23 min readBy VoucherMatch Editorial Team
Quick answerWest Harlem Renaissance is two older apartment buildings in Harlem, Manhattan, at 121-123 West 144th Street and 103-109 West 141st Street. They were renovated through HPD's Third Party Transfer Program and tax credits. NYC Housing Connect lottery 7492 listed 44 apartments. Set rents run from $1,346 to $2,092 a month, and in 11 Section 8 units the tenant pays 30% of income. Applications were due May 28, 2026. As of October 24, 2026, the lottery was not open.

Words used in this report
  • Area median income (AMI)The middle income for the area, adjusted for household size. A lottery apartment "at 60% AMI" is for households earning up to about 60% of it. The agency's income chart turns each level into dollar limits.
  • Lottery (NYC Housing Connect)Every complete application gets a random log number. The marketing agent works through applications in log-number order within each preference group, so applying early does not help.
  • Minimum incomeThe lowest yearly income the listing accepts for an apartment, so the rent is not too large a share of income. Housing Connect does not apply it to households with a voucher or rental subsidy.
  • Marketing agentThe company the building hires to run its lottery and check applicants' papers.
  • Housing Choice Voucher (Section 8)Rental help run by a housing authority. You find a home, and the agency checks the unit, rent and your household before it approves payment.
  • CityFHEPS (New York City)The City Fighting Homelessness and Eviction Prevention Supplement: a City-funded rent supplement that the Department of Social Services (DSS) pays straight to the landlord.
  • Utility allowanceThe agency's estimate of the cost of utilities you must pay. It is not a promise to pay your actual bills.
  • FMR and SAFMRHUD rent estimates for an area (Fair Market Rent) or ZIP code (Small Area Fair Market Rent). They include rent and most tenant-paid utilities. Your agency may use a different payment standard.
  • Certificate of occupancyThe Department of Buildings' sign-off that a building, or part of it, can be lived in.

What Was Renovated at West Harlem Renaissance

Two existing apartment buildings were renovated as one project. They are not new buildings. PLUTO, the City's lot database, says 121-123 West 144th Street was built in 1910 and 103-109 West 141st Street in 1920.

The listing names the lottery "West Harlem Renaissance" and describes it in one word: "Preservation." Its program line says: "This building is being constructed through the Third Party Transfer Program and Low Income Housing Tax Credit of the New York City Department of Housing Preservation and Development."

  • The work: both main jobs describe "new non-structural partition to provide new apartment layouts, new finishes, minor renovation of facades including new windows."
  • Systems: DOB filings add new plumbing, sprinklers and new heating and hot water equipment.
  • Architect: DOB names OCV Architects as applicant on both main jobs.
  • Owner: the later DOB filings name West Harlem Renaissance HDFC as owner. When the jobs were filed in 2022, they named NYC HPD for West 144th Street and Neighborhood Restore for West 141st Street.
  • HPD's record: project 68209, "TMN1002-WEST HARLEM RENAISSANCE (INFINITE HORIZONS)," counted as "Preservation." It has five buildings. The other three, at 1463 Amsterdam Avenue, 621 Lenox Avenue and 533 West 145th Street, were not in this lottery.
Watch outon October 24, 2026, the listing's only image, labeled "Rendering," was 216 by 290 pixels and could not be confirmed as these buildings. The marketing agent's site carries images with AI-generator file names. This guide uses no image from either source. The photos show stations and a hospital the listing names nearby.

The Third Party Transfer Program in HPD's Words

HPD calls the Third Party Transfer Program (TPT) "a tax enforcement program created by the New York City Council in 1996." It says: "TPT brings in new ownership of properties with significant tax arrears, and in many cases, hazardous violations, for preservation as affordable housing." The program's goal includes "keeping properties safe, habitable, and affordable for those who live there."

Can You Use Section 8 or CityFHEPS at West Harlem Renaissance?

Yes. Housing Connect accepts vouchers, and minimum income does not apply with one. Every set rent here is under the 2026 CityFHEPS maximum for its size. Eleven apartments are Section 8 units.

What it means: set rents are $626 to $2,407 under the maximum, by VoucherMatch's subtraction.

Source: Housing Connect listing for lottery 7492; DSS-8r, effective April 1, 2026, maximums "if all utilities are included in the lease."

The listing says: "Rent includes electric heating and hot water. Tenants are responsible for electricity with electric stove." So VoucherMatch takes off one DSS-8r allowance, "Electric with Cooking Range." Heat and hot water are in the rent, so nothing is taken off for them.

If you have a voucher or rental subsidy
  • Housing Connect's rule"Minimum income requirements do not apply if you have a voucher or a rental subsidy. However, rent should be within maximum limits allowed by your voucher or rental assistance program."
  • Proof"the marketing agent will contact you for proof of the subsidy and the amount of rent it covers."
  • The 11 Section 8 unitsthe listing says "many apartments come with a Project-Based" and that the "Eligible resident pays 30% of their income." It does not say which agency runs the vouchers. Ask the hotline, 212-863-7990.
