The document is effective July 1, 2025 and remained linked from the agency's HCV page when reviewed September 25, 2026. We have retained that date rather than relabeling it a newly adopted 2026 schedule.

The exception amount depends on the property's location in INLIVIAN's mapped area. It is not a choice the renter makes, and a HUD ZIP benchmark does not establish eligibility for it. Your household's actual payment also depends on the approved calculation, rent proposal and utilities.

The Charlotte schedule to use as your starting point

The INLIVIAN payment-standard PDF separates basic and exception areas. It instructs readers to use the smaller of the voucher size and unit size. Confirm whether any special program or approved exception affects your case.

Use the map linked by INLIVIAN to investigate the exact address, then ask the agency to confirm the applicable area. The document identifies blue areas for the exception standard and states that it no longer uses census tracts for this lookup.

If an apartment is near a boundary, save the full address and unit information. Do not settle the question by choosing a neighboring ZIP or relying on a manager's description of the neighborhood. A map result and the applicable bedroom size belong in the same agency inquiry.

Why HUD ZIP data can disagree with INLIVIAN's amount

HUD rent benchmarks describe local rental markets. A housing authority adopts standards and applies its program rules when calculating assistance. Charlotte's basic/exception schedule demonstrates why a nationwide ZIP lookup cannot substitute for the administrator's decision.

Home B's tenant rent is $40 higher, but the combined estimate is $30 lower. Your actual bills and approved shares may differ. This comparison shows why the owner rent, agency allowance and actual budget should each have a clearly labeled place in your notes.

INLIVIAN publishes a utility allowance schedule effective February 1, 2026. It distinguishes structure types and construction periods, including apartments, houses, townhomes and manufactured housing. Fuel and who supplies appliances also matter.

For a two-bedroom apartment built after 2006, selected electric components in the worksheet are $18 for heat-pump heating, $9 for cooking, $50 for other electricity and $20 for electric water heating. Their partial subtotal is $97. Electric air conditioning adds $13 if applicable, making that selection $110. Water and sewer, or tenant-supplied appliances, can add other applicable components.

This is a worksheet-reading example, not a universal $110 allowance. Do not add both heat-pump and electric-resistance heating for the same service. Have INLIVIAN confirm the category and selected components for the proposed lease.

At the showing, ask the manager for the construction period and heating system instead of guessing from appearance. Record whether water and sewer are included, individually billed or handled through another arrangement. If a required charge is unclear, send its written description to the caseworker and ask how it is treated.

Voucher size and apartment size can produce different results

A two-bedroom advertisement does not establish a two-bedroom subsidy. Under the linked INLIVIAN schedule's smaller-size instruction, a household with a one-bedroom voucher considering a two-bedroom home would start with the applicable one-bedroom amount, subject to the agency's review and any approved exception.

Similarly, a household with a larger voucher should not assume the larger column automatically applies to a smaller unit. Ask the agency to confirm the size used for the payment standard and the utility allowance. These are separate questions even when the resulting bedroom counts happen to match.

Moving a voucher to Charlotte

INLIVIAN's incoming portability instructions direct the issuing authority to send the packet to its portability staff. The page specifically says not to bring the packet to the office. It also describes local work requirements and exemptions, so confirm how those rules apply before planning a move around an out-of-area voucher.

Keep packet transmission, intake, briefing and tenancy approval as separate milestones. A landlord saying yes does not complete any agency transfer. Ask which administrator will handle the exact address, which voucher deadline applies and when the household can submit a unit.

Gastonia, Concord, Rock Hill and York are separate authorities. Searching in one of those areas does not entitle the household to carry Charlotte's exception amount across the boundary. Confirm jurisdiction and the receiving agency's calculation before relying on the old estimate.

If you are applying rather than moving an issued voucher

INLIVIAN's application portal instructions say its HCV waiting list is closed. Property applications and updates to an existing record are different tasks. A property with an application option does not mean the general voucher list has reopened.

Use the Charlotte Section 8 guide for that application stage. Keep the program, property or agency name with every confirmation. When a notice arrives, you should be able to identify which record it concerns rather than assuming every housing letter refers to the same list.

Use the agency's address map and confirmation. The current document is organized around basic and exception areas, so a ZIP label alone is not enough.

Why does a 2026 guide show a schedule dated 2025?

That is the effective date of the schedule currently linked by INLIVIAN at this review. Publication year and schedule effective date are different. Replacing the date with 2026 would misrepresent the source.
