How Much Does Section 8 Pay in Phoenix? (2026 Standards and Household Costs)
The City of Phoenix's adopted January 1, 2026 schedule varies by ZIP code. For example, its two-bedroom standard is $1,683 in 85017, $2,365 in 85004, and $3,036 in 85045. These are subsidy-calculation inputs for the city program, not automatic rent approvals or amounts every voucher holder receives.
Phoenix and the Housing Authority of Maricopa County (HAMC) are separate administrators. Start with the name on your voucher, then match the address, bedroom size and utility arrangement. For applications and current list information, use the Phoenix Section 8 guide.

The city explicitly distinguishes payment standards from maximum rents. A higher listed standard can affect the household calculation, but the authority still reviews the actual rent and unit. Do not promise an owner the table amount before that review.
A larger apartment also does not automatically raise a household's voucher bedroom size. Ask the city which column applies to your voucher and proposed unit, including any approved accommodation. Keep the written answer with the rent estimate so later comparisons use the same assumptions.
Why HAMC, Mesa and other agencies require separate checks
HAMC's January 2026 schedule uses its own grouped ZIP table at 95% of the 2026 HUD Small Area Fair Market Rents. That is a different document from the City of Phoenix table above. Mesa and other local administrators also have their own programs and forms.
The postal address, voucher issuer and receiving administrator all matter. If you are moving between agencies, ask the current issuer to establish the correct portability process before assuming the receiving agency will use your old calculation. A county name on a housing search does not make the city's rules apply everywhere in that county.
Tucson is a separate housing market and city, not a suburb within the Phoenix metro. Its agency documents should not be used to fill gaps in a Phoenix or HAMC rent estimate. For statewide comparisons, the Arizona benchmark page serves a different purpose from an adopted local payment schedule.
Phoenix utility allowances: APS and SRP are not interchangeable
The city's utility allowance page links separate January 2026 worksheets for apartments, detached homes, duplex/townhouse/row units and manufactured housing. The apartment worksheet distinguishes electric providers and services.
For a two-bedroom apartment with the selected electric services below, the 2026 apartment worksheet gives:

These totals exclude water, sewer, trash and tenant-supplied appliance allowances. Include those only when the actual tenancy and city rules require them. Do not add both APS and SRP amounts, or electric and gas alternatives for the same service.
At a showing, identify the actual provider, building category, heating and water-heating fuel, and responsibility for each bill. An advertisement saying “electric apartment” does not settle all of those questions. Ask the caseworker to confirm the completed worksheet and the size used for it.
A Phoenix two-bedroom household example
Assume a City of Phoenix household has adjusted monthly income of $1,500, an agency-determined total tenant payment of $450, and a confirmed two-bedroom standard of $1,683 for a unit in 85017. Use the $155 APS example above, with the owner responsible for the excluded services and supplied appliances.
For this ordinary HCV illustration, gross rent equals owner rent plus the utility allowance. Assistance is the lower of gross rent or the applicable standard, minus total tenant payment. The federal calculation rule describes that relationship; actual household determinations remain with the agency.

The middle row adds a $72 gap above the standard to the modeled $450 family share. The final row would put the family share at $672, above 40% of $1,500, or $600. It fails the ordinary initial-occupancy affordability test when gross rent exceeds the standard.
The table is a worked example, not an approval of any advertised home. Income deductions, an approved exception or different utility responsibilities can change the result. Rent reasonableness, inspection and complete tenancy documents remain separate requirements.
Compare actual cooling costs as well as the allowance
An allowance is part of the program calculation; it is not a cap on what the utility company can bill. Keep expected actual electricity costs in a separate household budget. Ask what usage information the owner can provide and consider the unit's condition, equipment and household needs without assuming the worksheet predicts every month.
Compare two candidates using the same categories: tenant rent to the owner, estimated electricity, other tenant-paid services, mandatory charges and travel costs. Record deposits and setup costs separately. This prevents a lower advertised rent from hiding a more expensive overall arrangement.
If the lease proposal changes a utility responsibility, ask the city to recalculate. For example, a rent reduction paired with newly tenant-paid water, sewer and trash requires more than changing one number in your own spreadsheet. The approved packet should describe the same arrangement you expect to sign.
Turn a shortlist into an approvable proposal
Use the Phoenix apartment page to organize possible units. Save the exact address and unit, bedroom count, rent, provider and utility terms, available date and management contact. Choose locations around your household's access, travel and budget needs rather than selecting a ZIP only because it has a higher standard.
Before paying an application fee, ask for the screening criteria and identify the person who will complete the owner paperwork. Ask how inspection access will be arranged and whether the quoted rent includes every required charge. The owner's willingness to work with the program is helpful, but it does not establish city approval or an assistance start date.
For an incoming voucher, begin with the issuing authority and use the city's Section 8 contact and portability information. Track packet receipt, intake and the unit proposal separately. Keep the voucher expiration and any written extension decision visible while those steps proceed.
Phoenix source-of-income protections
The city's housing-discrimination guidance includes source-of-income protections. Preserve the advertisement, screening criteria and written response if you believe voucher use affected a decision, then use the official complaint or assistance process.
Check the jurisdiction of the actual property. A Phoenix city rule should not be presented as the same ordinance for every Maricopa County location. Likewise, do not assume another city has no protection simply because it uses a different housing authority. Assistance eligibility and the legality of screening are separate questions.

Does a new HUD fiscal year replace these amounts automatically?
No. Use the agency's adopted schedule and the effective date that applies to your transaction. A future HUD benchmark is not a household payment notice.
Is the $155 allowance paid directly to every two-bedroom household?
No. It is the sum of selected APS services in one apartment example. Actual allowances depend on the approved unit, services and program calculation; utility reimbursements, where applicable, require the agency's determination.
Can I use the city table for a HAMC voucher?
Use HAMC's own schedule and calculation. Save both agency and document name with the quote so a city amount is not carried into a county file by mistake.
