCV operations are handled by the Miami-Dade Quadel team, which is why official program material points to miamidadehcv.com. The City of Miami and Hialeah run their own separate programs inside the county. An application with one agency does nothing at another, so keep each confirmation labeled with the agency's name.
Every card above carries the date it was checked and a link to the page that says so. Track openings elsewhere on the waitlist tracker.

Your ZIP code sets the standard: Miami-Dade's five groups for 2026
Miami-Dade adopted new HCV payment standards effective January 1, 2026 (memo dated January 16, 2026). They are built on HUD's Small Area Fair Market Rents: every county ZIP code belongs to one of five groups, A through E, and the group decides the standard used in your subsidy calculation.
| Group | 2BR standard (effective 1/1/2026) | Example ZIPs |
|---|---|---|
| A | $2,268 | 33030, 33054, 33136, 33150 |
| B | $2,496 | 33010, 33125, 33135, 33142, 33147 |
| C | $2,556 | 33144, 33165, 33175, 33176 |
| D | $2,835 | 33133, 33134, 33140, 33141 |
| E | $3,290 | 33131, 33132, 33139, 33160 |
The standard is the cap PHCD uses when it calculates your share, not a guaranteed rent. The program's own FAQ says the final family share and subsidy cannot be computed until you have picked a unit, because you may choose a home priced above or below the standard, and tenant-paid utilities are handled through the program's separate utility allowance schedule. The same memo prints HUD's 2026 metro FMR ($2,436 for a two-bedroom) as a benchmark; the HUD table on this page serves the same purpose, so compare a listing against your ZIP's adopted standard, not the FMR.
One trap: the memo also prints a Moderate Rehabilitation schedule at 120% of the 2026 FMR ($2,923 for a two-bedroom). That is a different program. Use the group table for an ordinary HCV voucher, and the Miami payment guide for worked examples.

Applying in Miami-Dade: registration window, lottery, then a long wait
There is no form to fill out today. Miami-Dade only takes HCV applications during an announced registration window, and as of October 18, 2026 the county page says the list is closed for registration. Openings are posted on the county's waiting-list page and published, at a minimum, in the Miami Herald, The Miami Times, Diario Las Americas and Le Floridien.
What the process looks like when it runs:
- Registration window. A short online application period, announced in advance.
- Lottery. Applicants are selected at random. The last lottery was conducted in March 2024, with 5,000 applications submitted, and the program site says the next one has not been scheduled.
- Waiting. The program FAQ says wait times "can take months or even years depending on funding availability", and that applicants are not being selected at this time.
- Eligibility review. Income documents, household composition and screening happen when your name comes up, not when you register. Generally the program FAQ puts eligibility at or below 50% of Area Median Income.
Your ranking number never changes once assigned, so save your confirmation number and check position through the links on the county page. Report address changes through the program's Waiting List Change of Address Form; a missed selection notice is lost time you do not get back. The City of Miami shows how long these lists run: it closed HCV applications in October 2014 and is still working through that list.

Where a Miami-Dade voucher goes furthest
Group B covers most of the city of Miami's rental core: Little Havana (33125, 33135), Allapattah (33142), Liberty City's 33147 and Hialeah's residential ZIPs (33010, 33012, 33013) all carry the $2,496 two-bedroom standard effective January 1, 2026. Group A ZIPs, including 33150 on the city's north side and Homestead's 33030 and 33034, carry the lowest standard ($2,268) because HUD's measured small-area rents there are the county's lowest.
Group C takes in much of the county's west and southwest, including Westchester (33165) and West Kendall (33175), at $2,556 for a two-bedroom. In Group D and E areas, such as Coral Gables (33134), Miami Beach (33139, 33140, 33141) and Brickell (33131), the standard is higher but asking rents usually are too, so check what a specific building actually charges before spending search days there.
Run the numbers against live inventory in the Miami apartment search. The group table tells you the cap; a complete unit proposal still needs the exact address, rent, bedroom count and who pays which utilities.

Refused for the voucher inside Miami-Dade? That is a Chapter 11A complaint
Chapter 11A of the Miami-Dade County Code, the county's Human Rights Ordinance, lists source of income among the protected categories for housing. Inside the county, turning an applicant away because the rent would come from a voucher is a complaint the Miami-Dade Commission on Human Rights can take at 305-375-2784, and housing complaints must be filed within 365 days of the incident.
If it happens, save the listing, the messages and the stated reason before they disappear. HOPE Inc. investigates housing discrimination in Miami-Dade and Broward counties free of charge at (305) 651-4673 and can help you decide whether what happened is a source-of-income case, a different protected-class case, or lawful screening.
Ordinary screening still applies: credit, rental history and income ratios on your share of the rent are not covered by the ordinance. And the protection does not conjure up an apartment; the unit still has to pass inspection and the rent still has to work in the county's calculation. If a dispute turns into an eviction filing or an illegal lockout, Legal Services of Greater Miami defends low-income tenants in private, public and subsidized housing at (305) 576-0080. Outside Miami-Dade the rules differ by county, so ask HOPE which law applies before you file.

