How Much Does Section 8 Pay in Baltimore? (2026 HABC Rent Review and Household Costs)

For a Baltimore City apartment with a Housing Authority of Baltimore City (HABC) voucher, start with HABC's submarket rent review and your household's calculation. HABC describes its Rent Estimate Tool as an estimated rental range based on location, bedrooms and comparable units. The final offer also depends on the property's condition and amenities. Your voucher administrator matters. HABC, Baltimore County's housing office and the Baltimore Regional Housing Partnership (BRHP) are different programs. Use the agency named on your voucher rather than selecting whichever rent table gives the highest amount.

Begin at HABC's participant resources, the Baltimore County housing department or BRHP, according to your voucher. A Baltimore mailing address does not establish which program's schedule applies.

HABC's submarkets are not interchangeable with a generic HUD ZIP-code table. HUD Fair Market Rents and Small Area Fair Market Rents can help explain market differences, but the household's adopted standard and approved rent still come from its administrator. A new HUD fiscal-year release does not by itself tell you what your agency will approve for a particular lease date.

What to gather before using a rent estimate

Write down the full address and unit number, bedroom count, asking rent, building condition and amenities. Ask who pays heat, cooking, electricity, water heating, water, sewer and other applicable services. Give the same information to the owner and housing specialist so the estimate and submitted packet describe the same apartment.

The rent shown in a listing usually means the rent paid to the owner. Gross rent adds the agency's allowance for tenant-paid utilities. Use the current utility worksheet supplied or confirmed by your program. The allowance is not a promise that your bills will equal that amount.

HABC's landlord FAQ says tenants typically pay 30% of adjusted income and may not pay a rent share greater than HABC determines. Ask for the actual household calculation rather than multiplying gross wages by 30% or offering the owner an extra payment.

A household example, separate from HABC's rent tool

These are hypothetical teaching inputs, not HABC's adopted payment standards or a quote for any Baltimore submarket: $2,000 applicable standard, $180 utility allowance, $2,000 adjusted monthly income and $600 agency-calculated total tenant payment.

Under the standard federal HCV formula, assistance equals the smaller of gross rent or the applicable payment standard, minus total tenant payment. Your administrator must confirm whether program-specific rules alter your calculation. 24 CFR 982.505

The family-share column includes the allowance; actual utility spending can differ. Notice that the subsidy stops increasing once gross rent passes the assumed standard.

For standard tenant-based HCV initial occupancy, when gross rent exceeds the payment standard, the family share cannot exceed 40% of adjusted monthly income. At the assumed income, that threshold is $800 and the final row fails. Passing the calculation still leaves the agency's rent and unit review to complete. 24 CFR 982.508

From an estimate to an approved apartment

Ask your specialist for the current tenancy-request package and submission route. Reconcile the rent, utilities, owner information and lease dates before submission. Keep a copy and track any request for missing documents, inspection repairs or rent changes. Do not treat an online estimate as permission to move in with assistance.

If a disability-related need affects the housing search or calculation, ask about HABC's reasonable-accommodation process. The applicable agency must review the request; a higher amount is not automatic.

If an owner rejects your voucher

Maryland's fair-housing law protects lawful sources of income, including housing vouchers. The Maryland Commission on Civil Rights explains housing-provider responsibilities in its source-of-income guidance. Coverage and exceptions should be assessed for the particular property and circumstances.

Save the advertisement and written response. Contact MCCR or Maryland Legal Aid for help reviewing a rejection or an income-screening requirement. A summary of an older city ordinance is not a substitute for the current state guidance.

Common Baltimore voucher questions

Does HABC's Rent Estimate Tool approve the rent? No. It supplies an estimated range. The property and household still require agency review.

Can I use the same number in Baltimore County? Confirm the administering program and any portability requirements. Do not transfer a city submarket figure to a county or BRHP calculation.
