Harrowgate Affordable Apartments: 51 Homes Under Construction at Sepviva Lofts, 2201 E. Tioga Street, With Rent Based on Income
Quick answerAs of October 7, 2026, Sepviva Lofts at 2201 E. Tioga Street in Harrowgate, Philadelphia, is a four-story building of 51 one-, two- and three-bedroom apartments under construction by Odin Properties. The developer said it would be finished by the end of 2026, and the City's record still lists it as under construction. Most apartments are for households at or under 50% of the area median income, and the housing authority's plan attaches a project-based voucher to all 51, so rent follows income. Applications are not open.

What the Rent Will Be and Who Qualifies
No rent table is published; what is on record is the income levels, and PHA's plan to attach rent assistance to every apartment.
| Household | 20% | 50% |
|---|---|---|
| 1 person | $17,180 | $42,950 |
| 2 people | $19,640 | $49,100 |
| 3 people | $22,100 | $55,250 |
| 4 people | $24,540 | $61,350 |
| 5 people | $26,520 | $66,300 |
What it means: these are the 2026 limits. Leasing may use the 2026 or the 2027 table, depending on when it starts.
Source: PHFA Low-Income Housing Tax Credit income and rent limits, report MTXR041, Philadelphia rows dated 5/01/2026. WHYY, writing in 2025, gave the four-person limit at 50% as $59,700, the figure then in force.

| Size | 20% level | 50% level |
|---|---|---|
| One-bedroom | $460 | $1,150 |
| Two-bedroom | $552 | $1,381 |
| Three-bedroom | $638 | $1,595 |
What it means: with a project-based voucher the tenant's share is set by income and is normally well under these ceilings.
Source: PHFA report MTXR041, Philadelphia rows dated 5/01/2026, utilities included. These are the program's ceilings, not this building's rents, which are not published.
- Income levels: WHYY reports that "the vast majority" of apartments "will be affordable to households earning at or below 50% of the area median income" and that "six units will be deeply affordable", at or under 20%.
- Units per size: not published. The reports say only that there are one-, two- and three-bedroom apartments.
- Any apartments above 50%: "vast majority" leaves room for some. No report says how many, or at what level.
- Minimum income, deposit and utilities: not published.

Do You Need a Voucher, and Can You Use One Here?
You should not need a voucher: PHA's plan lists Sepviva Lofts with 51 project-based vouchers, one for every apartment.
- In PHA's planthe table of vouchers to be project-based in fiscal year 2027 lists Sepviva Lofts with 51, described as "New construction sponsored by Liberty Housing Development Corp." Two other tables list it with 51 units under Faircloth to RAD.
- The assistance belongs to the apartment"Under the UBV Program, the rental assistance is attached to the unit. If the family moves from the unit, the housing assistance remains with the unit."
- What tenants pay"UBV Program tenants pay between to 26-30% of their adjusted income for rent based on their family size or specific UBV program." On $1,500 a month of adjusted income, that is $390 to $450.
- Who screens youthe owner first. Then "the family is referred to PHA for eligibility screening for the HCV program, including income eligibility."
- Income limit"The income limit is 50% of the Area Median Income (AMI) as established by HUD annually."
What it means: PHA's own voucher waiting list has been closed since its 2023 lottery, so this building will be a way to get rent set by income without holding a voucher first.
Source: PHA's fiscal year 2027 plan, Amendment 1, approved by HUD on June 11, 2026, and PHA's Unit Based Program overview, read October 7, 2026. UBV is PHA's name for project-based vouchers.

| Size | PHA project-based rent, citywide | PHA payment standard, Group 2 | HUD fair market rent, ZIP 19134 |
|---|---|---|---|
| One-bedroom | $1,558 | $1,390 | $1,280 |
| Two-bedroom | $1,860 | $1,660 | $1,530 |
| Three-bedroom | $2,216 | $1,990 | $1,820 |
What it means: both of PHA's figures are above HUD's estimate for this ZIP code, by $110 to $396.
Source: PHA's citywide fair market rents for project-based units, effective October 1, 2026; PHA's payment standard schedule effective November 1, 2025, which puts ZIP code 19134 in Group 2; HUD Small Area Fair Market Rents for fiscal year 2027. None of these is what a tenant pays.
- If you already hold a PHA voucher: the documents do not say how that is handled. Because the assistance here belongs to the apartment, ask PHA what happens to your voucher before you accept one.
- A voucher holder cannot be turned away for holding one. Federal tax credit law bars an owner from refusing a voucher holder "because of the status of the prospective tenant as such a holder", and Philadelphia's Fair Practices Ordinance counts the voucher program as a protected source of income.
- More on the numbers: see how much Section 8 pays in Philadelphia, how the utility allowance works and the Philadelphia Housing Authority page.
How the Rent Compares With Rents in ZIP Code 19134
A tenant here will pay a share of income, while HUD estimates an ordinary one-bedroom in ZIP code 19134 at $1,280 a month and a two-bedroom at $1,530.
- An example: on $1,500 a month of adjusted income, PHA's 26% to 30% is $390 to $450, about a third of HUD's one-bedroom figure for the ZIP code.
- The tax credit ceiling at 50% is close to the market here: $1,150 for a one-bedroom against HUD's $1,280. Without the voucher, the saving over an ordinary apartment would be small.
- How the developer describes the area: Odin's chief executive told WHYY, "for workforce housing folks that want to live kind of close to Center City, this is still a great option."
- Rent data for this ZIP code: see Section 8 rent limits for 19134 and voucher apartments in 19134.
