- Area median income (AMI)The middle income for the area, adjusted for household size. A lottery apartment "at 60% AMI" is for households earning up to about 60% of it. The agency's income chart turns each level into dollar limits.
- Lottery (NYC Housing Connect)Every complete application gets a random log number. The marketing agent works through applications in log-number order within each preference group, so applying early does not help.
- Minimum incomeThe lowest yearly income the listing accepts for an apartment, so the rent is not too large a share of income. Housing Connect does not apply it to households with a voucher or rental subsidy.
- Marketing agentThe company the building hires to run its lottery and check applicants' papers.
- Certificate of occupancyThe Department of Buildings' sign-off that a building, or part of it, can be lived in.
- Housing Choice Voucher (Section 8)Rental help run by a housing authority. You find a home, and the agency checks the unit, rent and your household before it approves payment.
- Project-based voucher (PBV)Section 8 help that belongs to one apartment. In HPD's words, "the assistance is tied to the unit."
- CityFHEPS (New York City)The City Fighting Homelessness and Eviction Prevention Supplement: a City-funded rent supplement that the Department of Social Services (DSS) pays straight to the landlord.
- Utility allowanceThe agency's estimate of the cost of utilities you must pay. It is not a promise to pay your actual bills.
- FMR and SAFMRHUD rent estimates for an area (Fair Market Rent) or ZIP code (Small Area Fair Market Rent). They include rent and most tenant-paid utilities. Your agency may use a different payment standard.

Source: the same listing. The one studio at 50% AMI allows up to $59,400 for one person and $67,850 for two.
Watch outthe listing disagrees with itself on minimum income for the five Section 8 apartments. Its rent table prints "$0.00" as the bottom of each range. Its apartment records give minimums of $3,806 for the studio, $4,320 for the one-bedroom, $5,726 for two-bedrooms and $7,166 for the three-bedroom. Ask the hotline, 212-863-7990, which one applies.

How the Section 8 Apartments and Vouchers Work at Courtlandt Manor
Five lottery apartments carry Section 8 help, so the tenant pays a share of income. The other 14 have dollar rents that sit under the 2026 CityFHEPS maximums.
The listing says "For some of the units, applicants will need to qualify for Section 8. Eligible Section 8 residents pay 30% of their income." Its rent table marks all five 30% AMI apartments as project-based voucher units. HPD's voucher list of March 3, 2026 names "784 Courtlandt Ave" under "Active Construction Projects conditionally selected" for HPD's project-based vouchers. That list gives the sizes as one, two and three bedrooms; the listing also has a studio.
View the data table
| Apartment | Lowest dollar rent | Highest dollar rent | CityFHEPS maximum |
|---|---|---|---|
| Studio | $910 | $910 | $2,604 |
| 1 bedroom | $1,411 | $1,676 | $2,734 |
| 2 bedrooms | $1,682 | $1,999 | $2,997 |
| 3 bedrooms | $2,298 | $2,298 | $3,753 |
What it means: every dollar rent is under the maximum for its size. The five Section 8 apartments are left out, since they have no dollar rent.
Source: Housing Connect listing for lottery 7445; CityFHEPS maximums from DSS-8r, effective April 1, 2026, "if all utilities are included in the lease".
- Housing Connect's ruleits FAQ says "Minimum income requirements do not apply if you have a voucher or a rental subsidy".
- Rent must fit the voucherthe same answer says "rent should be within maximum limits allowed by your voucher or rental assistance program."
- Credit checkthe FAQ says "Applicants qualifying with rental subsidy are not subject to a credit check or review of rental history."
- Your own voucher in a Section 8 apartmentno document opened says what happens to a voucher you already hold. Ask the agency that issued it.
Key pointutilities change the math. The listing says "Rent includes electricity for heating and hot water. Tenants are responsible for electricity, including electric stove." DSS-8r's "Electric with Cooking Range" allowance is $111 for a studio, $126 for a one-bedroom, $167 for a two-bedroom and $209 for a three-bedroom. Added to the dollar rents, each total is still under its maximum, by VoucherMatch's arithmetic.
ExampleHPD says project-based vouchers "require tenants to pay 30% of their income towards rent." For its tenant-based vouchers, HPD says a tenant pays "approximately 30% of your adjusted household income toward rent, 10% of your gross income, or $50 (whichever is greater)". So the real share can be lower than 30% of gross pay.

Are the Rents at 784 Courtlandt Avenue Below Market?
Yes, every dollar rent is below HUD's typical rent for its size in ZIP code 10451. The gap runs from $621 for the higher two-bedroom rent to $1,370 for the studio, by VoucherMatch's arithmetic.

| 2 bedrooms | $1,682 | $1,999 | $2,620 |
| 3 bedrooms | $2,298 | $2,298 | $3,280 |
