FHEPS Queens Apartments by Bedroom Size

FHEPS rents in Queens right now

FHEPS inventory in Queens is thin on VoucherMatch at the moment, so there are too few listings to show a fair rent range. That changes as landlords add apartments. It is also worth checking every Queens listing, because many landlords who accept one voucher program will work with another.

How renting with FHEPS works in Queens

FHEPS is the state-funded rent supplement for families with children. It is tied to Cash Assistance and is usually approved in the middle of an eviction case, which is why most families in Queens first hear about it from a Housing Court attorney or a Homebase caseworker rather than from a landlord.

It can do two different jobs. It can keep you in the apartment you already have by covering rent going forward, or it can pay for a new apartment if you have to move. The listings on this page are apartments in Queens whose landlords have said they accept FHEPS for a new lease.

  1. 1

Check that you fit the program

FHEPS is for households with a child under 18 or a pregnant household member, who receive or are eligible for Cash Assistance, and who are facing eviction or lost housing because of domestic violence or a health or safety problem. If you are not sure, the HRA rental assistance line can screen you over the phone.

  2. 2

    Bring the eviction paper

The eviction notice, court summons, or landlord's formal rent demand is the document that moves an application. Bring it with photo ID, birth certificates or other proof of who lives with you, proof of income for everyone in the household, and the landlord's breakdown of what is owed.

  3. 3

Apply through HRA, Homebase, or Housing Court

All three routes end at HRA. You can start by phone with HRA, walk into a Homebase office, or ask the court clerk or your attorney to start it while your case is pending. Documents can be uploaded through ACCESS HRA.

  4. 4

Pair it with a One-Shot Deal if you owe back rent

FHEPS pays rent going forward. It does not pay arrears on its own. Families usually apply for a One-Shot Deal at the same time, which pays the landlord for the past-due months while FHEPS takes over future rent.

  5. 5

If you are moving, search inside the rent limit

When the plan is a new apartment, HRA has to approve the rent before you sign. Search at or under the limit for your household size, tell the landlord up front that the rent will be paid through FHEPS, and keep your caseworker updated on any unit you are serious about.

  6. 6

    Keep the case open

FHEPS continues as long as you stay eligible for Cash Assistance. Report income and household changes right away and answer every recertification notice. Missed interviews and deadlines are a leading reason benefits stop without warning.

What FHEPS pays and what you pay

FHEPS pays a monthly supplement on top of your Cash Assistance shelter allowance, and HRA sends the payment directly to the landlord. Together the two should cover most or all of the rent. HRA calculates your share from your income and household size.

The rent limits shown on this page are HRA's current FHEPS payment standards (HRA-146z, effective August 1, 2025): $2,646 for a studio, $2,762 for a one-bedroom, $3,058 for a two-bedroom, and $3,811 for a three-bedroom, with all utilities included. Your caseworker confirms the exact amount that applies to your household before a lease is approved.

If HRA denies the application or closes your case, you have the right to a fair hearing through the state (OTDA). The window to ask for one is limited, so request it as soon as you get the notice.

If a landlord will not take FHEPS

A landlord or broker in New York City cannot turn you down because your rent is paid through FHEPS. That is source-of-income discrimination, illegal under the NYC Human Rights Law since 2008 and under the NYS Human Rights Law statewide.

The common versions: the apartment is suddenly "no longer available" once you mention the program, an ad that says "no programs," a higher rent quoted to voucher holders, or a "40 times the rent" income rule applied to you even though the program pays most of the rent.

Write down the date, the address, and who you spoke to, and keep any texts or emails. You can report it to the NYC Commission on Human Rights at 212-416-0197 or to the HRA Source of Income Discrimination Team at 929-221-6576 (soi@dss.nyc.gov).

Who qualifies for FHEPS in Queens?

Families with a child under 18 or a pregnant household member who receive or are eligible for Cash Assistance, and who are facing eviction or lost housing because of domestic violence or a health or safety problem. The rules are the same in every borough.

What is the difference between FHEPS and CityFHEPS?

FHEPS is state-funded, limited to families with children, and tied to Cash Assistance. CityFHEPS is city-funded, also serves single adults and couples, and has its own income rules. HRA decides which one you are evaluated for based on your household and situation.

Can I apply for FHEPS before I get an eviction notice?

FHEPS requires that you are facing eviction or have lost housing for a covered reason. If you are behind on rent but have no notice yet, call the HRA rental assistance line at 718-557-1399. They can tell you whether you can apply now or whether another program fits better.

Will FHEPS pay my back rent?

Not by itself. FHEPS covers rent going forward. Back rent is usually handled with a One-Shot Deal emergency grant, which you can apply for at the same time.

Can I use FHEPS to move to a different apartment?

Yes, when staying is not possible. HRA has to approve the new rent before you sign a lease, so check with your caseworker before you commit to a unit in Queens or anywhere else in the city.

How do I check on my FHEPS application?

Log in to ACCESS HRA to see your case and upload documents, or call the DSS OneNumber at 718-557-1399.