Property lists and special openings are not the big list
The only lists taking applications in this metro right now are tied to specific buildings. Palm Beach County Housing Authority opened waiting lists on July 24, 2025 at five properties only, four project-based voucher sites plus Drexel House public housing, several restricted to seniors; its notice says the lists stay open indefinitely and each property needs its own online pre-application. West Palm Beach Housing Authority's open-lists page shows one entry: a project-based voucher list for the Christian Manor senior development (62 and older, efficiency and one-bedroom units), taking applications online since August 3, 2026.
A project-based voucher stays with the building. The Miami-Dade program FAQ is explicit that PBV assistance is tied to the specific unit rather than the tenant, so a PBV list is not a voucher you can take to any landlord, and a property opening is never evidence that an agency's tenant-based HCV list reopened.
Read eligibility lines before applying: age restrictions, bedroom sizes and locations are all in the announcements. And none of these agencies charges to apply where they say so; Broward County Housing Authority states its online pre-application has no fee and that early submission gives no advantage in its random lottery. When an agency's own page says openings will be advertised on its website, as West Palm Beach's HCV page does, that page beats any rumor or paid list of "open" waitlists.

Already holding a voucher: deposits, moves and the 10-day appeal window
Three rules from the Miami-Dade program's own materials save participants the most grief. First, vouchers cover rent and designated utilities only; the security deposit is yours to pay out of pocket, so budget it before you commit to a unit. Second, your family share and the subsidy amount are only final after you select a unit, because you can pick a home priced above or below your ZIP group's standard; get the rent, address and utility responsibilities in writing and submit them through the program's Intent to Move and Request for Tenancy Approval portals. Third, if you receive a termination notice, your informal hearing request must be received within 10 calendar days of the date on the notice. That deadline is short and firm.
For anything the program office does not handle, the county's Office of Housing Advocacy acts as a clearinghouse for landlord and tenant issues: referrals for housing complaints, rental assistance and legal services, plus tenant rights training. Its Housing Advocacy Hotline is 786-469-4545. It does not give legal advice or represent you, so treat it as the routing desk, and the legal aid and fair housing contacts on this page as the destinations.

Is the Section 8 waitlist open in Miami right now?⌄
No. When we checked in October 2026, all 6 Section 8 waitlists we track in the Miami area were closed to new applications. Housing authorities open and close lists with little notice, and applying is always free, so confirm with the authority before you rely on this.
Is the Miami-Dade Section 8 waiting list open right now?⌄
No. As of October 18, 2026 the county page says the waiting list is closed for registration, and the program's resource site says the next HCV application lottery has not been scheduled. The last lottery ran in March 2024. Openings are posted on miamidade.gov and published in the Miami Herald, The Miami Times, Diario Las Americas and Le Floridien.
How much does Section 8 pay for a 2-bedroom in Miami?⌄
It depends on the unit's ZIP code. Miami-Dade's standards effective January 1, 2026 run from $2,268 in Group A ZIPs to $3,290 in Group E ZIPs for a two-bedroom, with much of the city's rental core at $2,496 (Group B). The standard caps the subsidy calculation; your own payment depends on household income and who pays utilities. The Miami payment guide walks through the groups with examples.
How do I apply for Section 8 in Miami?⌄
You cannot apply today. The Miami-Dade, Hialeah and City of Miami lists are all closed as of October 18, 2026, and each agency only takes applications during an announced registration window. The county publishes openings on its waiting-list page and in four local newspapers, Hialeah posts on hialeahhousing.org, and the City of Miami has not taken HCV applications since October 2014. When a window opens, apply through that agency's official link only.
How long is the Section 8 waitlist in Miami?⌄
The program's own FAQ says wait times "can take months or even years depending on funding availability", and as of October 18, 2026 applicants from the March 2024 lottery are not being selected. The City of Miami is still working through the list it closed in October 2014. Treat any selection notice deadline as urgent and keep your address current with the agency that holds your application.
Can a landlord refuse my voucher in Miami?⌄
Not lawfully inside Miami-Dade County. Chapter 11A of the county code lists source of income among the protected categories for housing, and the Miami-Dade Commission on Human Rights takes complaints at 305-375-2784, within 365 days of the incident. HOPE Inc. at (305) 651-4673 investigates discrimination complaints free in Miami-Dade and Broward. Landlords may still apply ordinary screening such as credit and rental history.
Is county Section 8 the same as City of Miami Section 8?⌄
No. Miami-Dade Housing and Community Development and the City of Miami's housing department run separate programs with separate waiting lists, and an application to one does nothing at the other. The county's HCV operations are handled by the Miami-Dade Quadel team at miamidadehcv.com; the city's program answers at 305-416-1572. Keep the agency name on every confirmation you save.
Is any waiting list near Miami open right now?⌄
Only property-specific lists, as of October 18, 2026. Palm Beach County Housing Authority opened lists at five properties on July 24, 2025, four project-based voucher sites and one senior public housing building, and its notice says they stay open indefinitely. West Palm Beach Housing Authority opened a project-based list for the Christian Manor senior development (62 and older) on August 3, 2026. These are building-specific programs with their own eligibility rules, not tenant-based vouchers you can take to any landlord.
